||| Implementation of Decision No. 174/1999/QĐ-TTg dated August 23, 1999, of the Government Prime Minister on the allowance system and subsidies for performing arts labor in the cultural and information sector. The Government Organizational and Civil Servant Board, Ministry of Finance, and Ministry of Culture and Information jointly issue these guidelines as follows:
||| I. ALLOWANCE FOR PERFORMING ARTS

||| Actors within state payroll and contractual actors within the allocated staffing quota working in performing arts units managed by the state budget, directly participating in rehearsal and performance activities including: dance, opera, wind music, circus, musical drama, ballet, water puppetry, cheo, cải lương, puppetry, new song, folk songs, drama, string music, percussion music.
||| - Twenty percent of salary according to current rank and grade, applicable to dancers, opera performers, wind music performers, circus performers, musical drama performers, ballet performers, water puppetry performers.
1. Recipients and Conditions for Entitlement:

||| II. SUBSIDIES FOR REHEARSAL AND PERFORMANCE

||| - Level 1: 10,000 Vietnamese dong per person per day, applicable to main role actors or main program actors.
||| - Level 2: 7,000 Vietnamese dong per person per day, applicable to secondary main role actors in plays or secondary main program actors, or main secondary role actors in water puppetry or dry puppetry.
||| - Level 3: 5,000 Vietnamese dong per person per day, applicable to supporting role actors in plays or supporting program actors, or performers in circus, puppetry, and those serving rehearsal.
||| b) Standards and beneficiaries for subsidy for performance:
||| - Level 1: 30,000 Vietnamese dong per person per performance, applicable to main role actors in plays or main program actors, or main role actors in water puppetry or dry puppetry, or artistic direction during performances.
||| - Level 2: 20,000 Vietnamese dong per person per performance, applicable to secondary main role actors in plays or secondary main program actors, or secondary role actors in water puppetry or dry puppetry, or performance conductors.
||| - Level 3: 10,000 Vietnamese dong per person per performance, applicable to team leaders, deputy team leaders, supporting actors in programs or plays, and those serving performance.
||| For those undertaking sound and lighting tasks, depending on specific technical requirements of each play or program, the unit may pay subsidies at the highest level of 30,000 Vietnamese dong, 20,000 Vietnamese dong, or 10,000 Vietnamese dong per person per performance. In cases of兼任职务的情况，只能享受所分配任务的最高补助标准。
||| 2. Source of funds for payment:
||| The source of funds for paying subsidies for rehearsal and performance shall be drawn from performance revenue.
||| When performing in remote areas, mountainous regions, islands, or for political tasks, the State will fully fund all subsidies for rehearsal and performance for beneficiaries according to this Circular.
||| For units that annually have sufficient performance income to cover all prescribed expenditures (including payment of performing arts allowances) and still have sufficient financial conditions, they can increase subsidies to encourage actors to actively participate in performances.
||| 1. Performing arts units are responsible for:
||| - Establishing a review committee to determine the beneficiaries and standards for performing arts allowances within the unit. The review committee for performing arts allowances includes members from the Party Committee, administrative body, trade union, and heads of teams and professional groups.
||| Lists of those receiving performing arts allowances must be reported to the direct supervising specialized management department for record.
III. IMPLEMENTATION
||| - Preparing annual rehearsal and performance plans and financial income and expenditure plans according to current financial management regulations. For programs performed in remote areas, mountainous regions, islands, or for assigned political tasks, detailed budgets for subsidies for rehearsal and performance must be prepared and submitted to the finance department as the basis for funding support.
||| 2. Payment of performing arts allowances and subsidies for rehearsal and performance shall be carried out as follows:
||| - Performing arts allowances: paid together with monthly salaries.
||| - Subsidies for rehearsal and performance: paid according to the number of days of rehearsal or performances.
||| 3. This Circular takes effect from September 1, 1999.
||| During implementation, if any issues arise, performing arts units are requested to report them to the relevant ministries for research and resolution.
