Regarding the issuance of cost standards for afforestation and maintenance of protective and special-use forests according to the new investment cost of 4 million VND per hectare under Program Project 661

On the basis of Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
On the basis of Document No. 95/CP-NN dated October 23, 2003 of the Government regarding the new investment cost for planting protective and special-use forests under Program Project 661;
Considering the proposal of the Director of the Forest Service;

Article 1. Now hereby promulgates with this Decision the guidelines on cost standards for afforestation and maintenance of protective and special-use forests according to the new investment cost of 4 million VND per hectare under Program Project 661;
Article 2. The aforementioned cost standard guidelines are the minimum levels for units to base their implementation on. For provinces, based on economic and technical standards and budget balancing, they may increase the cost level to suit local production conditions;
Article 3. The Heads of the Office of the Ministry, Heads of Departments and Units related shall be responsible for implementing this Decision.
