Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Vocational Training Law dated November 29, 2006;
Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - War Invalids and Social Affairs;
Considering the proposal of the Minister of Labor, Invalids, and Social Affairs,
DECISION:
Article 1. Amending and supplementing Article 3 of Decision No. 86/2008/QĐ-TTg dated July 3, 2008 of the Government Chairman on the functions, tasks, powers, and organizational structure of the Vocational Training General Department under the Ministry of Labor, War Invalids and Social Affairs as follows:
"Article 3. Organizational Structure
1. The Regular Vocational Training Department;
2. The Continuous Vocational Training Department;
3. Teachers and Management Staff Training Department.
4. Student and Trainee Affairs Department.
5. Material and Equipment Training Facilities Department.
6. Vocational Training Quality Assurance Department.
7. Occupational Skills Department.
8. Policy and Legal Affairs Department.
9. Cadre and Civil Service Organization Department.
10. Planning and Finance Department.
11. Office.
12. Scientific Research Institute for Vocational Training.
The Office, the Vocational Training Quality Assurance Department, and the Occupational Skills Department shall be organized into divisions.
The organizations prescribed from Clause 1 to Clause 11 of this Article shall assist the Director-General in performing state management functions, while the organization prescribed in Clause 12 of this Article shall be a subordinate public service unit of the General Department.
The Director-General of the Vocational Training General Department shall stipulate the functions, tasks, powers, and organizational structure of the organizations and units under the Vocational Training General Department.”
Article 2. Effectiveness
This Decision takes effect from November 15, 2011.
Article 3. Responsibility for Implementation
The Minister of Labor, War Invalids and Social Affairs, the Ministers, the Heads of ministerial-level agencies, the Heads of government-affiliated agencies, the Chairmen of provincial People's Committees directly under the central government, and the Director-General of the Vocational Training General Department are responsible for implementing this Decision./.
