          Implementing the Party's and Government's guidelines and the Ministry's regulations on thrift implementation and waste prevention in construction investment, leaders of budgetary units and enterprises under the Ministry have raised their sense of responsibility and actively implemented many effective measures in project implementation, ensuring thrift and efficiency, significantly reducing waste. However, there are still some ostentatious and formalistic phenomena such as groundbreaking ceremonies, inauguration ceremonies for office buildings, workplaces... which waste time and money. 

          To thoroughly implement thrift and prevent waste in the use of construction investment funds throughout the finance sector, the Minister of Finance requests leaders of budgetary units and enterprises under the Ministry to strictly comply with state regulations on investment and construction, and to implement the following tasks:  

1/ Not to organize groundbreaking, commencement, and inauguration ceremonies for ostentatious and formalistic office buildings and workplaces that cause waste.   

2/ Strictly prohibit organizing banquets, gift-giving, and flower-giving at groundbreaking, commencement, and inauguration ceremonies for office buildings, workplaces, and other construction projects.       

3/ Leaders of units under the Ministry using investment capital shall be responsible for disseminating and directing the implementation of these regulations and strictly handling violations.

4/ The Financial Management Department shall be responsible for monitoring, inspecting, and supervising the implementation of these regulations by the Ministry. At settlement, firmly refuse to reimburse expenses related to organizing groundbreaking, commencement, and inauguration ceremonies for office buildings. Regularly compile and report to the Ministry on cases of violation.
