Decree No. 54/2007/NĐ-CP adjusts administrative boundaries of communes and wards and establishes wards and towns in districts of Hai An, Le Chan, Kien An and An Lao District, Haiphong City. This Decree abolishes all previous regulations that conflict with its contents.

THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Interior and the Chairman of the People's Committee of Haiphong city,
DECREE:
Clause 4 of Article 6Adjusting the administrative boundaries of communes and wards; establishing wards and towns under the districts of Hai An, Le Chan, Kien An and An Lao district, Haiphong city as follows:
1. Establishing Ward Dong Hai 1 under Hai An district based on adjusting 1,548 hectares of natural area and 12,884 population from Ward Dong Hai.
Ward Dong Hai 1 has 1,548 hectares of natural area and 12,884 population.
Administrative boundary of Ward Dong Hai 1: East borders Thuy Nguyen district and Quang Ninh province; West borders Ward Dang Lam and Ngo Quyen district; South borders Wards Dong Hai 2 and Dang Hai; North borders Ngo Quyen district.
2. Establishing Ward Dong Hai 2 under Hai An district based on 4,491.87 hectares of natural area and 9,135 population remaining from Ward Dong Hai.
Ward Dong Hai 2 has 4,491.87 hectares of natural area and 9,135 population.
Administrative boundary of Ward Dong Hai 2: East borders Cat Hai district and Quang Ninh province; West borders Ward Dang Hai; South borders Wards Nam Hai and Trang Cat; North borders Ward Dong Hai 1.
3. Establishing Ward Thanh To under Hai An district based on adjusting 276.77 hectares of natural area and 2,112 population from Ward Dang Lam; 45.80 hectares of natural area and 8,240 population from Ward Cat Bi.
Ward Thanh To has 322.57 hectares of natural area and 10,352 population.
Administrative boundary of Ward Thanh To: East borders Wards Trang Cat and Nam Hai; West borders Ward Cat Bi; South borders Kien Thuy district; North borders Wards Dang Hai and Dang Lam.
After adjusting the administrative boundaries: Ward Cat Bi remains with 75 hectares of natural area and 13,969 population; Ward Dang Lam remains with 238.99 hectares of natural area and 11,012 population.
Hai An district has 8 subordinate administrative units, including Wards: Nam Hai, Dang Hai, Trang Cat, Dong Hai 1, Dong Hai 2, Dang Lam, Cat Bi, and Thanh To.
4. Establishing Ward Kenh Duong under Le Chan district based on adjusting 162.43 hectares of natural area and 8,930 population from Ward Du Hang Kenh.
Ward Kenh Duong has 162.43 hectares of natural area and 8,930 population.
Administrative boundary of Ward Kenh Duong: East borders Ngo Quyen district; West borders Ward Du Hang Kenh; South borders Ward Vinh Nham; North borders Wards Dong Hai and Du Hang Kenh.
After adjusting the administrative boundaries: Ward Du Hang Kenh remains with 118.06 hectares of natural area and 21,436 population.
Le Chan district has 15 subordinate administrative units, including Wards: Trai Cau, Ho Nam, Hang Kenh, Dong Hai, An Bien, Du Hang, Vinh Nham, Nghia Xa, Nhan Nghia, Cat Dai, Tran Nguyen Han, Lam Son, An Duong, Du Hang Kenh, and Kenh Duong.
5. Establishing Ward Lam Ha under Kien An district based on adjusting 175.22 hectares of natural area and 12,968 population from Ward Quan Tru.
Ward Lam Ha has 175.22 hectares of natural area and 12,968 population.
Administrative boundary of Ward Lam Ha: East borders Ward Dong Hoa; West borders Ward Bac Son; South borders Ward Nam Son; North borders Ward Quan Tru and An Duong district.
After adjusting the administrative boundaries: Ward Quan Tru remains with 158.4 hectares of natural area and 11,184 population.
Kien An district has 10 subordinate administrative units, including Wards: Bac Son, Ngoc Son, Tran Thanh Ngo, Dong Hoa, Nam Son, Phu Lien, Trang Minh, Van Dao, Quan Tru, and Lam Ha.
6. Establishing Town Truong Son under An Lao district based on the entire current natural area and population of Truong Son commune.
Town Truong Son has 359.83 hectares of natural area and 7,823 population.
Administrative boundary of Town Truong Son: East borders Kien An district; West borders Communes An Tien and An Thang; South borders Commune Thai Son; North borders An Duong district.
After establishing Town Truong Son:
An Lao district has 17 subordinate administrative units, including Communes: Bat Trung, Truong Tho, Truong Thanh, An Tien, An Thang, Tan Dan, Thai Son, An Thai, An Tho, My Duc, Chien Thang, Tan Vien, Quoc Tuan, Quang Trung, Quang Hung, and Towns An Lao and Truong Son.
12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThis Decree takes effect 15 days after its publication in the Official Gazette. All previous regulations contrary to this Decree are abolished.
Article 3. The Minister of Interior, the Chairman of the People's Committee of Haiphong city, and the Heads of relevant agencies are responsible for implementing this Decree./.
