Regarding the establishment of Mong Cai City under Quang Ninh Province and the establishment of wards and communes within the city

THE GOVERNMENT
Pursuant to the Government Organization Law dated September 30, 1992;
Considering the proposal of the Chairman of the People's Committee of Quang Ninh Province and the Minister, Head of the Organization-Cadres Department of the Government,DECREE:
Article 1. - Now establish Mong Cai City under Quang Ninh Province and establish wards and communes within Mong Cai City as follows:
a. Establish Mong Cai City based on the entire area and population of Hai Ninh District.
Mong Cai City has 52,000 hectares of natural area and 57,838 inhabitants, including 5 wards and 11 communes.
The administrative boundary of Mong Cai City: East borders the Gulf of Northern Vietnam, West borders Quang Ha District, South borders Co To District, North borders the border between Vietnam and China.
b. Establish wards and communes within Mong Cai City as follows:
1. Establish Ka Long Ward based on the Ka Long area of the old Mong Cai Town with 152.8 hectares of natural area and 6,068 inhabitants.
The administrative boundary of Ka Long Ward: East borders Hoa Lac Ward; West borders Hai Yen Commune; South borders Ninh Duong Ward; North borders the border between Vietnam and China.
2. Establish Tran Phu Ward based on the Tran Phu area of the old Mong Cai Town with 97.2 hectares of area and 6,147 inhabitants.
The administrative boundary of Tran Phu Ward: East borders Hai Hoa Commune; West borders Ka Long Ward; South borders Hoa Lac Ward; North borders the border between Vietnam and China.
3. Establish Hoa Lac Ward based on the Hoa Lac and Tho Xuan areas of the old Mong Cai Town with 71.7 hectares of area and 4,495 inhabitants.
The administrative boundary of Hoa Lac Ward: East and South borders Hai Xuan Commune; West borders Ka Long Ward; North borders Tran Phu Ward.
4. Establish Ninh Duong Ward based on the entire area and population of Ninh Duong Commune with 1,258.8 hectares and 3,719 inhabitants.
The administrative boundary of Ninh Duong Ward: East borders Hoa Lac Ward and Hai Xuan Commune; West borders Hai Yen Commune; South borders Van Ninh Commune; North borders the border between Vietnam and China.
5. Establish Tra Co Ward based on the entire area and population of Tra Co Commune with 1,369 hectares and 2,631 inhabitants.
The administrative boundary of Tra Co Ward: East borders the Gulf of Northern Vietnam; West borders Hai Hoa Commune and Van Xuan Commune; South borders Binh Ngoc Commune and Vinh Thuc Commune; North borders the border between Vietnam and China.
6. Establish Hai Son Commune based on the Hai Son Forestry Town with 14,924.2 hectares of area and 680 inhabitants.
The administrative boundary of Hai Son Commune: East borders Hai Yen Commune; West borders Quang Ha District; South borders Quang Nghia Commune; North borders the border between Vietnam and China.
The remaining communes: Hai Yen, Hai Xuan, Hai Hoa, Binh Ngoc, Quang Nghia, Hai Tien, Van Ninh, Hai Dong, Vinh Thuc, and Vinh Trung within Mong Cai City retain their original area and population.
Article 2. - This Decree shall take effect 15 days from the date of issuance. All previous regulations contrary to this Decree are hereby abolished.
Article 3. - The Chairman of the People's Committee of Quang Ninh Province, the Minister, Head of the Organization-Cadres Department of the Government, and the heads of relevant agencies are responsible for implementing this Decree.
