Regarding the establishment of Hoang Binh Private University

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated September 30, 1992;

Pursuant to Decree No. 15/CP dated March 2, 1993 on the tasks, powers, and state management responsibilities of Ministries and ministerial-level agencies;

In consideration of the proposal of the Ministry of Education and Training at Circular No. 2564/TCCB dated July 31, 1995,

DECISION:

Article 1. Permission is hereby granted to establish Hoang Binh Private University.

Article 2. Hoang Binh Private University is a higher education institution subject to the state management of the Ministry of Education and Training. The university has legal personality, its own seal, and separate accounts. The headquarters of the university is located in Ho Chi Minh City.

The system of diplomas of Hoang Binh Private University is part of the national diploma system.

Article 3. Hoang Binh Private University operates under the law, according to the Private University Charter issued by the Minister of Education and Training, and in accordance with its own charter approved by the Minister of Education and Training.

Article 4. The Minister of Education and Training, the Chairman of the People's Committee of Ho Chi Minh City, and the heads of relevant agencies are responsible for implementing this Decision.
