BASED ON THE ROAD TRAFFIC ORDER AND SAFETY LAW dated June 27, 2024;
Pursuant to Decree No.02/2025/NĐ-CP ngày 18 the 02 Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government on assigning tasks, procurement or tendering for the supply of products and services using state budget from regular operating expenses;25 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
At the proposal of the Director of the Department ofTraffic Police;
The Minister of Public Security issues this Circular amending and supplementing some Articles of Circular No. 79/2024/TT-BCA dated November 15, 2024 of the Minister of Public Security on the issuance and revocation of vehicle registration certificates and license plates for motor vehicles and special-purpose motorcycles, which have been amended and supplemented by Circular No. 13/2025/TT-BCA dated February 28, 2025 of the Minister of Public Security.
Article 1. Amending and supplementing some Articles of Circular No. 79/2024/TT-BCA dated November 15, 2024 of the Minister of Public Security on the issuance and revocation of vehicle registration certificates and license plates for motor vehicles and special-purpose motorcycles, which have been amended and supplemented by Circular No. 13/2025/TT-BCA dated February 28, 2025 of the Minister of Public Security.
1. Amending and supplementing some clauses of Article 3 as follows:
a) Amending and supplementing Clause 8 of Article 3 as follows:
"8. Organizations and individuals who win the auction for license plates may choose to register and obtain the license plate won at the registration offices in the province or city where they have their headquarters or residence, or at the Traffic Police Office managing the license plate won."
b) Amending and supplementing Clause 9 of Article 3 as follows:
"9. Domestic organizations and individuals may choose to register their vehicles at the Traffic Police Office or Public Security Ward, Town, Special Administrative Region (hereinafter referred to collectively as Public Security Ward) within the province or city in accordance with Clause 4 of Article 4 of this Circular."
2. Amending and supplementing certain clauses of Article 4 as follows:
a) Amending and supplementing Clause 2 of Article 4 as follows:
"2. The Traffic Police Office registers automobiles, semi-trailers, tractor-trailers, four-wheeled passenger vehicles with engines, four-wheeled cargo vehicles with engines, and other types of vehicles similar to automobiles (hereinafter referred to collectively as automobiles), motorcycles, motorbikes, and other types of vehicles similar to motorcycles (hereinafter referred to collectively as motorcycles), and special-purpose motorcycles of organizations and individuals whose headquarters or residence are located within the province or city (except for the types of vehicles specified in Clause 1 of this Article);"
b) Amending and supplementing Clause 4 of Article 4 as follows:
"4. The Public Security Ward registers automobiles, special-purpose motorcycles, and motorcycles of domestic organizations and individuals whose headquarters or residence are located within the province or city (except for vehicles with confiscated origins and the types of vehicles specified in Clause 1 of this Article)."
c) Amending and supplementing Clause 5 of Article 4 as follows:
"5. Based on actual conditions, the nature of the area, infrastructure, and traffic facilities, the Director of the Provincial Public Security Department shall coordinate with the Director of the Traffic Police Bureau to decide on the organization of registration points for the Traffic Police Office and the registration of automobiles and special-purpose motorcycles by the Public Security Ward."
3. Replacing the phrase "People's Committees at all levels and specialized agencies under the People's Committees of provinces and districts" with the phrase "People's Committees and specialized agencies under the People's Committees at all levels" in Point a Clause 5 Article 37, Point 2.1.2 Appendix No. 04 issued together with Circular No. 79/2024/TT-BCA dated November 15, 2024 of the Minister of Public Security on the issuance and revocation of vehicle registration certificates and license plates for motor vehicles and special-purpose motorcycles, which have been amended and supplemented by Circular No. 13/2025/TT-BCA dated February 28, 2025 of the Minister of Public Security.
4. Replacing Appendix No. 02 issued together with Circular No. 79/2024/TT-BCA dated November 15, 2024 of the Minister of Public Security on the issuance and revocation of vehicle registration certificates and license plates for motor vehicles and special-purpose motorcycles, which have been amended and supplemented by Circular No. 13/2025/TT-BCA dated February 28, 2025 of the Minister of Public Security, with Appendix No. 02 issued together with this Circular.
5. Removing the phrase "under the Central Government" from Clause 2 Article 40 of Circular No. 79/2024/TT-BCA dated November 15, 2024 of the Minister of Public Security on the issuance and revocation of vehicle registration certificates and license plates for motor vehicles and special-purpose motorcycles, which have been amended and supplemented by Circular No. 13/2025/TT-BCA dated February 28, 2025 of the Minister of Public Security.
6. Removing the phrases "under the Central Government," "under the Central Government" from Forms DKX07/79, DKX08/79, DKX09/79 issued together with Circular No. 79/2024/TT-BCA dated November 15, 2024 of the Minister of Public Security on the issuance and revocation of vehicle registration certificates and license plates for motor vehicles and special-purpose motorcycles, which have been amended and supplemented by Circular No. 13/2025/TT-BCA dated February 28, 2025 of the Minister of Public Security.
Article 2. Responsibility for implementation organization
1. The Director of the Traffic Police Department shall be responsible for monitoring, guiding, inspecting, and urging the implementation of this Circular.
2. Heads of units under the Ministry's agency, Directors of provincial and municipal police departments, relevant organizations, and individuals shall be responsible for implementing this Circular.
Article 3. Implementation Provisions
1. This Circular takes effect from July 1, 2025.
2. During the process of implementing this Circular, if there are difficulties or obstacles, local police units shall report to the Ministry of Public Security (through the Traffic Police Department) for timely guidance./.
