THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 56/2005/ND-CP dated April 26, 2005 of the Government and Circular No. 30/2006/TTLT-BTC-BNN&PTNT-BTS dated April 6, 2006, and Circular No. 50/2007/TTLT-BTC-BNN-BTS dated May 21, 2007 guiding the management and use of state budget funds for agricultural extension and fisheries extension activities;
Pursuant to current regulations;
Considering the proposal of the Director of the National Agricultural Extension and Fisheries Extension Center at Report No. 948/KN-TC dated December 22, 2008 regarding the revision of the temporary expenditure standards for agricultural extension and fisheries extension activities;
At the proposal of the Director of the Department of Finance,
DECISION:
Article 1. Attached to this Decision are the contents and levels of support for agricultural extension and fisheries extension activities funded from the central government budget, specifically:
+ Contents and levels of support for information dissemination and promotion of agricultural extension and fisheries extension activities (Annex 1 attached)
+ Contents and levels of support for training and education in agricultural extension and fisheries extension activities (Annex 2 attached)
Article 2. The contents and levels of support stipulated in this Decision shall serve as the basis for annual planning and budget preparation. The National Agricultural Extension and Fisheries Extension Center shall organize guidance, implementation, and settlement of these tasks based on approved budgets and current regulations.
Article 3. This Decision replaces Decision No. 927/QD-BNN-TC dated April 4, 2007 of the Minister of Agriculture and Rural Development and takes effect from the 2009 fiscal year.
Article 4. The Head of the Ministry's Office, the Director of the Department of Finance, the Director of the Department of Science, Technology, and Environment, the Director of the National Agricultural Extension and Fisheries Extension Center, and the Heads of relevant units are responsible for implementing this Decision.
