Issuing the List of State Secrets of Top Secret and Confidential Levels for the Labor - War Invalids and Social Affairs Sector

At the request of the Minister of the Ministry of Labor - War Invalids and Social Affairs and the Minister of the Ministry of Public Security,

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Ordinance on Protection of State Secrets dated December 28, 2000;

Pursuant to the Decree No. 33/2002/NĐ-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on Protection of State Secrets;

the Prime Minister issues this Decision on issuing the List of State Secrets of Top Secret and Confidential Levels for the Labor - War Invalids and Social Affairs Sector.

Article 1. The List of State Secrets of Top Secret Level for the Labor - War Invalids and Social Affairs Sector includes information within the following scope:

1. Directives of Party and State leaders regarding labor, war invalids, and social affairs related to national defense and security, foreign relations that have not been announced;

2. Information and documents about labor, war invalids, and social affairs related to the strategy for protecting the country that have not been announced;

3. Documents using information and documents included in the List of State Secrets of Top Secret Level from other agencies and organizations.

Article 2. The List of State Secrets of Confidential Level for the Labor - War Invalids and Social Affairs Sector includes information within the following scope:

1. Contents of negotiations in the field of labor, war invalids, and social affairs that have not been announced; information from foreign countries or international organizations transferred to Vietnam related to labor, war invalids, and social affairs that have not been announced or will not be announced;

2. Situations and absolute figures not announced or yet to be announced concerning: People who were active in revolutionary activities before August 1945; martyrs; people who were active in revolutionary and anti-war activities affected by chemical toxins; people who were active in revolutionary and anti-war activities captured and imprisoned by the enemy; people who participated in the struggle to liberate the nation, defend the country, and fulfill international obligations; people who assisted in revolutionary activities;

3. Information and documents and figures of martyrs' graves, memorials to martyrs, and plans to relocate martyrs' graves for international obligations not announced or yet to be announced;

4. National-level scientific research projects led by the Labor - War Invalids and Social Affairs Sector related to national defense, security, and foreign relations that have not been announced;

5. Documents using information and documents included in the List of State Secrets of Confidential Level from other agencies and organizations.

This Decision takes effect from November 5, 2014, replacing Decision No. 91/2004/QĐ-TTg dated May 24, 2004 of the Prime Minister on the List of State Secrets of Confidential Level for the Labor - War Invalids and Social Affairs Sector.

Article 3. Effectiveness

- Ministries, ministerial-level agencies, and agencies under the Government;

Article 4. Responsibilities for Implementation

THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
