Pursuant to the Law on Organization of the Government dated December 25, 2001;
Implementing the Conclusion of the Central Party Secretariat at Document No. 6917/CV-VPTW dated April 6, 2005, agreeing to designate August 19 each year as the "National Security Day for All Citizens";
At the proposal of the Minister of Public Security,
DECISION:
Article 1. Each year, August 19 shall be designated as the "National Security Day for All Citizens".
Article 2. The organization of the "National Security Day for All Citizens" annually must ensure practical requirements, effectiveness, economy, and avoid formalism in order to implement the following contents and requirements:
- Educating the patriotic tradition, national pride, and enhancing the sense of responsibility of all social strata in the cause of protecting national security and building a regular, competent, and gradually modern revolutionary police force.
- Promoting the revolutionary vigilance spirit among all social strata, intensifying the mass movement for national security protection, resolutely combating to thwart all hostile forces' and criminals' plots and destructive activities, firmly safeguarding national security, and maintaining public order and safety.
- Timely recognizing and rewarding individuals and collectives with outstanding achievements in the cause of national security protection according to the provisions of the law on commendation and reward.
Article 3. The Minister of Public Security shall base on current regulations to guide the implementation of this Decision in accordance with the contents and requirements stipulated in Article 2.
Article 4. The Minister of Public Security, Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, and Chairpersons of People's Committees of centrally governed cities are responsible for enforcing this Decision./.
