The International Cooperation Department under the Ministry of Health

THE MINISTER OF HEALTH

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 188/2007/NĐ-CP dated December 27, 2007 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Health;

Considering the proposal of the Director of the Organization and Cadres Affairs Department and the Director of the International Cooperation Department, Ministry of Health.

DECISION:

Article 1. Position and Functions

The International Cooperation Department is a comprehensive department with the function of advising the Minister of Health on state management of international cooperation in the health sector and implementing international cooperation activities in fields within the scope of the Ministry of Health's state management.

Article 2. Tasks and Authorities

1. Take the lead in drafting and submitting to the Minister for approval the policy, strategy, and plan to expand international cooperation and integration and foreign investment cooperation according to the priority goals and development strategy of the sector. Implement the international cooperation strategies and plans of the sector after they have been approved by the Minister.

2. Take the lead in drafting, amending, and supplementing regulatory legal documents related to international cooperation work within the scope of the Ministry of Health's state management, and submit them to the Minister of Health for issuance. Guide, inspect, and evaluate the implementation of legal documents on international cooperation in the health sector.

3. Take the lead in negotiating, preparing documents and procedures for competent authorities to sign international treaties and agreements in areas within the health sector and joining international organizations. Organize the implementation, inspection, and evaluation of the execution of international treaties and agreements in the health sector that Vietnam has signed and joined.

4. Take the lead in drafting the process and negotiating on international integration of the health sector. Coordinate with relevant units in guiding, coordinating, and organizing the implementation of international integration in the health sector and implementing bilateral and multilateral agreements related to the health sector.

5. Take the lead in mobilizing foreign aid in the health sector. Coordinate in building a priority list for ODA mobilization for the health sector. Coordinate in directing, monitoring, and evaluating the implementation of foreign aid programs and projects for the health sector.

6. Take the lead in submitting to the Minister for approval the program to promote foreign investment in the health sector. Coordinate in monitoring and evaluating the implementation of foreign investment programs and projects in the health sector.

7. Advise the Minister on unified management of international cooperation activities in the health sector. Coordinate with relevant agencies and units in building, developing, and providing professional guidance for the international cooperation network of subordinate agencies and units.

8. Guide, manage, inspect the implementation, and compile reports to the Government on the results of organizing international conferences and seminars. Submit to competent authorities for permission to organize international conferences and seminars in Vietnam related to the health sector's management fields according to the law. Advise the Minister on organizing strategic international conferences and seminars for the sector.

9. Take the lead in drafting and implementing the annual external activity plan of the Ministry of Health leadership. Coordinate with the Ministry of Foreign Affairs in implementing state external activities related to the health sector.

10. Take the lead in drafting and organizing the implementation of the annual outbound and inbound delegation plan of the Ministry of Health. Coordinate with relevant units in organizing the implementation of the outbound delegation plan from the state budget and within the framework of foreign aid programs and projects.

11. Guide and supervise subordinate units in implementing the outbound and inbound delegation plan of the units. Guide units in implementing regulations on the hierarchical management of staff members going abroad for study and work.

12. Take the lead in organizing the reception of international guests by the Ministry leadership. Coordinate with relevant units in providing external information.

13. Serve as the focal point for guiding units in managing foreign nationals working with the Ministry of Health and its subordinate units.

14. Take the lead in implementing diplomatic protocol work in the Ministry of Health agency. Guide the implementation of diplomatic protocol work in subordinate units of the Ministry of Health.

15. Perform other tasks assigned by the Minister of Health.

Article 3. Organizational Structure and Operation Mechanism

1. Leadership of the Department

The Director and Deputy Directors of the Department shall be appointed and relieved from duty by the Minister of Health. The Director shall be responsible to the Minister of Health and the law for all activities of the Department. The Deputy Directors shall assist the Director and be responsible to the Director and the law for the tasks assigned to them.

2. Organizational Structure: The Department of International Cooperation has:

a) Reception Room;

b) Specialists.

3. Staffing

The staffing of the Department shall be determined by the decision of the Minister of Health and adjusted annually based on work needs and the proposal of the Director.

4. Operation Mechanism

The Department of International Cooperation operates under a specialist system. Civil servants in the Department shall be responsible to the Department's leadership for the tasks assigned to them.

Article 4. Effective date

This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

Article 5. Responsibilities for Implementation

The Heads of the Office of the Ministry, the Inspector General of the Ministry, the Directors of Departments, the Heads of Bureaus, the Directors of General Departments of the Ministry of Health, the Heads of agencies, organizations, and individuals concerned shall be responsible for implementing this Decision./.
