Regulations on insignias, rank badges, shoulder marks, and ceremonial uniforms of the Vietnam People's Army

THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Officer Law of the Vietnam People's Army dated December 21, 1999;
Based on the proposal of the Minister of National Defense.
DECREE:
Article 1. Insignia of the Vietnam People's Army
The insignia is circular, with a golden star at the center placed on a bright red background, surrounded by two ears of rice, below which is a half gear wheel in gold color, and the outer edge of the insignia is gold. There are two types of insignia for military personnel: diameters of 33 mm and 27 mm.
Article 2. Rank badges of the Vietnam People's Army
1. Rank badges worn on the shoulders of officers:
The background of the rank badge is golden yellow, except for the Border Guard Corps which has a green background.
The border of the rank badge:
Ground Forces and Border Guard Corps are bright red.
Air Defense-Air Force is sky blue.
Navy is dark purple.
On the rank badge, there are horizontal stripes, stars, and buttons. The rank badge of generals does not have horizontal stripes; that of colonels has two silver horizontal stripes, while that of lieutenants has one silver horizontal stripe.
Number of stars on the rank badge:
Second Lieutenant, First Lieutenant, First Colonel, Rear Admiral: 1 star.
Warrant Officer, Captain, Colonel, Vice Admiral: 2 stars.
Senior Lieutenant, Major, Senior Colonel, Admiral: 3 stars.
Major Warrant Officer, Lieutenant Colonel, General: 4 stars.
Stars and buttons of the rank badge for generals are gold, with the button having the national emblem; those for colonels and lieutenants are silver, with the button having a star between two ears of rice.
2. Rank badges of professional soldiers:
The rank badge of professional soldiers is similar to that of lieutenants and captains as stipulated in Clause 1 of this Article. On the rank badge, there is a V-shaped stripe in silver; captains have two stripes, lieutenants have one stripe; number of stars on the rank badge:
Sub-Lieutenant: only the V-shaped stripe, no star.
Second Lieutenant, First Lieutenant: 1 star.
Warrant Officer, Captain: 2 stars.
Senior Lieutenant, Major: 3 stars.
Major Warrant Officer: 4 stars.
The rank badge of a senior sergeant of professional soldiers is like that of a senior sergeant as stipulated in Clause 3 of this Article.
3. Rank badges of non-commissioned officers and soldiers:
a) Rank badges worn on the shoulders of non-commissioned officers and soldiers:
The background of the rank badge is light gray (except for the Border Guard Corps which is green).
The border of the rank badge:
Ground Forces and Border Guard Corps are bright red.
Air Defense-Air Force is sky blue.
Navy is dark purple.
On the rank badge, there is a silver button with a star between two ears of rice; there are horizontal stripes or V-shaped stripes in bright red.
Private Second Class: one V-shaped stripe.
Private First Class: two V-shaped stripes.
Corporal: one horizontal stripe.
Sergeant: two horizontal stripes.
Senior Sergeant: three horizontal stripes.
b) Rank badges of non-commissioned officers and soldiers of the Navy worn on the shoulder straps (when wearing a uniform with a breastplate): The background of the rank badge is dark purple with the naval emblem in the middle and a horizontal stripe in bright yellow silk.
Private Second Class: one stripe at the bottom of the rank badge.
Private First Class: two stripes at both ends of the rank badge.
Corporal: one stripe in the middle of the rank badge.
Sergeant: two balanced stripes in the middle of the rank badge.
Senior Sergeant: three balanced stripes in the middle of the rank badge.
4. Rank badges of cadets:
a) Rank badges of cadet officers are like the rank badges of officers as stipulated in Clause 1 of this Article.
b) Rank badges of cadets training to become officers:
Background color of the rank badge:
Ground Forces are bright red.
Air Defense-Air Force is sky blue.
Navy is dark purple.
Border Guard Corps are green.
The background of the rank badge has a 6 mm wide golden border and a silver button with a star between two ears of rice.
c) Rank badges of cadets training to become non-commissioned officers and technical specialists are like the rank badges of cadets training to become officers, except they do not have a 6 mm wide golden border.
Article 3. Shoulder marks of the Vietnam People's Army
1. Shoulder marks worn on the collar: (background and emblem of the shoulder mark):
Background color of the shoulder mark:
Ground Forces are bright red.
Air Defense-Air Force is sky blue.
Navy is dark purple.
Border Guard Corps are green.
On the background of the shoulder mark, there is the emblem of the corps, branch, or specialized profession. The background of the shoulder mark for generals has a 3 mm wide golden border on three sides.
Color of the emblem:
Generals' emblems are gold.
Colonels, lieutenants, non-commissioned officers, soldiers, and professional soldiers' emblems are silver.
2. Emblem of the corps, branch, or specialized profession:
Combined Arms - Infantry: A crossed sword and rifle.
Mechanized Infantry: A tank on a crossed sword and rifle.
Special Forces: A dagger on a block of explosives, under which is a curved arrow.
Tanks-Armored Vehicles: A side view of a tank.
Artillery: Two crossed cannon barrels.
Chemical: Radiation rays on a benzene ring.
Engineers: A shovel and pickaxe on half a gear wheel.
Communications: Radio waves.
Border Guard: A crossed sword and rifle on an incomplete circle, under which is a curved line with the national border symbol.
Air Defense-Air Force: A star on wings.
Paratroopers: An airplane opening a parachute.
Missiles: A missile on a cloud background.
Anti-aircraft: An anti-aircraft gun.
Radar: A radar antenna on a base.
Navy: An anchor.
Naval Infantry: An anchor on a crossed sword and rifle.
Logistics-Finance: A crossed sword and rifle, under which is an ear of rice.
Medical-Veterinary: Red Cross within a circle.
Technical: A compass on a hammer.
Drivers: Steering wheel on a vehicle frame.
Military Law-Military Control: A seal on crossed swords.
Military Music: A clarinet and flute crossed.
Physical Education-Sports: A bow and arrow.
Culture-Arts: Musical symbols and a guitar.
Article 4. Combined Shoulder Marks of the Vietnam People's Army
Combined shoulder marks worn on the collar of combat uniforms include: background of the shoulder mark, stars, stripes, and emblem (generals and soldiers do not have stripes). The background color of the combined shoulder mark and the color of the emblem are as specified in Clause 1 of Article 3.
1. Officers:
Second Lieutenant, First Lieutenant, First Colonel, Rear Admiral: 1 star.
Warrant Officer, Captain, Colonel, Vice Admiral: 2 stars.
Senior Lieutenant, Major, Senior Colonel, Admiral: 3 stars.
Major Warrant Officer, Lieutenant Colonel, General: 4 stars.
Stars of generals are gold.
Stars and stripes of colonels and lieutenants are silver; lieutenants have one vertical stripe, colonels have two vertical stripes.
2. Professional Soldiers:
Combined shoulder marks of professional soldiers of the rank of lieutenant and captain are similar to those of officers, except sub-lieutenants do not have stars.
Combined shoulder marks of professional soldiers of the rank of senior sergeant are like those of senior sergeants as stipulated in Clause 3 of this Article.
3. Non-commissioned officers and soldiers:
a) Non-commissioned officers: The insignia combining the rank badge for non-commissioned officers consists of: the insignia background, the emblem, a silver star, and a vertical gold thread measuring 3 mm wide.
Non-commissioned Officer Second Class: 1 star.
Non-commissioned Officer First Class: 2 stars.
Senior Non-commissioned Officer: 3 stars.
b) Enlisted personnel: The insignia combining the rank badge for enlisted personnel consists of: the insignia background, the emblem, and a silver star.
Private Second Class: 1 star.
Private First Class: 2 stars.
4. Cadets:
a) Cadets who are officers: The insignia combining the rank badge shall be as prescribed in Clause 1 of this Article for officers.
b) Officer cadets: The insignia combining the rank badge consists of: the insignia background, a vertical gold thread measuring 5 mm wide, the emblem, without any star.
c) Cadets training to become non-commissioned officers and technical specialists: The insignia combining the rank badge consists of: the insignia background, a vertical gold thread measuring 3 mm wide, the emblem, without any star.
Article 5. Ceremonial uniforms for officers and professional military personnel from the rank of Lieutenant upwards (male and female): (male and female):
A. Grand Ceremony:
1. Cap: For the Army and Border Guard, light beige color; for Air Defense - Air Force, dark blue; for Navy, white; cap visor: red for the Army, light blue for Air Defense - Air Force, dark gray for Navy, green for Border Guard; on the cap band, there is a woven gold thread bow surrounding the emblem; with a double pine branch in gold encircling the emblem.
2. Uniform Coat:
a) Style: Winter K82.
Buttons: round shape, gold color, with a five-pointed star on the front surface surrounded by a border; buttons come in two types:
Type fastened on the coat collar and under pocket flap with a diameter of 24 mm.
Type fastened on the upper pocket flap with a diameter of 18 mm.
Rank badges as prescribed in Clauses 1 and 2 of Article 2, except that the buttons, stars, and rank stripes are all gold colored.
Pine branches worn at the collar edge in gold: for generals, large single pine branch; for colonels, majors, and professional military personnel, small single pine branch and one gold star. Inner shirt: white, long-sleeved, standing collar, black tie.
b) Colors: For the Army and Border Guard: light beige. For Air Defense - Air Force: dark blue. For Navy: white.
3. Shoes: Low-cut black leather shoes with a lateral strap (for women, no lateral strap), with laces.
B. Lesser Ceremony: There are winter and summer lesser ceremony uniforms.
Article 6. The Minister of National Defense shall prescribe the lesser ceremony uniform; regular wear uniform; field uniform; ceremonial duty uniform; working uniform for officers, professional military personnel, non-commissioned officers, and enlisted personnel; and civil service uniform for the Vietnam People's Army.
The provisions regarding emblems, rank badges, insignias, and ceremonial uniforms in this Decree apply to officers, professional military personnel, non-commissioned officers, and enlisted personnel currently serving, reserve forces, and former officers and professional military personnel who have been transferred out of the military and are permitted to wear them according to regulations of the Ministry of National Defense.
Article 7. Strictly prohibited are any organizations, units, entities, and individuals from producing, storing, purchasing, selling, and using emblems, rank badges, insignias, and uniforms of the Vietnam People's Army illegally; violators will be dealt with according to the law.
Article 8. This Decree shall take effect fifteen days from the date of signature.
Abolish the following Decrees: Decree No. 74/HĐBT dated April 26, 1982 of the Council of Ministers on emblems, rank badges, insignias, and ceremonial uniforms of the Vietnam People's Army; Decree No. 78/HĐBT dated March 27, 1991 of the Council of Ministers amending and supplementing Decree No. 74/HĐBT dated April 26, 1982 of the Council of Ministers; Decree No. 94/CP dated November 30, 1993 of the Government amending and supplementing Decree No. 74/HĐBT dated April 26, 1982 of the Council of Ministers, and previous regulations inconsistent with this Decree.
Any changes to emblems, rank badges, insignias, and ceremonial uniforms of the Vietnam People's Army after the effective date of this Decree shall be decided by the Prime Minister.
Article 9. The Minister of National Defense is responsible for implementing this Decree.
