This Circular stipulates the list of notifiable diseases that must use vaccines and the scope of application for each type of vaccine and medical product. The list includes 12 notifiable diseases such as measles, rubella, Japanese encephalitis, rotavirus diarrhea, pneumococcus... and specifies the subjects required to use vaccines (children, pregnant women) as well as the scope of application for each type of vaccine. This Circular will replace Circular No. 10/2024/TT-BYT from February 15, 2026.

ISSUING THE LIST OF COMMUNICABLE DISEASES, GROUPS OF PERSONS AND SCOPE OF COMPULSORY USE OF VACCINES AND MEDICAL PRODUCTS
Pursuant to the Law on Prevention and Control of Communicable Diseases No. 03/2007/QH12;
Pursuant to Decree No. 42/2025/NĐ-CP dated February 27, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;
At the proposal of the Director of the Preventive Medicine Department;
The Minister of Health issues this Circular on the list of communicable diseases, groups of persons and scope of compulsory use of vaccines and medical products.

Article 2. List of infectious diseases, subjects required to use vaccines and medical products compulsorily for persons at risk of contracting infectious diseases in epidemic areas and those traveling to such areas.

2. Determination of the subjects required to use vaccines and medical products compulsorily for persons at risk of contracting infectious diseases in epidemic areas and those traveling to such areas listed in Clause 1 of this Article shall be decided by the People's Committee of the province or city or according to the guidelines of the Ministry of Health depending on the epidemic situation.
Article 3. Scope of Compulsory Vaccine and Medical Product Use
1. The scope of compulsory vaccine use under the list prescribed in Article 1 of this Circular shall be implemented nationwide for children and pregnant women in the Expanded Immunization Program, except for pneumococcal vaccine which shall be implemented as prescribed in Clause 2 of this Article.
2. The scope of pneumococcal vaccine use shall be carried out as prescribed in Resolution No. 104/NQ-CP dated August 15, 2022 of the Government on the roadmap to increase the number of vaccines in the Expanded Immunization Program for the period 2021-2030 and central and local resources.
3. The scope of compulsory vaccine and medical product use under the list prescribed in Clause 1 of Article 2 of this Circular shall be decided by the People's Committee of the province or city or according to the guidelines of the Ministry of Health depending on the epidemic situation.
Article 4. Effective date
1. This Circular takes effect from February 15, 2026.
2. Circular No. 10/2024/TT-BYT dated June 13, 2024 of the Minister of Health promulgating the list of infectious diseases, subjects and scope of compulsory vaccine and medical product use shall cease to be effective from the date this Circular takes effect.
Article 5. Reference Provisions
In case the referenced documents in this Circular are replaced or amended, they shall be implemented according to the replaced or amended documents.
Article 6. Responsibility for Implementation
The Director of the Preventive Medicine Department; Heads of units subordinate to and under the direct administration of the Ministry of Health and relevant agencies, organizations, and individuals are responsible for implementing this Circular.
During the implementation process, if there are difficulties or obstacles, agencies, organizations, and individuals are advised to promptly report to the Ministry of Health (through the Preventive Medicine Department) for consideration and resolution./.
