Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Resolution No. 52/2010/QH12 of the National Assembly, dated November 10, 2010, on the state budget estimate for 2011;
Pursuant to Decision No. 135/2009/QĐ-TTg dated November 4, 2009 of the Prime Minister promulgating the Regulations on Management and Implementation of National Target Programs;
Pursuant to Decision No. 2145/QĐ-TTg of the Prime Minister, dated November 23, 2010, on the state budget estimate for 2011;
Pursuant to Decision No. 2331/QĐ-TTg of the Prime Minister, dated December 20, 2010, promulgating the List of National Target Programs for 2011;
Pursuant to Circular No. 416/UBTVQH12 of the Standing Committee of the National Assembly, dated January 15, 2011, on the allocation of capital for the National Target Programs in 2011 and preparation of the List of National Target Programs for the period 2011-2015;
Pursuant to Decision No. 196/QĐ-TTg of the Prime Minister, dated January 30, 2011, on the budget allocation for implementing the National Target Programs in 2011;
The Prime Minister issues this Decision on principles, criteria, and allocation standards for state budget investment capital development phase 2016-2020.
DECISION:
Article 1. Adjust the budget allocation for implementing the Employment National Target Program and the Health National Target Program in 2011 as follows:
1. Allocate the budget for the Employment National Target Program (Loan Project for Job Creation from the National Employment Fund) in 2011 to the Vietnam Bank for Social Policies at 280 billion VND.
Reduce the budget allocation for the Employment National Target Program (development investment capital) in 2011, which was allocated to central agencies, provinces, and centrally-administered cities according to Decision No. 196/QĐ-TTg of the Prime Minister dated January 30, 2011,regarding the allocation of the budget for implementing the National Target Programs in 2011 (hereinafter referred to as Decision No. 196/QĐ-TTg), by 280 billion VND (as attached in Appendix I).
2. Reduce the budget allocation for the Health National Target Program in 2011, which was allocated to the Ministry of Health according to Decision No. 196/QĐ-TTg, by 5.4 billion VND.
Allocate additional budget for the Health National Target Program (Safe Blood Transfusion Project) in 2011 to provinces and centrally-administered cities at 5.4 billion VND (as attached in Appendix II).
Article 2
1. Instruct the Ministry of Planning and Investment to notify the objectives, tasks, and capital of each National Target Program in 2011 (including development investment capital and operational expenses) to ministries, central agencies, and provinces and centrally-administered cities based on Decision No. 196/QĐ-TTg and this Decision before April 14, 2011.
2. Instruct the Ministry of Finance to notify the budget for the National Target Programs in 2011 to ministries, central agencies (by project and source of funds); to provinces and centrally-administered cities (by source of funds and priority projects) based on Decision No. 196/QĐ-TTg and this Decision before April 14, 2011.
3. Ministries, central agencies, and People's Committees of provinces and centrally-administered cities shall allocate and assign the budget for the National Target Programs in 2011 to budgetary units before April 20, 2011.
Article 3. This Decision shall take effect from the date of signing.
Article 4. Ministers, heads of ministerial-level agencies, heads of government agencies under the central government, and chairpersons of People's Committees of provinces and centrally-administered cities are responsible for implementing this Decision./.
