Decree No. 53/2008/ND-CP stipulates the functions, tasks, powers, and organizational structure of the Vietnam Academy of Social Sciences (the Academy of Social Sciences). The Academy of Social Sciences has the role of conducting social science research and providing evidence for policy formulation to develop the country. This Decree replaces Decree No. 26/2004/ND-CP.

THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the President of the Vietnam Academy of Social Sciences and the Minister of Home Affairs,
DECREE:
Article 1. Position and Functions
1. The Vietnam Academy of Social Sciences is a public institution under the Government, performing the function of researching fundamental issues related to social sciences in Vietnam; providing scientific grounds for formulating policies, strategies, plans, and development programs aimed at rapid and sustainable national development in a socialist direction; implementing advisory services on development policies; postgraduate training in social sciences; and participating in developing the country's social science potential. 2. The Vietnam Academy of Social Sciences has the international trade name in English: Vietnam Academy of Social Sciences.
The Vietnam Academy of Social Sciences (hereinafter referred to as the Academy) shall perform the following tasks and powers:
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

Submit to the Government draft decrees stipulating, amending, and supplementing the functions, tasks, and organizational structure of the Academy; submit to the Prime Minister for decision-making on establishment, merger, dissolution, and renaming of organizations under the Prime Minister's authority.
2. Submit to the Government and the Prime Minister for approval of strategies, plans, important projects, and organize their implementation after approval.
3. Research theoretical and practical issues regarding social sciences in Vietnam as follows:
a) Theoretical perspectives and experiences in global development, forecasting major trends in regional and global development, assessing the multifaceted impacts of globalization and international economic integration on regional, global, and Vietnamese development;
b) The social science aspects of scientific and technological development and the knowledge economy in the context of globalization and their impact on Vietnam's socio-economic development process;
c) The development of a socialist-oriented market economy; civil society and socialist democracy development in Vietnam;
d) Fundamental and urgent issues concerning ethnicity, religion, history, and culture to mobilize the strength of the entire nation in the cause of building and defending the country;
đ) Fundamental issues about comprehensive human development with strong humanitarian values and excellent cultural values of the nation, absorbing the finest elements of world culture and civilization;
e) Issues related to political system reform and improvement; enhancing the ruling and leadership capacity of the Communist Party of Vietnam; the effectiveness of the socialist rule-of-law state of Vietnam; gradually improving the Vietnamese legal system;
g) Fundamental, comprehensive, systematic theoretical issues on development in Vietnam under the influence of globalization and international integration;
h) Basic research, interdisciplinary surveys, economic and social analysis, and forecasting serving the needs of national development, focusing on key economic and social sectors, important economic regions of the country; i) Researching, organizing the compilation of large books representing the best of Vietnamese and world intellect, serving research, teaching, and dissemination of knowledge in social sciences.
4. Organize the collection, excavation, research, preservation, and museum display to promote the cultural heritage of Vietnamese ethnic groups.
5. Combine research with training in the field of social sciences; train and award master's and doctoral degrees in social sciences according to the law; participate in developing high-level human resources according to the requirements of the whole country, sector, region, locality, and enterprise.
7. Provide comments and critiques on strategic plans, policies, programs, and projects for significant socio-economic development as required by the Government, Prime Minister, ministries, localities, and enterprises.
9. Establish a national information system on social sciences, disseminate scientific knowledge, and contribute to raising the people's educational level.
Clause 6. Organize research cooperation and joint training in social sciences with international organizations, foreign institutes, and universities according to the law.
10. Decide on matters relating to organization, staffing, systems, policies, training, rewards, and disciplinary actions for Academy staff.
Clause 8. Organize advisory services and public service delivery according to the law.
12. Perform other tasks and powers assigned by the Government, Prime Minister, or as prescribed by law.

In this Article, units specified from Clause 1 to Clause 5 are units assisting the President of the Vietnam Academy of Social Sciences, established with offices; units specified from Clause 6 to Clause 34 are research units; units specified in Clauses 35 and 36 are other public institutions.
The President of the Vietnam Academy of Social Sciences submits to the Prime Minister for issuance of a list of remaining public institutions under the Academy.
1. The Vietnam Academy of Social Sciences has a President and not more than three Vice Presidents. The President of the Vietnam Academy of Social Sciences is the head and leader of the Academy appointed by the Prime Minister and is responsible before the Government, Prime Minister, and the law for all activities of the Academy.
2. The Vice Presidents are appointed by the Prime Minister upon the recommendation of the President and are responsible to the President for the assigned tasks.
Article 4. Leadership of the Academy
1. The Vietnam Academy of Social Sciences has a President and not more than three Vice Presidents. The President of the Vietnam Academy of Social Sciences is the head and leader of the Vietnam Academy of Social Sciences, appointed by the Prime Minister, and is responsible to the Government, the Prime Minister, and the law for all activities of the Vietnam Academy of Social Sciences.
2. The Vice Presidents are appointed by the Prime Minister upon the recommendation of the President and are responsible to the President for the tasks assigned to them.
3. The President of the Vietnam Academy of Social Sciences shall issue internal regulatory documents, individual documents, operational regulations of the Academy, and organizational and operational regulations of subordinate units of the Academy; decide on the appointment, dismissal, removal from office, rotation, commendation, disciplinary action, and other systems and policies for the heads and deputy heads of subordinate units of the Academy in accordance with the provisions of the law.
Article 5. Effectiveness and Responsibility for Implementation
1. This Decree takes effect fifteen days after its publication in the Official Gazette and replaces Decree No. 26/2004/NĐ-CP dated January 15, 2004 of the Government stipulating the functions, tasks, powers, and organizational structure of the Vietnam Academy of Social Sciences.
Article 2. Abolish previous provisions that conflict with this Decree.
3. The President of the Vietnam Academy of Social Sciences, Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees under the central government shall be responsible for implementing this Decree./.
