Following Circular No. 32-TN-TG dated December 7, 1955, issued by the Ministry of War Invalids concerning the provision of prosthetic limbs to war invalids.

The workshop producing prosthetic limbs for war invalids, supported by the German Democratic Republic government and people with complete modern machinery, has been established.

The workshop was inaugurated on June 10, 1956 and began production using new equipment.

I. OBJECTIVES AND SERVICES OF THE WORKSHOP

The workshop will sequentially produce prosthetic limbs for war invalids, cadres, workers, and civilians who have lost limbs, prioritized according to the following order:

1- War invalids will be served first.

2- After serving all war invalids, prosthetic limbs will be provided to cadres of the People's, Government, and Party organizations, and workers who have lost limbs (except in special cases).

3- Finally, prosthetic limbs will be produced for the general civilian population.

As it is not possible to provide prosthetic limbs to all war invalids at once, their provision must also follow a sequential order based on priority:

1- War invalids who have lost two or more limbs will be served first.

2- War invalids currently serving in the military or residing in war invalids' camps under the Ministry of War Invalids.

3- War invalids currently working in state agencies and enterprises.

4- War invalids living and working in local areas.

II. PRINCIPLES FOR INTRODUCING WAR INVALIDS TO PROSTHETIC LIMB SERVICES

To ensure sufficient data for production planning and proactive implementation, all Ministries, units, agencies, enterprises, and localities are required to compile statistics and lists of war invalids, cadres, workers, and civilians who have lost limbs, and submit them to the Ministry of War Invalids (using the form provided in Circular No. 32-TN-TG dated December 7, 1955).

Based on the aforementioned priority order, the Ministry of War Invalids will determine who will be called to receive prosthetic limbs. Ministries, agencies, enterprises, and localities may only introduce individuals to the workshop upon receiving notification from the Ministry of War Invalids.

According to new production techniques, to ensure effective use of prosthetic limbs, each individual must stay at the workshop for a minimum of 21 days for fitting and training. Some individuals may require additional surgery such as bone or tendon trimming at the amputation site. Therefore, when notified to attend the workshop for prosthetic limbs, introducing agencies should inform individuals to arrange their work and personal affairs so they can focus on their rehabilitation at the workshop.

III. COSTS FOR PROSTHETIC LIMB SERVICES

1. For war invalids:

a) The cost of fitting prosthetic limbs will be covered by the Ministry of War Invalids.

b) Agencies, camps, or localities introducing individuals will cover travel and living expenses. When introducing individuals, they should prepay one month's living expenses.

If war invalids reside in a province, provincial budgets will cover travel and living expenses.

2. For cadres, workers, and civilians: (to be specified later)
