ISSUING REGULATIONS ON THE MINIMUM AMOUNT OF KNOWLEDGE AND REQUIREMENTS FOR COMPETENCIES THAT STUDENTS MUST ACHIEVE UPON GRADUATION FROM VOCATIONAL COLLEGE AND HIGHER VOCATIONAL SCHOOL LEVELS IN GROUPS OF PROFESSIONS IN THE FIELDS OF ARCHITECTURAL ENGINEERING TECHNOLOGY, CONSTRUCTION ENGINEERING, MECHANICAL ENGINEERING, ELECTRICAL ENGINEERING, ELECTRONICS, COMMUNICATIONS, AND CHEMISTRY

industries and trades in the fields of agriculture, forestry, fisheries, and veterinary science

Pursuant to the Law on Vocational Education dated November 27, 2014;

Pursuant to Decree No. 14/2017/NĐ-CP dated February 17, 2017, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;

Pursuant to Decision No. 1982/QD-TTg dated October 18, 2016 of the Prime Minister approving the National Qualifications Framework of Vietnam;

Pursuant to Circular No. 12/2017/TT-LDTBXH dated April 20, 2017 of the Minister of Labor, Invalids and Social Affairs stipulating the minimum volume of knowledge and requirements for skills that students must achieve upon graduation at the intermediate and higher vocational levels;

At the proposal of the Director General of the Vocational Education Department,

The Minister of Labor, Invalids and Social Affairs hereby promulgates this Circular stipulating the minimum volume of knowledge and requirements for skills that students must achieve upon graduation at the intermediate and higher vocational levels for industries and trades in the fields of agriculture, forestry, fisheries, and veterinary science.

Article 1. Attached to this Circular are provisions stipulating the minimum volume of knowledge and requirements for skills that students must achieve upon graduation at the intermediate and higher vocational levels for industries and trades in the fields of agriculture, forestry, fisheries, and veterinary science to be applied to intermediate vocational schools, higher vocational schools, and universities offering higher vocational programs (hereinafter referred to as schools), including:

1. Industry and trade: Plant Protection;

2. Industry and trade: Cultivation of Food Crops;

3. Industry and trade: Rubber Tree Technology;

4. Industry and trade: Forest Resource Management;

5. Industry and trade: Agricultural and Forestry Extension;

6. Industry and trade: Forestry;

7. Industry and trade: Forest Science;

8. Industry and trade: Wildlife Inspection;

9. Industry and trade: Marine and Brackish Water Aquaculture;

10. Industry and trade: Freshwater Aquaculture;

11. Industry and trade: Veterinary Medicine;

12. Industry and trade: Veterinary Services.

Article 2. Delegating authority to the Director General of the General Department of Vocational Education and Training to issue detailed regulations on the minimum volume of knowledge and requirements for skills that students must achieve upon graduation at the intermediate and higher vocational levels for each job position according to the industries and trades specified in Article 1 of this Circular for schools to use as a basis for organizing the development, review, and approval of training programs and curricula applicable to their institutions.

Article 3. This Circular shall take effect from February 10, 2019.

Ministries, ministerial-level agencies, government agencies, political and social organizations, provincial people's committees under central cities, schools with affiliated institutions, schools registered to operate vocational education and training programs at the intermediate and higher vocational levels for the industries and trades specified in Article 1 of this Circular, and other related organizations and individuals are responsible for implementing this Circular./.
