Regarding the establishment of the Vietnam Sub-committee within the Joint Committee for the development of economic and trade relations between the Government of the Socialist Republic of Vietnam and the Government of the United States of America
PRIME MINISTER
Based on the Law on Government Organization dated December 25, 2001;
Pursuant to the Agreement between the Socialist Republic of Vietnam and the United States of America on Trade Relations signed on July 23, 2001 in Washington D.C. (United States);
Considering the proposal of the Minister of Industry and Trade and the Chairman of the Government Office;
DECISION:
Article 1. The Vietnam Sub-committee within the Joint Committee for the development of economic and trade relations between the Government of the Socialist Republic of Vietnam and the Government of the United States of America shall be established with the following composition:
- Chairperson of the Sub-committee: Deputy Minister of Industry and Trade,
- Permanent members: representatives from the leadership of the Ministry of Industry and Trade, the Ministry of Foreign Affairs, the Ministry of Planning and Investment, the Ministry of Finance, and the Government Office,
- Secretary of the Sub-committee: a staff member at the Department level from the Government Office.
Depending on the specific issues to be coordinated and addressed at each session of the Joint Committee, the Chairperson of the Sub-committee may invite representatives from relevant ministries and agencies to participate in the activities of the Sub-committee. Ministries and agencies have the obligation to send representatives to participate in the activities of the Sub-committee when invited.
Article 2. The Vietnam Sub-committee shall cooperate with the United States Sub-committee to fulfill the functions and responsibilities of the Joint Committee for the development of economic and trade relations as stipulated in the Vietnam-U.S. Trade Agreement, in accordance with Decision No. 258/TTg dated April 29, 1995 of the Prime Minister regarding the organization and operation of the Vietnam Sub-committee within the Inter-Governmental Committee for Economic, Trade, Scientific and Technological Cooperation and Cultural Exchange with foreign countries.
Article 3. This Decision takes effect from the date of signing. The Chairman of the National Committee for International Economic Cooperation, the Minister, and the heads of ministries and agencies under the Government are responsible for implementing this Decision.
