THE MINISTER OF THE MINISTRY OF HOME AFFAIRS

Pursuant to Decree No. 48/2008/ND-CP dated April 17, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;

Pursuant to Resolution No. 61/2007/NQ-CP dated December 7, 2007 of the Government on continuing the implementation of Directive No. 32-CT/TW dated December 9, 2003 of the Central Committee of the Communist Party (Term IX) on strengthening the Party's leadership in the work of disseminating and popularizing laws, raising awareness of law compliance among cadres and people;

Pursuant to Decision No. 37/2008/QD-TTg dated March 12, 2008 of the Prime Minister approving the Program on the dissemination and popularization of laws from 2008 to 2012;

Considering the proposal of the Organization and Cadre Affairs Department Director and the Legal Affairs Department Director,

DECISION:

Article 1. The coordination council for the dissemination and popularization of laws of the Ministry of Home Affairs shall consist of the following members:

1. The Minister of Home Affairs - Chairman of the Council;

2. Deputy Minister in charge of legal affairs - Vice Chairman of the Council;

3. Director of the Legal Department - Standing Member;

4. Head of the Central Awards and Honors Board - Member;

5. Head of the Government Religious Board - Member;

6. Head of the Government Confidential Communications Board - Member;

7. Director of the State Archives and Records Management Agency - Member;

8. Chief of the Ministry’s Office - Member;

9. Inspector General - Member;

10. Director of the Cadre Organization and Personnel Department - Member;

11. Director of the Organization and Establishment Department - Member;

12. Director of the Civil Servant and Public Official Department - Member;

13. Director of the Administrative Reform Department - Member;

14. Director of the Planning and Finance Department - Member;

15. Director of the Local Administration Department - Member;

16. Director of the General Synthesis Department - Member;

17. Director of the Institute of State Organizational Science - Member;

18. Director of the Training and Capacity Building Center for Cadres and Civil Servants - Member.

19. Director of the Information Center - Member;

20. Editor-in-Chief of the State Organization Magazine - Member;

21. Principal of the Hanoi Home Affairs College - Member. The Legal Department is the permanent unit of the coordination council for the dissemination and popularization of laws of the Ministry of Home Affairs.

Article 2. Tasks and powers of the coordination council for the dissemination and popularization of laws of the Ministry of Home Affairs.

1. Study and propose to the Minister measures to improve the quality of the work of disseminating and popularizing laws within the Home Affairs sector.

2. Assist the Minister in implementing activities to promote and educate about legal regulations in a timely and comprehensive manner to cadres, civil servants, and public officials of units under and affiliated with the Ministry.

3. Coordinate with the Government's coordination council for the dissemination and popularization of laws to implement assigned tasks.

4. Assist the Minister in supervising and inspecting the work of disseminating and popularizing laws at units under and affiliated with the Ministry and Provincial Home Affairs Departments.

5. Report to the Minister every six months on the activities of the Council.

6. Perform other tasks related to the work of disseminating and popularizing laws as assigned by the Minister.

Article 3. The Chairman of the coordination council for the dissemination and popularization of laws of the Ministry of Home Affairs shall issue the operational regulations of the Council and assign tasks to its members.

Article 4. The coordination council for the dissemination and popularization of laws of the Ministry of Home Affairs may use the seal of the Ministry of Home Affairs during its operations.

The operating funds of the coordination council for the dissemination and popularization of laws of the Ministry of Home Affairs shall be sourced from the state budget and other available funds (if any) in accordance with the law.

Article 5. This Decision takes effect from the date of signing and replaces Decision No. 70/QD-BNV dated January 31, 2008 of the Minister of Home Affairs on the establishment of the coordination council for the dissemination and popularization of laws of the Ministry of Home Affairs.

Article 6. The Chief of the Ministry’s Office, Directors of the Legal Department and the Cadre Organization and Personnel Department, members specified in Article 1, and Heads of units under and affiliated with the Ministry are responsible for implementing this Decision.
