ISSUING NATIONAL TECHNICAL REGULATIONS ON RULES FOR SURVEILLANCE AND INSPECTION OF SAFETY TECHNICAL REQUIREMENTS FOR SPORT AND RECREATIONAL BOATS AND NATIONAL TECHNICAL REGULATIONS ON RULES FOR CLASSIFICATION AND CONSTRUCTION OF DOMESTIC WATERCRAFT WITH CEMENT AND WIRE MESH SHELLStechnical safety standards for sports and recreational vessels, and national technical regulations concerningclassification rules and construction of inland waterway vessels with cement grid steel hulls

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions

Pursuant to Decree No. 107/2012/NĐ-CP dated December 20, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

AT THE REQUEST OF THE DIRECTOR OF THE VIETNAM MARINE INSPECTION AUTHORITY AND THE HEAD OF THE SCIENCE AND TECHNOLOGY DEPARTMENT;

THE MINISTER OF TRANSPORT ISSUES THIS CIRCULAR ON NATIONAL TECHNICAL REGULATIONS ON RULES FOR SURVEILLANCE AND INSPECTION OF SAFETY TECHNICAL REQUIREMENTS FOR SPORT AND RECREATIONAL BOATS AND NATIONAL TECHNICAL REGULATIONS ON RULES FOR CLASSIFICATION AND CONSTRUCTION OF DOMESTIC WATERCRAFT WITH CEMENT AND WIRE MESH SHELLS.

Article 1. ATTACHED TO THIS CIRCULAR ARE 02 NATIONAL TECHNICAL REGULATIONS:

1. NATIONAL TECHNICAL REGULATIONS ON RULES FOR SURVEILLANCE AND INSPECTION OF SAFETY TECHNICAL REQUIREMENTS FOR SPORT AND RECREATIONAL BOATS.

Article 2. This Circular takes effect from July 1, 2013.

Article 3. DIRECTOR of the National Defense OF THE MINISTRY, DIRECTOR OF THE MINISTRY'S INSPECTION DEPARTMENT, HEADS OF DEPARTMENTS, DIRECTOR OF VIETNAM MARINE INSPECTION AUTHORITY, HEADS OF ORGANIZATIONS UNDER THE MINISTRY OF TRANSPORT, AND OTHER RELATED ORGANIZATIONS AND INDIVIDUALS ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
