Issuing National Technical Regulations on Occupational Safety
concerning Overhead Cranes, Gantry Cranes

Pursuant to the Labor Safety LawNo. 84/2015/QH13 dated June 25, 2015;
Pursuant to Decree No. 39/2016/ND-CP dated May 15, 2016 of the Government detailing the implementation of certain provisions of the Labor Safety and Health Law;
Pursuant to Decree No. 106/2012/NĐ-CP dated December 20, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, War Invalids and Social AffairsiPursuant to the request of the Director General of the Department of Vocational Education;
At the proposal of the Director of the Occupational Safety and Health Inspectorate;
The Minister of Labor, War Invalids and Social Affairs issues this Circular on the issuance of the National Technical Regulation on Safe Work for Overhead Cranes, Gantry Cranes COverhead Cranes, CGantry Cranes.
1. Organizations and individuals producing, importing, distributing, installing, using, repairing, maintaining, and servicing elevators shall be responsible for complying with the regulations set forth in the standard issued together with this Circular.
This Circular promulgates the National Technical Regulation on Safe Work for Overhead Cranes, Gantry Cranes. Code: QCVN 30:2016/BLDTBXH.
Article 2. Implementation
1. Organizations and individuals producing, importing, supplying, using, repairing overhead cranes, gantry cranes shall be responsible for complying with the provisions set forth in the Regulation attached to this Circular.
2. Organizations conducting inspection, certification of conformity for overhead cranes, gantry cranes must comply with the provisions set forth in the Regulation attached to this Circular.
3. Ministries, ministerial-level agencies, government-affiliated agencies, provincial People's Committees under the central government, and related organizations and individuals are responsible for implementing this Circular.
Article 3. Effectiveness
1. This Circular takes effect from August 1, 2017.
2. In the course of implementation, if there are any difficulties, please report them to the Ministry of Labor, Invalids and Social Affairs for study and resolution./.

QCVN 30:2016/BLDTBXH - National technical regulation on safe work for overhead cranes, gantry cranes compiled by the Department of Occupational Safety and Health and issued by the Ministry of Labor, War Invalids and Social Affairs pursuant to Circular No. 52/2016/TT-BLDTBXH dated December 28, 2016, following the review opinion of the Ministry of Science and Technology.

National technical regulation on safe work for Overhead, Gantry cranes
1. General Provisions
1.1. Scope of Application
1.1.1. This Regulation sets out requirements for safe work for various types of overhead cranes, gantry cranes and semi-gantry cranes defined in TCVN 8242-1:2009 (ISO 4306-1:2007) Cranes - Vocabulary - Part 1: General rules (hereinafter referred to collectively as overhead cranes, gantry cranes).
1.1.2. For overhead cranes, gantry cranes operating under strict conditions, with special working ranges (such as moving chemicals, industrial explosives...), and operating in unusual environments, in addition to complying with the provisions of this Regulation, they must also comply with other requirements specified by specialized laws.
1.1.3. This Regulation does not apply to:
- Overhead cranes, gantry cranes installed and used on transportation means: ships, inland waterway vessels, road vehicles, railway vehicles, aircraft.
- Overhead cranes, gantry cranes installed and used on marine structures serving exploration and exploitation of oil and gas.
- Overhead cranes, gantry cranes specifically used at airports, ports, shipbuilding facilities, railway vehicle manufacturing bases.
- Overhead cranes, gantry cranes specifically used for defense purposes, military special purposes.
1.2. Applicability
This Regulation applies to:
1.2.1. Organizations and individuals producing, importing, supplying, using, repairing overhead cranes, gantry cranes.
1.2.2. State management agencies and other organizations and individuals related thereto.
1.3. Definitions
In this Regulation, the following terms and definitions are used:
1.3.1. Overhead Crane
It is a cyclical working machine used to lift and move loads in space, the load being suspended by a hook or another carrying device with a bridge girder directly supported on rails by wheel sets.
1.3.2. Gantry Crane
It is a cyclical working machine used to lift and move loads in space, the load being suspended by a hook or another carrying device with a bridge girder supported on rails by legs.
1.3.3. Semi-Gantry Crane
It is a cyclical working machine used to lift and move loads in space, the load being suspended by a hook or another carrying device with a bridge girder directly supported on a rail at one end and supported by legs at the other end.
In addition to the terms and definitions mentioned above, this Regulation also uses other terms and definitions in TCVN 7549-1:2005 (ISO 12480-1:1997) Cranes - Safe Use - Part 1: General Requirements.
2. Technical Provisions
2.1. Design and general layout diagram
2.1.1. The design and general layout diagram of the mechanism must meet the requirements stipulated in TCVN 5208-1:2008 (ISO 10972-1:1998) Cranes - Requirements for Working Mechanisms - Part 1: General Requirements.
2.1.2. Load control
2.1.2.1. Requirements related to limit devices and indicators specified in TCVN 7761-5:2007 (ISO 10245-5:1995) Cranes - Limiting and Indicating Devices - Part 5: Gantry and Overhead Cranes.
2.2. Hoisting mechanism
2.2.1. Operating brake
2.2.1.1. For hoisting/lowering movement, only energy-driven release brakes may be used.
2.2.1.2. In case of loss of power supply to the hoisting/lowering mechanism, the braking system must ensure stopping the hoisting/lowering movement and holding the load in suspension.
2.2.1.3. The delay time of the braking system must ensure that the lowering speed does not exceed 1.3 times the nominal lowering speed.
2.2.2. Hoisting grab mechanism
2.2.2.1. The brake of the mechanism must hold at least 125% of the torque caused by the total hoisting load when lowering the load.
2.2.2.2. The mechanism must ensure that each brake can be tested separately.
2.2.3. Speed-changing transmission
2.2.3.1. A gear reducer with a speed-changing transmission or a speed-changing transmission installed with the main drive can be used. In both cases, at least one of the two mechanical interlocks, brakes must be installed between the speed-changing transmission and the hoisting cable, this device must have the ability to hold the weight of the lifting accessories or instead the weight of the lifting accessories plus the rated load when the drive is transferred from one speed to another.
2.2.3.2. In case the speed change is controlled remotely, there must be an interlock with the load measuring system.
2.2.3.3. In case the speed change is controlled manually, full instructions about the locking device, brake, and permissible load must be provided.
2.2.3.4. In case the speed change is performed by shifting a pair of meshing gears on the same shaft or by a coupling, measures must be taken to prevent the transmission of motion from the motor when the gears are in intermediate position.
2.2.3.5. In the case where speed changes are implemented through rotating clutch joints, the selected speed will automatically determine the permissible load for the mechanism. It must be possible to prevent switching to a higher speed when the mechanism is loaded beyond the permissible load corresponding to that speed.
2.3. Moving structures and trolleys
2.3.1. Wheels and wheel housings
2.3.1.1. The arrangement of wheels must ensure that when a wheel or part of it requires repair or replacement, only one wheel housing needs to be removed/disassembled.
2.3.1.2. Points for lifting must be marked on the bridge crane, gantry crane and clearly specified in the maintenance manual.
2.3.1.3. Exposed gears mounted on wheels must be shielded to prevent access to hazardous areas.
2.3.2. Bridge girder movement and trolley movement
2.3.2.1. The bridge crane, gantry crane/trolley moving structure and track slope must be designed so that the position of the bridge girder/trolley can be controlled.
2.3.2.2. For small bridge cranes, gantry cranes operated manually, the movement of the bridge crane, gantry crane/trolley may be performed by pushing/pulling the load. In this case, the force required to overcome friction and slope resistance must not exceed 250N. To maintain the load in a predetermined position, it must be ensured that no horizontal force is required.
2.3.3. Equipment to secure the bridge crane, gantry crane when not in operation.
2.3.3.1. Securing the bridge crane, gantry crane when not in operation is achieved through rail clamps, locking devices such as locks, ropes, or braces.
2.3.3.2. Rail clamps or locks must not be installed on moving beams in a way that could pose a risk of the securing device being disengaged due to one end of the moving beam being lifted up.
2.3.3.3. Ropes or braces may be used to prevent the bridge crane, gantry crane from overturning when not in operation.
2.4. Cab structure
2.4.1. The general requirements for the cab structure must comply with the provisions of TCVN 5205-1:2013 (ISO 8566-1:2010) Cranes - Cab and control station - Part 1: General requirements.
2.4.2. Additionally, the cab structure of the bridge crane, gantry crane must meet the requirements set out in TCVN 5205-5:2008 (ISO 8566-5:1992) Cranes - Cab - Part 5: Bridge cranes, gantry cranes.
3. Management regulations
3.1. Technical documentation of the bridge crane, gantry crane includes:
3.1.1. A general description must include: Name and address of the organization or individual producing, model, code, year of production, permissible lifting capacity, motor power, operating principle and main technical features of the system (control equipment, safety equipment, overload limiting mechanism, lifting mechanism), applicable standards and regulations for the bridge crane, gantry crane.
3.1.2. Schematic diagram of the operating principle.
3.1.3. Assembly drawings of the components of the bridge crane, gantry crane.
3.1.4. Overall drawing of the bridge crane, gantry crane indicating key dimensions and specifications.
3.1.5. Inspection and test procedures, handling and troubleshooting procedures.
3.1.6. User and installation instructions.
3.1.7. Regular inspection, repair, and maintenance schedules.
3.1.8. Operating modes of the bridge crane, gantry crane, safety equipment.
3.2. Domestic produced bridge cranes, gantry cranes
Organizations and individuals producing bridge cranes, gantry cranes must ensure quality management requirements as follows:
3.2.1. Must have complete technical documentation as stipulated in Clause 3.1 of this standard.
3.2.2. Must obtain conformity certification for bridge cranes, gantry cranes according to the provisions of Section 4.1.1 of this standard.
3.2.3. Must publish conformity certification according to the provisions.
3.2.4. Must affix conformity certification marks on bridge cranes, gantry cranes before supplying them to the market.
3.3. Imported bridge cranes, gantry cranes
Organizations and individuals importing bridge cranes, gantry cranes must ensure quality management requirements as follows:
3.3.1. Must have complete technical documentation as stipulated in Clause 3.1 of this standard.
3.3.2. Must obtain conformity certification according to the provisions of Clause 4.1.2 of this standard.
3.3.3. Are exempt from import inspection in cases of importation where, under bilateral or multilateral agreements between competent authorities of the Socialist Republic of Vietnam and exporting countries, quality inspections are not required upon importation.
3.4. Supplying bridge cranes, gantry cranes to the market.
3.4.1. Only sell or transfer bridge cranes, gantry cranes that have been certified for conformity and affixed with conformity certification marks as stipulated.
3.4.2. The seller or transferee of bridge cranes, gantry cranes must be responsible for the quality of the cranes announced and must provide complete technical documentation as stipulated in Clause 3.1 of this standard.
3.4.3. For bridge cranes, gantry cranes of unknown origin or lacking complete technical documentation as stipulated, the seller or transferee must prepare new technical documentation and bear full responsibility for the documentation prepared prior to sale or transfer.
3.5. Safe use management of bridge cranes, gantry cranes.
3.5.1. When put into use, bridge cranes, gantry cranes must have clear origins and complete documentation as stipulated in Clause 3.1 of this standard.
3.5.2. When put into use or no longer in use and disposed of, organizations and individuals must report to the local Department of Labor, Invalids, and Social Affairs where the cranes are used.
3.5.3. Bridge cranes, gantry cranes must be used, maintained, and serviced according to the instructions of the producing organization or individual.
3.5.4. Safety requirements during the use of bridge cranes, gantry cranes.
3.5.4.1. Only use bridge cranes, gantry cranes in good technical condition and within the validity period of technical safety inspection. If during use, it is found that the cranes do not meet safety requirements, the user unit may request an inspection ahead of schedule.
3.5.4.2. Only use bridge cranes, gantry cranes according to their designated functions, capabilities, and technical characteristics as defined by the manufacturer. Overloading beyond the crane's rated capacity is not allowed.
3.5.4.3. Only allow cargo transfer by bridge cranes, gantry cranes over workshops, houses, or places with people if specific safety measures are taken to eliminate the possibility of accidents and work-related injuries.
3.5.4.4. During the use of bridge cranes, gantry cranes, the following actions are prohibited:
- Persons getting on or off cranes, gantry cranes while they are in operation;
- Lifting, lowering, and transporting loads when there are persons standing on the load;
- Lifting loads in an unstable condition or with only one side of a double hook attached;
- Lifting buried loads, loads that are under other objects, or loads bolted or cemented to other objects;
- Dragging loads;
- Using people to push or pull loads while simultaneously operating lifting or lowering mechanisms;
3.5.4.5. It is prohibited for persons to be on the walkways of cranes, gantry cranes when they are in operation. Only cleaning, lubrication, and repair work may be carried out on cranes, gantry cranes after all safety measures have been implemented (such as preventing falls, electric shocks, etc.);
3.5.4.6. Organizations and individuals using cranes, gantry cranes must establish rules for signal exchange between the person securing the load and the crane operator. The signals used must be clearly defined and distinguishable from other surrounding signals;
3.5.4.7. When lifting and transporting loads near structures or equipment, it must ensure safety for such structures, equipment, and nearby persons;
3.5.4.8. Outdoor cranes, gantry cranes shall not allow banners, posters, slogans, or coverings that increase their wind resistance area to be hung;
3.5.4.9. Loads can only be lowered to predetermined positions where the risk of falling, dropping, or sliding has been excluded. Wire ropes securing structures and components can only be removed from hooks once these structures and components have been securely fixed and stabilized;
3.5.4.10. Before lowering loads into pits, holes, wells, etc., the unloaded hook must be lowered to its lowest position to check the remaining cable wraps on the drum. If more than 1.5 wraps remain on the drum, then lifting and lowering operations may proceed;
3.5.4.11. Crane, gantry crane operations must be stopped when:
- Cracks are discovered at critical points of metal structures;
- Excessive deformation of metal structures is detected;
- Any braking mechanism is found to be faulty;
- Hooks, cables, pulleys, drums show excessive wear, cracks, or other damage;
3.5.4.12. When loading or unloading onto transport vehicles, the stability of the transport vehicle must be ensured;
3.5.4.13. The person securing the load hook may approach the load only when it has been lowered to a height no greater than 1 meter above the floor where the person stands;
3.5.4.14. Cranes, gantry cranes must undergo regular maintenance. Damaged or worn parts exceeding permissible limits must be repaired or replaced;
3.5.4.15. During repairs or replacements of crane, gantry crane components, safety measures must be implemented;
After replacing or repairing important parts such as metal structures, cables, hooks, brakes, etc., a load test inspection of the crane, gantry crane must be conducted before putting them back into service;
3.5.4.16. Cranes, gantry cranes must be inspected according to regulations upon initial use; inspection labels must be affixed directly to the equipment in places easily visible to users;
3.5.4.17. Each crane, gantry crane must maintain a logbook for maintenance and repairs as prescribed by the producing organization or individual;
3.5.4.18. Cranes, gantry cranes must be used, transported, stored, maintained, and serviced according to the instructions of the producing organization or individual;
3.5.4.19. Requirements for persons working with cranes, gantry cranes;
3.5.4.19.1. Crane operators must comply with the minimum requirements set forth in Section 5.3.2 of TCVN 7549-1:2005 (ISO 124801:1997);
3.5.4.19.2. Load handlers must comply with the minimum requirements set forth in Section 5.4 of TCVN 7549-1:2005 (ISO 12480-1:1997);
3.5.4.19.3. Signallers must comply with the minimum requirements set forth in Section 5.5 of TCVN 7549-1:2005 (ISO 12480-1:1997);
3.5.4.19.4. Crane assembly workers must comply with the minimum requirements set forth in Section 5.6 of TCVN 7549-1:2005 (ISO 124801:1997);
3.5.4.20. Units using cranes, gantry cranes must regularly inspect cranes, gantry cranes according to the provisions of Appendix A of TCVN 7549-1:2005 (ISO 12480-1:1997);
3.5.4.21. Persons directly working with cranes, gantry cranes must be equipped with personal protective equipment, safety shoes, helmets, gloves, and other types of protective gear as prescribed;
3.5.4.22. Those responsible for direct management, crane operators, and persons working with cranes, gantry cranes must receive appropriate vocational training in accordance with the Vocational Education Law and safety and hygiene training in accordance with the Labor Safety and Hygiene Law and guiding documents;
4. Certification of compliance and technical safety inspection for cranes, gantry cranes
4.1. Certification of compliance for cranes, gantry cranes
4.1.1. Certification of compliance for domestically produced cranes, gantry cranes:
4.1.1.1. If mass production is involved, certification of compliance will be carried out through method 5: testing typical samples and evaluating the production process; monitoring through sampling tests at the production site or on the market combined with production process evaluation (as stipulated in Appendix II of the Regulations on Standard Declaration, Compliance Declaration, and Conformity Assessment Methods with Standards and Technical Regulations issued together with Circular No. 28/2012/TT-BKHCN dated December 12, 2012 by the Minister of Science and Technology);
4.1.1.2. If single-piece production is involved, certification of compliance will be carried out through method 8: testing or inspecting the entire product (as stipulated in Appendix II of the Regulations on Standard Declaration, Compliance Declaration, and Conformity Assessment Methods with Standards and Technical Regulations issued together with Circular No. 28/2012/TT-BKHCN dated December 12, 2012 by the Minister of Science and Technology);
4.1.2. Certification of compliance for imported cranes, gantry cranes:
4.1.2.1. If mass importation is involved, certification of compliance will be carried out through method 7: testing and evaluating batches of products (as stipulated in Appendix II of the Regulations on Standard Declaration, Compliance Declaration, and Conformity Assessment Methods with Standards and Technical Regulations issued together with Circular No. 28/2012/TT-BKHCN dated December 12, 2012 by the Minister of Science and Technology)
4.1.2.2. If imported individually, conformity assessment shall be conducted according to method 8: testing or inspecting the entire product (as specified in Appendix II of the Regulations on Declaration of Conformity with Standards and Technical Regulations and Methods for Assessing Compliance with Standards and Technical Regulations issued together with Circular No. 28/2012/TT-BKHCN dated December 12, 2012 of the Minister of Science and Technology).
4.1.3. Conformity assessment shall be carried out by organizations for conformity assessment designated by the Ministry of Labor, Invalids and Social Affairs.
4.2. Technical safety inspection for cranes and gantry cranes:
4.2.1. Cranes and gantry cranes must undergo initial inspection, periodic inspection during operation, or extraordinary inspection according to the technical safety inspection procedures issued by the Ministry of Labor, Invalids and Social Affairs, and must be affixed with inspection labels as prescribed.
The technical safety inspection of cranes and gantry cranes must be conducted by organizations for technical safety labor inspection that have been granted certificates of eligibility for inspection activities by the Ministry of Labor, Invalids and Social Affairs.
4.2.2. Periodic inspection cycle for cranes and gantry cranes:
4.2.2.1. The inspection cycle is once every three years for cranes and gantry cranes operating under normal working conditions.
4.2.2.2. The inspection cycle is once a year for cranes and gantry cranes that have been in use for over twelve years.
4.2.2.3. The inspection period may be shortened if requested by the manufacturer or the user.
4.2.2.4. Organizations for technical safety labor inspection may shorten the inspection period but must clearly state the reasons in the inspection report regarding technical issues ensuring the safety of cranes and gantry cranes during use.
5. Supervision, inspection, and handling of violations
5.1. The supervision and handling of violations of this Standard shall be carried out by the State Labor Inspectorate and the Occupational Safety and Health Inspectorate.
5.2. Quality control of production, importation, supply, and use of cranes and gantry cranes shall be conducted in accordance with the Law on Product Quality and this Standard.
6. Responsibilities of organizations and individuals
6.1. Organizations and individuals responsible for producing, importing, supplying, and using cranes and gantry cranes shall comply with the provisions of this Standard.
This Standard serves as the basis for quality inspection agencies to conduct inspections and also as the basis for conformity assessment organizations to issue conformity declarations.
7. Implementation
7.1. The Department of Occupational Safety and Health, Ministry of Labor, Invalids and Social Affairs, shall be responsible for guiding and supervising the implementation of this Standard.
7.2. Local state management agencies on labor shall be responsible for guiding, supervising, and inspecting the implementation of the provisions of this Standard.
7.3. During the implementation process, if there are any difficulties, relevant agencies, organizations, and individuals shall promptly reflect them to the Ministry of Labor, Invalids and Social Affairs for consideration and resolution./.
