Implementing Resolution No. 01/NQ-CP dated January 7, 2013 of the Government on key solutions for directing and managing the implementation of Socio-Economic Development Plan and State Budget Estimate for 2013, the Minister of Culture, Sports and Tourism issues the Action Program of the Ministry of Culture, Sports and Tourism to direct and manage cultural, family, sports and tourism activities in 2013 based on the general guiding ideology of the entire Sector "Improving management, tightening discipline, enhancing effectiveness of cultural, sports and tourism work and family affairs" to create political determination and legal basis for the entire Sector to strive to achieve the goals, targets and tasks set out for 2013, contributing to laying a solid foundation for the successful completion of the four major strategies of the Sector during the period 2011-2020; it is a pivotal year for implementing the Socio-Economic Development Plan for 2011-2015 and the Resolution of the 11th National Party Congress, being the middle year of the first phase of implementing the Socio-Economic Development Strategy for 2011-2020, so the entire Sector strives to work together with the whole country to achieve the overall goal of the Socio-Economic Development Plan for 2013 approved by the National Assembly, which is: "Strengthen macroeconomic stability; lower inflation and higher growth compared to 2012. To effectively implement the goals, targets and tasks set for 2013, the Minister of Culture, Sports and Tourism requests heads of units, localities, enterprises and individuals to focus on directing, managing, organizing the detailed planning and implementing the following key measures:
KEY MEASURES:
I. MEASURES:The decision to switch the issuance of coats, overcoats, windbreakers, and down jackets to other uniforms for civil servants working at the National Market Management and Development Agency is decided by the Minister of Industry and Trade.NG:
1. Focus on directing, managing and completing the work plan with the breakthrough tasks approved by the Minister of Culture, Sports and Tourism at Decision No. 5078/QD-BVHTTDL dated December 27, 2012.
2. Effectively implement Resolution No. 4 of the 11th Plenum of the Central Committee on urgent issues regarding Party building at present, linked with the implementation of Directive No. 1973/CT-TTg dated November 7, 2011 of the Prime Minister to continue promoting learning and practicing the moral example of President Ho Chi Minh, creating changes in service attitude among civil servants and strengthening administrative discipline, improving the effectiveness of the state apparatus; effectively performing inspection duties to ensure administrative discipline and enhance civil servant ethics; improving recruitment systems and methods for civil servants and officials to gradually improve their quality. Strengthen decentralization tied to authority and responsibility at each level; strengthen supervision, inspection, and monitoring responsibilities. Enhance the effectiveness of state management by each agency and unit, focusing on the authority and responsibility of the head of each agency and unit.
3. Strictly implement Directive No. 30/CT-TTg dated November 26, 2012 of the Prime Minister on intensifying thrift and curbing waste; Directive No. 14/CT-BVHTTDL dated January 9, 2013 of the Minister of Culture, Sports and Tourism on intensifying thrift and curbing waste in the use of state budget funds within the Ministry of Culture, Sports and Tourism. Accordingly, thoroughly economize on regular expenses, especially those related to: purchasing official vehicles; organizing festivals, conferences, seminars, summaries, signing ceremonies, groundbreaking ceremonies, conferring titles...; electricity, water, telephone, office supplies and other expenses; minimize overseas study tours, surveys, and experience exchanges funded by the state budget, and travel must be approved by competent authorities and included in the annual work program from the beginning of the year.
4. Continue to implement, urge, inspect, and strictly and effectively carry out the Prime Minister's Directives: number 1792/CT-TTg dated October 15, 2011 on strengthening management of investment from state budget funds and government bonds; number 27/CT-TTg dated October 10, 2012 on key solutions to address the situation of accumulated construction debts in localities. Strengthen inspection, audit, and supervision of projects and investments using state budget funds and those originating from state budgets to ensure they meet their intended purposes, are effective, promote thrift, prevent waste, and comply with legal regulations. Prioritize allocation of central state budget funds for strategic national and economic zone projects that recover capital slowly, have no profit or insignificant profit. Severely handle violations of laws in managing and using state budget investment funds and those originating from state budgets.
5. Closely cooperate with relevant units to build principles and procedures for allocating funding for scientific, technological, and environmental activities to be submitted to competent authorities for approval; coordinate in supervising and inspecting the use of scientific, technological, and environmental funds by the Ministry to ensure effective use from the state budget allocated for science, technology, and the environment.
6. Effectively implement measures to promote socialization in the field of investment, mobilize various sources of capital from different economic sectors to supplement investment funds for construction, adopt appropriate measures to encourage mobilizing non-state resources to invest in infrastructure and institutions of the Sector to facilitate attracting international tourists and remittances. Vigorously implement Resolution number 40/NQ-CP dated August 9, 2012 of the Government and Decision number 3832/QĐ-BVHTTDL dated October 8, 2012 of the Minister of Culture, Sports and Tourism on the Implementation Program of Resolution 40/NQ-CP dated August 9, 2012 of the Government regarding the Project "Reforming the Mechanism of Operation of Publicly Funded Units, Promoting Socialization in Certain Types of Public Services."
7. Implement Decision number 5139/QĐ-BVHTTDL dated December 28, 2012 of the Minister of Culture, Sports and Tourism on the Statistical Indicators System for the Cultural, Sports, and Tourism Sector. Accordingly, continue to strengthen and improve the quality of statistical work, analysis, and forecasting of domestic and international situations within the Sector.
8. Strictly implement Directive number 32/CT-TTg dated December 7, 2012 of the Prime Minister on eliminating obstacles and improving mechanisms and policies to enhance the effectiveness of investment.
9. Continue to review and perfect planning for development of the Sector and fields towards enhancing quality, effectiveness, and coordination among types of planning; strengthen inspection and supervision of compliance with planning at units and localities, especially the synchronous combination between regional planning and Sectoral and field planning. Promptly propose to competent authorities to handle existing issues in planning management and implementation. Continue to study and innovate planning procedures and methods to suit reality.
10. Vigorously implement shareholding of state-owned enterprises according to approved proposals; implement the phased withdrawal of state capital invested in non-core business sectors of the Sector, and withdrawal of state capital in state-owned joint-stock companies where control is not necessary. Reorganize enterprises in the Sector and fields regardless of level or managing authority.
II. SPECIFIC SOLUTIONS WITH RESPECT TO EACH FIELD:Ể 3. Amend Clause 3 Article 2 as follows:OI WITH RESPECT TO EACH FIELD:ROOFTOP SOLAR PHOTOVOLTAIC SYSTEMS1. On Culture
1.1. Vigorously implement the Law and the Law amending and supplementing certain Articles of the Law on Cultural Heritage; the Law and the Law amending and supplementing certain Articles of the Law on Cinema; other Laws and Sub-Legal Documents; the Strategy for Cultural Development until 2020; Directive number 1971/CT-TTg dated October 27, 2010 of the Prime Minister on strengthening ethnic affairs during industrialization and modernization.
1.2. Direct the implementation of plans, programs, and projects to carry out Resolution number 23-NQ/TW dated June 16, 2008 of the Politburo on "Continuing to Build and Develop Literature and Art in the New Era." Focus on building healthy lifestyles, environments, and cultural systems; construct and upgrade cultural and sports facilities and grassroots cultural life; build cultural families, villages, towns, offices, and agencies. Strengthen strict management of festivals in accordance with legal provisions to promote traditional cultural values and civilized practices at festivals.
1.3. Coordinate with related units to develop and submit for promulgation Circulars specifying cost standards for projects under the National Target Program on Culture for the period 2012-2015. Organize and implement the National Target Program on Culture with approved goals and projects by the Prime Minister.
1.4. Formulate policies to attract all social resources to participate in cultural activities and creativity to provide and disseminate high-quality cultural products, works, and projects to enhance the cultural enjoyment of the people. Promote socialization in cultural activities. Evaluate and draw lessons from the transition of public institutions providing cultural services to operate under a service mechanism.
1.5. Complete the drafting and submission to the Prime Minister for issuance of Decisions approving Strategies and Plans, focusing on submitting to the Prime Minister for approval the Strategy and Plan for the Development of Vietnamese Cinema until 2020, with a vision to 2030 in the third quarter of 2013.
1.6. Continue to implement the Foreign Cultural Diplomacy Strategy until 2020. Strengthen work with overseas Vietnamese, complete policies for compatriots abroad, and mobilize them to contribute to the country's construction and defense. Complete the establishment of some Vietnamese Cultural Centers abroad to enhance the spiritual cultural life of compatriots and promote the image of the country and its people to support tourism development.
1.6. Continue to implement the Cultural Diplomacy Strategy until 2020. Strengthen work with overseas Vietnamese, improve policies for compatriots abroad, encourage compatriots to support the country and make substantial contributions to the construction and defense of the homeland. Complete the establishment of some Vietnamese Cultural Centers abroad to enhance the spiritual cultural life of compatriots and promote the image of the country and people of Vietnam to develop tourism.
1.7. Concentrate on preparing well the content of the report summarizing 15 years of implementing Resolution No. V, Session VIII of the Central Committee on building and developing a modern Vietnamese culture rich in national identity.
2. VChapter Family
2.1. Continue to implement effectively the Law on Prevention and Control of Domestic Violence; the Strategy for the Development of the Vietnamese Family for the period 2011-2020 and the major projects of this strategy. Effectively implement the National Strategy on Gender Equality until 2020; the National Program on Gender Equality for the period 2011-2015. Implement measures to ensure women's equality in participating in economic and social activities and family life. Strengthen education and communication work, raise awareness, and change behavior of all citizens, especially those in remote areas, ethnic minority regions, regarding gender equality and laws concerning women's rights.
2.2. Complete the development of the system of normative legal documents and implement the Party's policies and State laws on family and family work. Improve the organizational structure and cadre system at all levels for family work. Enhance management capacity and professional skills of cadres engaged in family work.
3. The Director of the Legal Department, Heads of State Management Units under the Ministry of Labor, Invalids, and Social Affairs, and relevant agencies, organizations, and individuals shall be responsible for implementing this Circular.Chapter Physical Education and Sports
3.1. Continue to implement effectively the Law on Physical Education and Sports 2006; the Strategy for the Development of Physical Education and Sports in Vietnam until 2020 approved by the Prime Minister under Decision No. 2198/QĐ-TTg dated December 3, 2010 and other normative legal documents.
3.2. Vigorously promote physical education and sports activities in terms of scale and quality. Develop mass sports, school sports, and military sports strongly. Promote the professionalization of high-performance sports. Gradually convert public sports institutions to financial autonomy, moving towards self-management and responsibility. Increase investment resources for sports to ensure the system of technical infrastructure.
3.3. Fully utilize the role and functions of the Vietnam Olympic Committee and sports associations in developing physical education and sports for all people and high-performance sports.
3.4. Proactively coordinate with relevant units during the drafting process to report to the Ministry for approval: The Law amending and supplementing certain Articles of the Law on Physical Education and Sports 2006; the Project for organizing the 18th Asian Games in 2019 in Vietnam and special urgent policies and plans in this field.
3.5. Prepare strong forces to participate in competitions aiming to achieve high results at the 27th Southeast Asian Games (2013), Olympic qualification 2016...; organize and participate effectively in domestic and international sports events, prepare well for the 7th National Sports Congress in Nam Dinh in 2014.
4.Chapter Tourism
4.1. Continue to implement effectively the Law on Tourism 2005; the Strategy for the Development of Tourism in Vietnam until 2020, vision until 2030 approved by the Prime Minister under Decision No. 2473/QĐ-TTg dated December 30, 2011; the Overall Planning for the Development of Tourism in Vietnam until 2020, vision until 2030 approved by the Prime Minister under Decision No. 201/QĐ-TTg dated January 22, 2013 and other normative legal documents. Direct the organization of the National Tourism Year 2013 in Hai Phong City and provinces in the Red River Delta region with the theme "Red River Civilization".
4.2. Increase investment in tourism infrastructure, build and upgrade facilities, develop key tourist areas with high standards and reputation to attract many tourists. Pay attention to developing coastal and island tourism and community-based tourism combined with job conversion and poverty reduction.
4.3. Form a system for inspecting and supervising the quality of tourism products and services, contributing to ensuring and enhancing the national tourism brand. Organize research, develop, and implement effective tourism promotion programs.
4.4. Mobilize and use effectively domestic and international resources to develop tourism, focusing on attracting resources for clean and environmentally friendly scientific and technological research and application to sustainable tourism development; study advanced science applications in tourism statistics; invest in developing tourism linked with preserving traditional cultural values and natural resources.
4.5. Strengthen the organization of surveys to develop regional, inter-regional, and international tourism cooperation programs. At the same time, expand and improve the effectiveness of cultural exchange and cooperation activities both domestically and internationally to introduce Vietnamese cultural values to the world.
4.6. Proactively coordinate with relevant units during the drafting process to report to the Ministry for approval: The Law amending and supplementing certain Articles of the Law on Tourism 2005; the Development Plans for Tourism until 2020, vision until 2030 for each region and special urgent policies and plans in this field.

Based on this Action Plan and the Work Program for 2013 of the Ministry, the Heads of Units, Directors of Provincial Departments of Culture, Sports and Tourism directly under the Central Government
1. Focus on directing and managing decisively, flexibly, and effectively the solutions proposed; regularly check and monitor the progress and results of implementing this Action Plan and the Work Program for 2013. Summarize and evaluate the implementation situation to report to the Minister at regular and extraordinary meetings.
2. Carefully study and assess the impact and effectiveness of mechanisms and policies before submitting them to competent authorities for promulgation, paying attention to the feasibility and conditions for implementation, especially in difficult provinces, remote areas.
3. Proactively provide full, accurate, and timely information; at the same time, actively engage in the exchange and reception of feedback from the public and businesses regarding mechanisms and policies, particularly those closely related to citizens and business operations. Strengthen coordination with mass media to focus on effectively carrying out information dissemination and propaganda work, creating high consensus and comprehensive strength throughout the Industry to achieve the goals, targets, and tasks set forth in Resolution No. 01/NQ-CP dated January 7, 2013 of the Government, the Annual Work Program for 2013, the Industry Development Plan, and this Action Program of the Ministry.
4. During the process of organization and implementation, if encountering difficulties, obstacles requiring adjustments or supplements to specific contents of this Action Program, relevant agencies and units shall promptly make recommendations and report to the Minister for consideration and decision./.
