THE MINISTER OF FINANCE
Pursuant to the Law on Legislative Issuance of Regulatory Legal Documents No. 17/2008/QH12 dated June 3, 2008;
Pursuant to Decree No. 100/2010/NĐ-CP dated September 28, 2010 of the Government on the Official Gazette;
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Article 1. Amending and supplementing Clause 2, Article 14 of Circular No. 07/2020/TT-BTC dated February 3, 2020 of the Ministry of Finance on financial management and asset management for Vietnamese agencies abroad:
DECISION:
Article 1. Correcting Point b Clause 2 Article 2 and Point b Clause 1 Article 3 of Joint Circular No. 225/2012/TTLT-BTC-BTTTT-BKH&ĐT dated December 26, 2012 of the Ministry of Finance, the Ministry of Information and Communications, and the Ministry of Planning and Investment guiding the management and use of state budget funds for implementing the National Target Program to bring information services to mountainous areas, remote regions, border areas, and islands for the period 2012-2015 as follows:
1. In Point b, Clause 2 Article 2, it shall be amended as follows:
"b) Upgrading radio and television stations at the district level and relay stations for radio and television broadcasting in mountainous areas, remote regions, border areas, and islands. Priority should be given to upgrading relay stations for radio and television broadcasting that have deteriorated.
For the implementation of new construction projects, localities/investor entities need to consider necessary conditions to ensure progress such as building station houses, power supply, and allocating management, operation, utilization, and maintenance costs for equipment based on local government budgets to ensure the tasks stipulated in Clause 3 Article 1 of this Circular."
2. In Point b Clause 1 Article 3, delete the first Point b.
Article 2. This Decision takes effect from February 15, 2013, and is an integral part of Joint Circular No. 225/2012/TTLT-BTC-BTTTT-BKH&ĐT dated December 26, 2012 of the Ministry of Finance, the Ministry of Information and Communications, and the Ministry of Planning and Investment.
Article 3. The Director of the Department of Administrative Financial Affairs, the Head of the Office of the Ministry of Finance, the Heads of units under the Ministry of Finance, and related units are responsible for enforcing this Decision./.
