THE MINISTER OF LABOR, WAR INVALIDS AND SOCIAL AFFAIRS
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the Government Decree No. 15/CP dated March 2, 1993 on the tasks, powers, and responsibilities for state management of Ministries and agencies at the ministerial level;
Pursuant to Article 15 of the Labor Contract Ordinance issued on August 30, 1990 by the State Council;
Pursuant to Decree No. 96/CP dated December 7, 1993 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;

Article 1: Now promulgates a unified labor book throughout the country. The labor book shall be issued to workers who work under indefinite-term or definite-term labor contracts of one year or more, and unemployed persons who have not yet signed a labor contract at all enterprises (including foreign-invested enterprises) and other organizations.
Article 2: Entrusts the Policy and Employment Department with the responsibility for printing, issuing, and managing the use of labor books.
Article 3: The Policy and Employment Department has the following responsibilities:
Guide the Departments of Labor, Invalids, and Social Affairs to organize the implementation of labor book management and usage, while implementing labor management through labor books.
Provide labor books to the Departments of Labor, Invalids, and Social Affairs according to the price stipulated by the Ministry.
Summarize and submit to the Ministry any issues arising that require amendments and supplements to the labor book to align with practical needs.
Article 4: Ministries, sectors, People's Committees of provinces and cities guide units under their jurisdiction to implement this decision.
Directors of Departments of Labor, Invalids, and Social Affairs are responsible for assisting provincial and city People's Committees in the following matters:
Organize guidance and provide labor books to agencies and units employing labor (at prices set by the Ministry).
Organize management and monitoring of labor book usage to serve labor social management. At the same time, enforce urging, inspection, and handling of violations when implementing this decision in accordance with the Administrative Violation Penalty Ordinance and guiding documents for its implementation.
Regularly report the implementation status of this decision to provincial and city People's Committees and the Ministry of Labor, Invalids, and Social Affairs.
Article 5: This Decision takes effect from the date of signature, all types of labor books inconsistent with the provisions of this Decision shall be abolished.
Heads of Ministries, agencies equivalent to Ministries, People's Committees of provinces and cities, Departments of Labor, Invalids, and Social Affairs, Comptrollers of the Ministry, and Directors of the Policy and Employment Department are responsible for enforcing this Decision./.
