in educational institutions

Implementing Resolution No. 13/2002/NQ-CP dated November 19, 2002 of the Government on measures to curb the increase and gradually reduce traffic accidents and traffic congestion; Directive No. 22-CT-CT/TW dated February 24, 2003 of the Central Committee's Secretariat on strengthening the Party’s leadership over traffic order and safety assurance work, from 2003 to 2005, all levels, sectors, and localities actively implemented and achieved the goal of curbing traffic accidents.

However, since 2006, the situation of traffic order and safety has become more complicated, with an increase in traffic accidents compared to previous years (in the first six months of 2007, traffic accidents caused nearly 7,000 deaths and nearly 6,000 injuries).

In recent times, educational institutions have actively implemented many measures to promote and educate students and trainees about traffic order and safety, which has gradually become routine. However, the education of traffic order and safety for students and trainees at some places still has a formalistic nature, is not effective, and management levels in education, especially leaders of some schools, have not truly paid attention, lacking investment in time, staff, and funds, and lack close coordination with relevant sectors and levels. The violation of the Road Traffic Law by students and trainees, particularly regarding the age limit for driving motorcycles and motorbikes and the requirement for a driver's license, has not yet been stopped.

On June 29, 2007, the Government issued Resolution No. 32/2007/NQ-CP on urgent measures to curb traffic accidents and congestion, among which the promotion, dissemination, and education of traffic laws is one of seven urgent measures that ministries, sectors, and localities must focus on implementing resolutely.

To implement the Government's Resolution and continue implementing Directive No. 22-CT/TW of the Secretariat, the Ministry of Education and Training requests management levels and educational institutions to direct and implement the following specific tasks effectively:

1. Coordinate with agencies on the local area, the Public Security sector, and the Ho Chi Minh Communist Youth Union to launch a campaign: "Students and trainees set a good example in complying with and promoting their families to strictly adhere to traffic laws"; sign inter-sectoral agreements to create a synchronized force in implementing Resolution No. 32/2007/NQ-CP of the Government and effectively carry out the campaign in schools.

2. Strengthen measures to educate students and trainees to comply with traffic order and safety regulations, focusing on the following contents:

a) Organizing traffic order and safety education for students and trainees is a central and regular activity of schools.

- Regularly reminding and incorporating information related to traffic order and safety into weekly opening meetings, flag-raising ceremonies, class activities, youth league activities, bulletin boards, and school websites.

- Timely recognizing and rewarding collectives and individuals who have outstanding achievements in ensuring traffic order and safety; strictly handling those collectives and individuals who violate traffic safety regulations.

- Each student and trainee commits to setting a good example in complying with and promoting their families to adhere to traffic regulations such as: not riding motorcycles or motorbikes without reaching the required age or having a driver's license; not illegally racing, weaving dangerously, running red lights, or carrying more passengers than allowed when operating vehicles; not throwing dirt or rocks onto trains, not performing acts that obstruct or affect railway traffic; not crossing ferries without life jackets; wearing helmets when participating in traffic using motorcycles or motorbikes.

- Actively organizing the National Traffic Safety Month effectively every September.

b) Organizing for students and trainees to participate in maintaining traffic order and safety, establishing self-management teams, red flags, and voluntary youth and student groups to ensure traffic order and safety around school gates during morning and afternoon hours to enhance students' and trainees' sense of responsibility and self-discipline.

c) Incorporating compliance with traffic laws into school rules and regulations and making it one of the evaluation criteria for annual competitions at the local and sectoral levels for educational institutions.

3. Incorporate traffic order and safety education for students and trainees into regular curriculum teaching.

a) For universities, academies, colleges, and vocational secondary schools: during the "Citizen and Student Orientation Week" at the beginning and end of each academic year, allocate at least one specialized session for students and trainees to understand traffic safety regulations, with assessments to evaluate learning outcomes. Allocate funds for promotional activities and organize events to raise awareness of traffic order and safety among students and trainees.

b) For general education institutions: strictly implement teaching traffic order and safety according to the prescribed curriculum.

4. Strengthen the organization of extracurricular educational activities, guide safe traffic participation skills appropriate to different age groups, grade levels, and training programs for students and trainees.

5. Review the traffic order and safety education in the managed scope over the past period and report to propose practical solutions to the immediate superior management level. Review the current program, content, methods, and teaching duration on traffic order and safety, and recommend revisions and supplements to align with current regulations.

6. Evaluate the morality of students in complying with traffic laws and regulations. Firmly prohibit students under the specified age without a driver's license from operating motorcycles and motorbikes. Organize for students and their families to sign commitments to strictly adhere to traffic regulations. Enhance communication between schools and families regarding traffic safety education for students.

7. The Directors of Departments of Education and Training; the Rectors of universities and academies; and the Principals of university, college, and vocational high schools shall be responsible before higher management authorities for failing to implement or inadequately implementing traffic safety education for students and for having students violate traffic regulations; quarterly report to the Ministry of Education and Training on the situation of traffic safety education for students and the number of violations; the number of students and staff involved in traffic accidents and the causes thereof.

8. The Divisions of Secondary Education, Primary Education, Early Childhood Education, and the Institute for Strategy and Educational Programs shall research methods, review, supplement, and perfect the content and teaching methods of traffic safety for students in general schools to align with and meet the requirements of Resolution 32/2007/NQ-CP.

The Ministry of Education and Training requires the Directors of Departments of Education and Training; the Rectors of universities and academies; and the Principals of university, college, and vocational high schools to thoroughly disseminate the contents of this Directive to staff, teachers, lecturers, and students within the school, and take appropriate measures to firmly implement and urge strict compliance with this Directive.

Assign the Division of Student Affairs as the leading unit to supervise and inspect the implementation of this Directive.

This Directive shall take effect fifteen days after its publication in the Official Gazette./.
