Joint Circular No. 515-VGNN-VH/TT stipulates the list of products and services whose prices are determined by the Ministry of Culture.

CIRCULAR

JOINT MINISTRY DECREE OF THE NATIONAL PRICING COMMISSION AND THE MINISTRY OF CULTURE NUMBER 515-VGNN-VH/TT DATED MARCH 19, 1985 REGULATING
THE LIST OF PRODUCTS AND SERVICES FOR WHICH THE MINISTRY OF CULTURE DETERMINES PRICES
Article 1. The list of products and services for which the Ministry of Culture determines prices is as follows:

Clause 1. Processing purchase prices:

- Determining processing prices for various cultural products: paintings, photographs, statues, bas-reliefs, postcards, greeting cards for domestic consumption and export.

- Determining restoration prices for antiques, artistic paintings, and photographs.

- Determining purchase prices for various cultural products for domestic consumption and export.

Clause 2. Wholesale prices:

- Determining wholesale prices (factory wholesale prices, industrial wholesale prices, wholesale material prices) for products produced and consumed by the cultural sector such as:

- Printing and related technological products like offset printing plates, repro plates, zinc engravings, wood engraving blocks, lead typesetting...

- Musical instruments, phonograph records, audio tapes, video tapes, clarinets, musical instrument parts.

- Specialized machinery and equipment for the printing and film industries, excluding those for which the National Pricing Commission determines prices.

- Various books, newspapers (excluding People's Army Newspaper and People's Daily), cultural products, magazines, periodicals published domestically and imported.

- Printing typefaces and materials used in the printing industry.

- Master films including feature films, documentary scientific films, animated puppet films, lantern slide films.

- Cultural products for export.

For the above items, if they are consumer goods, the Ministry of Culture will determine factory wholesale prices, while the National Pricing Commission will determine industrial wholesale prices.

Clause 3. Retail prices:

- Determining retail prices for various newspapers (excluding People's Army Newspaper and People's Daily), magazines, periodicals published domestically and imported, and various cultural products (paintings, photographs, slogans, bas-reliefs, statues, and other fine art products).

- Determining specific retail prices for musical instruments, phonograph records, audio tapes, video tapes after consultation with the Ministry of Internal Trade.

- Determining specific retail prices for each book based on standard prices determined by the Council of Ministers.

Clause 4. Service prices:

- Determining ticket prices for watching movies, attending artistic performances, visiting exhibitions, entering cultural parks, museums, scenic spots, historical sites, etc.

- Determining rental prices for films (movie projection and lantern slide films), film projectors, amplifiers, and book rentals.

- Determining rental prices for movie theaters, open-air screening venues, and artistic performance venues.

- Determining service prices for cooperative film production with foreign countries.

Clause 5. Distribution discounts:

- Determining distribution discounts for book sales to each locality based on nationwide distribution discounts determined by the Council of Ministers.

- Determining distribution discounts for cultural product materials, specialized materials for the printing and film industries based on nationwide distribution discounts determined by the Council of Ministers.

Clause 6. Export prices and cultural services for foreigners:

Based on guidelines from the National Pricing Commission and relevant ministries regarding pricing policies, principles, and standard prices (if applicable), the following prices shall be determined:

- Books, newspapers, cultural products exported abroad.

- Film productions.

- Prices for contracts for foreign artistic performances.

- Prices for music lessons for foreigners in Vietnam.

For locally published books, newspapers, and ticket prices for watching movies, attending artistic performances, visiting exhibitions, entering cultural parks, museums, etc., managed by local authorities, the provincial People's Committee shall determine prices based on standard prices or price ranges set by the Ministry of Culture.

During the course of production and business operations, if new products emerge or changes in pricing authority are required, the joint ministries will continue to supplement accordingly.

During the course of production and business operations, if new products arise or it is necessary to change the pricing decision authority, the inter-ministerial pricing decision authority shall continue to be supplemented.
