BASED ON THE LAW ON LEGISLATIVE DOCUMENTS OF REGULATORY NATURE dated November 12, 1996, AND THE AMENDMENT AND SUPPLEMENT TO SOME ARTICLES OF THE LAW ON LEGISLATIVE DOCUMENTS OF REGULATORY NATURE dated December 16, 2002;
BASED ON THE ROAD TRAFFIC LAW dated June 29, 2001;
BASED ON THE QUALITY OF GOODS ORDINANCE dated December 24, 1999;
BASED ON THE GOVERNMENT DECREE NO. 34/2003/NĐ-CP dated April 4, 2003, PROVIDING THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF TRANSPORTATION;
PURSUANT TO THE PROPOSAL OF THE DIRECTOR OF THE SCIENCE AND TECHNOLOGY DEPARTMENT,
DECISION:
Article 1. ATTACHED HERETO WITH THIS DECISION IS THE INDUSTRY STANDARD 22 TCN 354-06 "STANDARD FOR ACIDIC BITUMEN EMULSION MATERIALS - TECHNICAL REQUIREMENTS AND TESTING METHODS".
Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 3. THE HEAD OF THE MINISTRY'S OFFICE, THE HEAD OF THE MINISTRY'S INSPECTION DEPARTMENT, THE DIRECTOR OF THE SCIENCE AND TECHNOLOGY DEPARTMENT, THE DIRECTOR OF THE VIETNAM HIGHWAY ADMINISTRATION, THE DIRECTORS OF THE DEPARTMENTS OF TRANSPORTATION, PUBLIC WORKS AND TRANSPORTATION, AND THE HEADS OF THE AFFECTED ORGANIZATIONS ARE RESPONSIBLE FOR IMPLEMENTING THIS DECISION./.
