APPROVING THE MASTER PLAN FOR ECONOMIC AND SOCIAL DEVELOPMENT OF BINH DINH PROVINCE UNTIL 2020

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 92/2006/NĐ-CP dated September 7, 2006 of the Government on the preparation, approval, and management of master plans for economic and social development, and Decree No. 04/2008/NĐ-CP dated January 11, 2008 of the Government amending and supplementing certain articles of Decree No. 92/2006/NĐ-CP dated September 7, 2008;
Considering the proposal of the People's Committee of Binh Dinh Province at the report No. 32/TTr-UBND dated May 15, 2008,

DECISION:

Article 1. Approves the Master Plan for Economic and Social Development of Binh Dinh Province until 2020 (hereinafter referred to as the Plan), with the main contents as follows:

I. DEVELOPMENT VIEWS

1. The master plan for economic and social development of Binh Dinh Province during the period from 2006 to 2020 must be consistent with the overall strategy for economic and social development of the whole country, with the South Central Coast Region, and placed within the organic relationship with the Central Coastal Economic Zone, linked with the East-West Corridor, with the Western Highlands, southern Laos, northeastern Cambodia, and Thailand.

2. To maximize internal resources, strive to attract external resources, create a transparent environment to strongly attract investment, accelerate the rate of economic growth, and transform the economic structure towards industrialization and modernization.

3. Ensure the goal of rapid, sustainable economic growth tied with the development of cultural and social fields; preserve and promote the national cultural identity.

4. Link economic and social development with the promotion of human factors, improve the quality of human resources; strengthen and prioritize investment in human resource development.

5. Closely combine economic development with environmental protection to ensure sustainable development.

6. Tie economic and social development goals with the construction of a strong political system, consolidate national defense and security, and build a united front among ethnic groups in the province.

II. DEVELOPMENT OBJECTIVES

1. General objectives:

Achieve sustained economic growth and development, implement structural transformation of the economy, labor structure, and urban scale towards industrialization and modernization; increase the proportion of industry, construction, and services, relatively reduce the proportion of agriculture, forestry, and fisheries in the economic structure. Strive to become a province with a modern industry and one of the centers for economic and social development, contributing positively to the development of the Central Coastal Economic Zone and the whole country by 2020; improve and raise people's living standards, protect the ecological environment; ensure national defense and security.

2. Specific Objectives:

- Strive for an average annual GDP growth rate of 14.8% from 2006 to 2020; specifically, 13% for the period 2006-2010, 15% for the period 2011-2015, and 16.5% for the period 2016-2020. Per capita GDP in 2010 will reach about 900 USD; 2,200 USD in 2015 and 4,000 USD in 2020;

- Continue to shift the economic structure in a positive direction, specifically: In 2010, the share of the industry-construction sector will be 37.4%, agriculture-forestry-fishery sector 27.6%, and service sector 35.0%; by 2015, these shares will correspondingly be 40.0% - 22.0% - 38.0%, and by 2020, they will be 43.0% - 16.0% - 41.0%;

- Export turnover will reach 360 million USD in 2010; 750 million USD in 2015 and 1.4 billion USD in 2020;

- Urbanization rate will reach 35.0% in 2010, 45.0% in 2015, and 52.0% in 2020;

- Forest coverage ratio will exceed 44.0% in 2010; 47.0% in 2015, and 49.0% in 2020;

- Reduce the natural population growth rate to 0.6% annually during the period 2006-2010 and stabilize the natural population growth after 2010;

- Reduce the poverty rate to below 10% in 2010 (poverty standard for the 2006-2010 period) and basically eliminate poverty by 2015. By 2010, approximately 95% of urban residents will have access to clean water, and 85% of rural residents will have access to hygienic water; by 2015, ensure that all residents have access to clean water for daily use;

- Strive to increase the number of jobs created annually to 24,000-25,000 during the period 2006-2010 and approximately 25,000-30,000 after 2010; of which, the annual job demand in the province is 16,000-17,000 workers.

- Complete the program to achieve national standards in commune health care as prescribed. Strive to reduce the malnutrition rate of children under five years old to below 20% in 2010, below 14% in 2015, and below 5% in 2020.

III. DIRECTION FOR DEVELOPMENT OF SECTORS AND FIELDS

1. Industry and small-scale handicrafts:

- Strive for an average annual growth rate of the value of industrial production during the period 2006-2015 of 24.5% per year and 24% per year during the period 2016-2020;

- Focus on investment, accelerate the development of Nhon Hoi Economic Zone to create a breakthrough for the economic and social development of the province;

- Complete industrial parks: Phu Tai, Long My, and continue to develop industrial parks: Nhon Hoi, Nhon Hoa, Hoa Hoi, Cat Khanh, Cat Trinh, Bong Son, and Binh Nghi-Nhon Tan; construct industrial clusters in districts and cities. At the same time, review and supplement the provincial industrial park planning for the period after 2010;

- Focus on developing industries with advantages in raw materials towards increasing the proportion of refined products such as: seafood processing, wood processing, paper and forest products, agricultural product processing, mineral extraction and processing, pharmaceutical production...;

- Gradually increase new industrial products, high-tech products meeting national and international standards such as: electricity-electronics, petrochemicals, energy industry (thermal power, wind power, small and medium-sized hydropower), port industry, machinery...;

- Develop some industries in rural areas to solve local employment and increase income in rural areas; at the same time, revive some traditional craft villages and handicraft products.

2. Agriculture and forestry:

- Develop agriculture, forestry, and fisheries towards linking with commodity production and export; enhance productivity and quality of agricultural products based on strong investment in seed production; intensify the application of advanced technology in production; strengthen training for scientific and technical cadres and managers with the capacity to meet the requirements of industrialization and modernization of agriculture and rural areas;

- Vigorously transform the agricultural structure, gradually reduce the proportion of crop cultivation, increase the proportion of animal husbandry and agricultural services. By 2010, the proportion of animal husbandry will reach 45%, and by 2020, it will exceed 50%;

- Focus on converting land from three rice crops per year to two rice crops per year in some unstable three-crop production areas due to weather conditions. Form and stabilize intensive farming, increase the yield of raw material areas: sugarcane (4,400 hectares), corn (4,400 hectares), cashew trees, rubber trees, paper raw materials... to meet the needs of processing plants;

- Develop animal husbandry in a concentrated and industrial form; farms should be located far from residential areas with reasonable herd sizes. Improve the quality of breeding stock, diversify products; develop the cattle population to 300,000 heads by 2010, with a crossbreed ratio of 65%; by 2020, reach 400,000 heads, mainly crossbreeds; pig population of 800,000 heads with 90% crossbred pigs by 2010 and 1 million heads with a crossbreeding rate of 98% by 2020;

- Complete infrastructure including transportation, electricity, irrigation, drinking water, market networks, and other services for agricultural and rural areas. Form and stabilize an agricultural belt serving the city of Qui Nhon, towns, industrial zones, and clusters;

- Vigorously promote concentrated afforestation, striving to plant an average of 5,000 to 6,000 hectares annually;

3. Aquaculture:

- Total catch volume to reach 110,000 tons/year by 2010 and stabilize at 150,000 tons/year during the period from 2015 to 2020. Build and equip a modern tuna fishing fleet with horsepower ranging from 150 to 600 CV to increase distant-water catch volumes and limit near-shore fishing vessels;

- Strive for aquaculture production of shrimp and special aquatic products to reach 4,500 tons/year by 2010, 6,500 tons/year by 2015, and 10,000 tons/year by 2020. Diversify aquaculture across brackish, freshwater, and saltwater environments; simultaneously, focus on solutions to improve production efficiency while protecting the environment;

- Develop fishery support services; complete construction of fishing ports: Qui Nhon, Tam Quan, De Gi;

4. Export activities, tourism, services, and urban development:

a) Regarding exports:

Develop strategic export groups such as seafood, refined wood products, minerals, garments, footwear, handicrafts... towards limiting raw material exports, increasing the proportion of processed goods, and gradually producing high-end export products;

b) Regarding tourism:

Strive to reach 1 million visitors/year by 2010 (with international tourists accounting for about 16%), and 2 million visitors/year by 2020 (international tourists 25%). Plan spatial layouts for tourist routes, areas, clusters, and points, and focus on developing distinctive tourism products of the Province. Implement policies to encourage investment to attract major national and international travel companies to invest in tourist spots along the Phuong Mai - Nui Ba route to quickly establish a national key tourist route;

c) Regarding services:

Develop financial, banking, transportation, postal and telecommunications, consulting industries; develop market systems, combining existing markets with new ones and wholesale markets;

d) Regarding urban development:

Strive to make the city of Qui Nhon become a provincial-level first-class city as soon as possible; develop towns: Binh Dinh into Binh Dinh town, Bong Son into Bong Son town by 2010, Phu Phong into Phu Phong town before 2015, and Cat Tien into Cat Tien town before 2020;

5. Infrastructure Development:

a) Transportation:

- By 2010, upgrade National Highway 19 from Quy Nhon Port to An Khanh Pass to Class III standards, including the 40-kilometer section from Quy Nhon Port to Phu Phong according to Class I standards. From 2011 to 2020, construct the Quang Ngai - Quy Nhon - Nha Trang expressway connecting to the national expressway system;

- Construct a road from Tuy Phuoc Town to Nhon Hoi Port; upgrade the Km0 to Km7 section of National Highway 1D to Class I urban road standards;

- By 2010, asphalt all provincial roads; after 2010, continue upgrading the provincial road system;

- Complete the construction of urban roads in Quy Nhon according to planning. Invest in building integrated urban roads in newly established towns (towns);

- By 2010, asphalt 100% of inter-village roads and main village roads; strive to achieve 60% asphalt coverage of rural roads by 2010 and 100% by 2020;

- Invest in upgrading, expanding parking lots, runways, and passenger terminals at Phu Cat Airport to accommodate large aircraft. Strive to reach a capacity of 0.2 million passengers and 2,000 tons of cargo by 2010; 0.3 million passengers and 4,000 tons of cargo by 2020; increase the frequency of direct flights between Hanoi - Quy Nhon - Hanoi and Ho Chi Minh City - Quy Nhon - Ho Chi Minh City. After 2010, have flights between Quy Nhon - Hue, Quy Nhon - Da Lat, Quy Nhon - Cam Ranh. Orient Phu Cat Airport to become an international airport;

- After 2010, relocate the Quy Nhon railway station; prepare to build a 23.2-kilometer branch line connecting the Nhon Hoi Economic Zone and the seaport with the national railway line through the Tien station and Nhon Binh Port;

- Increase the throughput capacity of Quy Nhon Port to 4 million tons/year by 2010 and stabilize at this level; Thien Nai Port to reach 0.8 to 1 million tons/year by 2010 and stabilize at 1.3 million tons/year from 2015 to 2020;

- Construct Nhon Hoi Port capable of accommodating ships up to 50,000 tons. Strive to reach 2 million tons/year by 2010 and 11.5 to 12 million tons/year by 2020; build Tam Quan Port and De Gi Port as cargo ports;

b) Irrigation:

- Period from 2006 to 2010: complete the construction of Định Bình Reservoir (including the Văn Phong irrigation area), Quang Hiển Reservoir, Cẩn Hậu Reservoir, Nước Trong Thượng Reservoir, Suối Đuốc Reservoir, Thuận Ninh N1 Canal, Đá Mài Canal, Thuận Phong Canal, Phú Dõng Canal... and some small reservoirs in Vân Canh and Vĩnh Thạnh. The irrigated land area should be stabilized, reaching 80% of the cultivated land area by 2010. Upgrade and repair deteriorated water conservancy works. Reinforce all canals in the province to reach 100% for first-class canals and 50% for second and third-class canals by 2010; by 2020, basically complete the canal reinforcement program.

- Period from 2011 to 2020: construct the Đồng Mít Reservoir, Sông Đinh Reservoir (An Lão), Núi Tháp Reservoir, Lại Giang Dam (downstream of Bồng Sơn Bridge), Cẩn Hậu Dam (downstream), Vườn Mới Reservoir, Đá Bàn Reservoir (Hoài Nhơn); river systems: Kim Sơn River, Nước Lương River (Hoài Ân)... and some reservoirs on rivers and streams in Vân Canh and Vĩnh Thạnh.

c) Water supply:

By 2010, build centralized water supply systems in rural areas with suitable water sources to provide sufficient water for industrial zones and residents; construct water supply systems in 10 towns; build a water treatment plant with a capacity of 64,000 m³/day-night to supply water for the Nhơn Hội Economic Zone. After 2010, increase the capacity of the Quy Nhơn water treatment plant to 100,000 m³/day-night and renovate and upgrade water treatment plants built before 2007 in towns and districts.

d) Electricity supply:

By 2010, ensure that 100% of households have access to electricity. Average electricity consumption per person in 2010 reaches 792 kWh, in 2015 it is 1,700 kWh, and in 2020 it is 3,000 kWh.

đ) Postal and telecommunications:

By 2010, strive to achieve 100% of communes having postal and cultural centers; the number of telephone subscribers reaches 55-60 per 100 people; the density of Internet subscribers reaches 6-8 per 100 people, with broadband Internet subscribers accounting for about 98%, and the proportion of Internet users reaches 25-30% of the population. By 2020, strive for the telecommunications and Internet indicators of the Province to belong to the group of provinces with relatively developed telecommunications and Internet sectors nationwide.

6. Development of social sectors and fields

a) Population, labor force, and employment:

Reduce the birth rate by 0.6‰ annually during the period 2006-2010, stabilize the natural population growth after 2010. In the five years from 2006 to 2010, attract approximately 24-25 thousand workers each year; during the period 2011-2020, solve employment for about 168 thousand workers within the province; the labor structure shifts towards reducing the proportion of agricultural workers to 64% in 2010 and 40% by 2020. Strive to reduce the poverty rate to below 10% and eliminate poverty by 2015.

b) Education and training:

- By 2010, ensure that 100% of communes, wards, and towns have kindergartens, of which at least 40% meet national standards, 50% of primary schools meet national standards, 50% of primary school students study two sessions per day and reach 80% by 2015. Convert semi-public and some public schools to private schools. At the same time, reorganize the public school system to achieve high quality and efficiency;

- By 2020, each commune will have at least one secondary school meeting national standards. Develop additional high schools in clusters of villages and village centers, ensuring 100% of students aged 11-15 attend junior high school and 75% of students aged 16-18 attend senior high school;

- Strengthen vocational guidance for junior and senior high school students. By 2010, achieve 75-80% of students receiving vocational guidance and 100% by 2015. Invest in developing Quy Nhơn University and Quang Trung Private University; build College of Vocational Training, Hoài Nhơn Secondary Technical School, and vocational training centers in Tây Sơn, Phù Mỹ, and An Nhơn; upgrade to College of Health Sciences.

c) Healthcare development:

- Continue to consolidate and improve the organizational system, develop the healthcare network at the grassroots level both in quantity and quality. Standardize and strengthen the training of staff for grassroots healthcare, paying attention to ethnic minorities;

- Continue to invest in infrastructure and equipment to gradually perfect the healthcare system from the provincial to the grassroots level. Implement diverse health care services, socialize healthcare work. Strive to achieve 100% of indicators for improving the healthcare network from the provincial to the grassroots level by 2010, with health stations built according to national standards. Continuously improve the quality of healthcare services;

- Upgrade the Provincial General Hospital to a Class I hospital before 2010; build Traditional Medicine Hospital; establish Ophthalmology Specialized Hospital, Obstetrics and Pediatrics Hospital; continue to upgrade and supplement equipment for regional general hospitals, district hospitals, city hospitals, and other healthcare facilities;

- Encourage investment in developing private hospitals and high-quality medical diagnostic centers.

d) Cultural information:

- Preserve, restore, and promote the value of traditional cultural heritage (both tangible and intangible); invest in repairing and upgrading historical and revolutionary sites;

- Complete the construction of the new Cultural Information Center, Workers' Cultural House, Youth Cultural House; upgrade the Quang Trung Museum, Comprehensive Museum; build the Cham Museum;

- Complete and upgrade broadcasting and television infrastructure throughout the province. Increase local broadcast time to 15 hours per day by 2010 and 20 hours by 2015. By 2015, increase local television channels to 2 and by 2020 to 3; increase the broadcasting time of programs in ethnic languages.

đ) Scientific and technological development:

Effectively utilize new driving factors (information technology, biotechnology, new materials, new energy, clean technology, environmental protection) and traditional driving factors of science and technology (electrification, mechanization); leverage internal potential, timely exploit opportunities and market trends to make significant contributions to achieving economic and social development goals. By 2020, science and technology in the Province will basically become a key and truly productive force of the local economy.

e) Environmental protection:

Protecting and sustainably developing the environment and resources; reasonably exploiting, using thriftily and effectively natural resources within permissible ecological and environmental protection limits; efficiently handling and controlling environmental pollution; remedying environmental degradation; managing solid waste and implementing clean industrialization processes.

IV. DEVELOPMENT OF KEY AREAS, PRIORITY PROGRAMS AND PROJECTS

1. Developing urban systems and rural residential areas:

- The city of Quy Nhơn will be developed as a Class I city, including the town of Diêu Trì and two communes, Phước An and Phước Thành (in Tuy Phước district).

- By 2020, four towns will be established in the province, with Bình Định and Bồng Sơn becoming towns by 2010, Phú Phong becoming a town named Phú Phong before 2015, and Cát Tiến becoming a town named Cát Tiến before 2020; new urban areas will be built north of Hà Thanh river, Phú Hòa lake, Cát Tiến, and Nhơn Phước resettlement area.

- Building towns to become development centers for districts, promoting the development of rural areas within the districts.

2. Prioritizing investment development in the Nhơn Hội Economic Zone:

Urgently completing detailed planning for functional zones and investing in infrastructure construction. Effectively implementing mechanisms and policies approved by the Prime Minister; strengthening efforts to attract investment, quickly forming and operating industrial zones, service and tourism areas, creating significant breakthroughs in industrial and tourism service development, and restructuring the economy so that from 2011 to 2015, the Nhơn Hội Economic Zone contributes approximately 20-30% to the provincial economic growth, and 30-40% from 2016 to 2020.

3. Developing the economy and society in mountainous regions:

Concentrating on prioritizing investment in projects and programs serving the development of mountainous districts and communes; at the same time, establishing appropriate mechanisms and policies to encourage investment in this region to improve the living standards of the people.

4. Priority research and investment programs and projects: Attached Appendix.

V. MAJOR SOLUTIONS TO IMPLEMENT THE PLAN

1. Reviewing, adjusting, and supplementing the development plans for industries, sectors, and economic regions within the province, ensuring synchronization in time, space, and alignment with the overall socio-economic development plan of the province; improving the quality of management and implementation of plans as a basis for socio-economic development, consolidating and maintaining national security and defense. Establishing key socio-economic development programs and phased investment in projects identified as priorities in the plan to develop appropriately for each stage. Doing well in investment preparation work.

2. Continuing to effectively implement existing mechanisms and policies; at the same time, researching and building new policies suitable for the characteristics and situation of Bình Định Province. Particularly, solutions to encourage savings for investment and production development; promptly addressing difficulties and obstacles in production, business, import and export, and services; strengthening inter-provincial cooperation to exploit local potential and economies, linking mechanisms and policies in a coordinated manner according to the plan.

3. Vigorously promoting investment promotion activities, building an investment strategy oriented towards exports and export market promotion programs. Actively developing new markets, especially rural markets, to boost production and consumption of agricultural products; enhancing and encouraging the application of advanced science and technology in production to create high-quality products competitive in the market; establishing mechanisms to stimulate consumer demand, particularly in rural areas.

4. Strengthening training and retraining of cadres, civil servants, and enterprise managers to meet the requirements of industrialization and modernization; capable of accessing advances in management science, technology, and markets, actively integrating into the international economy.

- Improving the quality of human resource training to meet labor market needs; encouraging all economic sectors to participate in vocational training, especially through orders placed by enterprises and investors; promoting job placement and labor export activities. At the same time, closely monitoring the operations of labor export enterprises and organizations to ensure the legitimate rights of workers.

5. Total capital investment needs for development during the period 2006-2010 are approximately 45 trillion VND; 2011-2015 are approximately 247 trillion VND, and 2016-2020 are approximately 329 trillion VND.

To meet capital investment needs, measures must be taken to mobilize capital to promote diversified investment; primarily utilizing internal resources, effectively mobilizing and using land fund capital, encouraging investment attraction from various economic sectors, continuing to promote socialized investment in healthcare, education, sports, and physical culture fields. Mobilized capital for development includes:

- State budget capital (central and local budgets) focused on investment in economic and social infrastructure;

- Continuously generating capital from land funds, implementing land use right auction mechanisms to obtain capital for infrastructure construction, new urban areas, and industrial zones. Conducting reviews and reclaiming unused or improperly used lands according to legal provisions on land.

- Other sources participating in investment, especially in constructing infrastructure systems for industrial zones and clusters, ensuring favorable conditions for production and business activities.

6. Vigorously reforming administrative procedures to reduce burdens on businesses and the public; enhancing effectiveness in economic and social management; better leveraging political and material responsibilities of organizations and individuals in various sectors, levels, and enterprises.

7. After this plan is approved, the Province shall promptly organize its publication through various forms to Party committees and authorities at all levels, relevant sectors, enterprises, and the people within the Province; introduce and promote priority projects to investors; strengthen supervision over investment implementation according to the approved plan. At the end of each planning period (in 2010, 2015, and 2020), an evaluation of the implementation of the plan for each period shall be organized, timely supplementing and adjusting goals and investment portfolios in accordance with actual conditions.

Article 2. The overall socio-economic development plan for the province of Bình Định until 2020 serves as the basis for establishing, approving, and implementing sectoral plans (urban planning, land use plans, and other sectoral plans), and investment projects within the province of Bình Định.

Article 3. The People's Committee of the province of Bình Định is tasked, based on the socio-economic development objectives and tasks set forth in the approved report, to coordinate with relevant ministries and sectors in directing the establishment, approval, adjustment, supplementation, and implementation of the following contents:

1. Comprehensive socio-economic development planning at the district level; urban planning; land use planning; planning for the development of industries and fields to ensure overall and synchronized development.

2. Five-year plans, annual plans; key economic, cultural, and social development programs; specific projects to focus investments and prioritize rational allocation of resources.

3. Studying and developing or promulgating (if beyond their authority, submitting to competent state agencies for issuance) certain mechanisms and policies appropriate to the development requirements of the Province during each phase, aimed at attracting and mobilizing resources to implement the Plan.

Article 4. Relevant ministries and sectors are assigned to support the People's Committee of the province of Bình Định in researching and establishing the aforementioned plans; studying and developing and submitting to competent state agencies for issuance certain mechanisms and policies appropriate to the socio-economic development requirements of the province of Bình Định during each phase, aimed at effectively mobilizing and utilizing resources; encouraging and attracting investment in line with the socio-economic development objectives and tasks set forth in the Plan. Accelerate investment and implementation of projects and works of regional scale and significant importance to the development of the province of Bình Định that have been decided upon for investment. Study, consider, adjust, and supplement industry development plans and investment plans for related projects proposed in the approved Plan.

Article 5. This Decision takes effect 45 days from the date of issuance.

Article 6. Ministers, heads of ministerial-level agencies, heads of agencies under the Government, and the Chairman of the People's Committee of the province of Bình Định are responsible for enforcing this Decision./.
