DIRECTOR OF THE GENERAL DEPARTMENT OF SPORTS AND PHYSICAL TRAINING

Article 1. Other types of artistic performances
Pursuant to Decision No. 66/2008/QD-TTg dated May 23, 2008 of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the General Department of Sports under the Ministry of Culture, Sports and Tourism;
Considering the proposals of the Director of the Finance Department and the Director of the Cadre and Civil Servant Organization Department,

DECISION:

Article 1. Position and Functions

The Finance Department is an agency of the General Department of Sports and Physical Training, with the function of advising the Director of the General Department of Sports and Physical Training to implement state management over planning, finance, investment, and public services in the field of sports according to the classification of the Minister of Culture, Sports and Tourism and in accordance with the provisions of the law.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

1. To take the lead and coordinate in drafting strategic plans, overall master plans, long-term plans, five-year plans, annual plans, national target programs, projects, and important national works in the field of sports, draft regulatory legal documents on finance in the field of sports, and organize their implementation after approval by the Minister of Culture, Sports and Tourism.

2. To take the lead and coordinate in reviewing projects, plans, and annual budgets within the scope of planning and finance of the General Department of Sports and Physical Training according to the classification of the Minister of Culture, Sports and Tourism.

3. To advise the Director of the General Department of Sports and Physical Training on organizing or coordinating guidance, inspection, and evaluation of the implementation of strategic plans, overall master plans, long-term plans, five-year plans, annual plans, national target programs, projects, and important national works in the field of sports, policies and regulations, economic norms, technical standards, prices, and related regulatory legal documents concerning the functions and tasks of the Finance Department.

4. To take the lead in guiding subordinate units of the General Department to prepare and consolidate annual budget estimates for submission to the Director of the General Department; to allocate budget estimates to subordinate budgetary units according to regulations and guide their implementation after approval.

5. To review and approve financial settlement reports for subordinate budgetary units; to prepare and consolidate financial settlement reports and publicly disclose financial information; to manage the use of state assets of subordinate budgetary units according to regulations; to inspect accounting work and financial management; to monitor the implementation of the budget of the General Department.

6. To advise the Director of the General Department of Sports and Physical Training on implementing management of construction projects within the authority of the Director according to the classification of the Minister of Culture, Sports and Tourism and in accordance with the provisions of the law.

7. To advise the Director of the General Department of Sports and Physical Training on issuing regulations on conditions and national technical standards for sports facilities and organizing their implementation after approval by the Minister of Culture, Sports and Tourism.

8. To advise the Director of the General Department of Sports and Physical Training on inspecting and supervising the use of state capital provided to national sports federations and associations according to the classification of the Minister of Culture, Sports and Tourism and in accordance with the provisions of the law.

9. To guide and inspect national sports federations and associations, national sports teams, organizing committees of national sports competitions, and organizing committees of international sports events held in Vietnam in fundraising and using sponsorships.

10. To advise the Director of the General Department of Sports and Physical Training on organizing and implementing research, application of science and technology, and medical care in the field of sports according to the classification of the Minister of Culture, Sports and Tourism.

11. To participate in guiding and inspecting the implementation of the administrative reform program in the area of public finance of the General Department of Sports and Physical Training.

12. To take the lead in guiding the implementation of thrift and anti-waste practices in agencies and units under the General Department according to the provisions of the law.

13. To organize training and professional development in planning and finance for cadres, civil servants, and employees working in planning and finance at the General Department of Sports and Physical Training.

14. To implement administrative reforms, manage civil servants, implement policies and systems for civil servants in the Finance Department; manage finances, assets, files, and documents, and use allocated budgets according to the provisions of the law.

15. To perform other tasks assigned by the Director of the General Department of Sports and Physical Training.

Article 3. Organizational Structure

1. Director, Deputy Directors, and civil servants

2. The Director of the Finance Department shall be responsible for arranging civil servants according to the organizational structure and professional standards; promulgating the operational regulations of the Department.

Article 4. Effective date

This Decision shall take effect from the date of signing.

Article 5. Responsibilities for Implementation

The Director of the Finance Department, the Head of the Office, the Director of the Cadre and Civil Servant Organization Department, Heads of Departments and Units under the General Department of Sports and Physical Training, and relevant organizations and individuals are responsible for implementing this Decision.
