Resolution on vehicle registration for ..., day ..., month ..., year ...th1electric motorcycles, electric scooters.||| CngArticle 1. Amend and supplement certain articles of Circular No. 33/2012/TT-BCA as follows:From December 6, 2015 to June 30, 2016, the resolution on vehicle registration and issuance of license plates for electric motorcycles and electric scooters shall be implemented as follows:1. Documents and procedures for vehicle registration include:intention a) Vehicle registration application form for electric motorcycles and electric scooters (as prescribed in this Circular);

b) Photocopy of Household Registration Book (for individual owners); letter of introduction from organizations (for organizational owners);

c) Presentation of Identity Card or Citizen Identification Card of the person registering the vehicle; for individual owners, also present the original Household Registration Book for verification.

2. Responsibilities of the vehicle registration authorityn la) Verify the vehicle registration documents in accordance with Clause 1 of this Article and inspect the actual vehicle:ớ- If the vehicle has both engine number and frame number matching the registration documents, issue the license plate immediately and provide a receipt to the owner; organize credit institutions, foreign bank branches are responsible for organizing the implementation of this Circular.- If the vehicle only has the engine number or only the frame number; if the vehicle does not have the engine number and frame number; if the engine number and frame number are blurred or rusty, the vehicle registration authority will issue the license plate and organize the marking of the engine number (if possible) and frame number according to the license plate number, provide a receipt to the owner. No fee will be charged for marking the engine number and frame number. đpresent

b) Within two working days from the date of receiving complete and valid documents, the vehicle registration authority shall issue the vehicle registration certificate to the owner. For vehicles without an engine number that the vehicle registration authority cannot mark, the vehicle registration certificate issued to the owner shall indicate "none" in the "engine number" section.

This Circular takes effect from December 6, 2015.

1. The Traffic Police Inspectorate is responsible for directing, inspecting, and guiding local public security organs in implementing this Circular.

2. Directors of General Directorates, heads of units under the Ministry of Public Security, Provincial Police Chiefs, and Fire Prevention and Fighting Departments of centrally-administered cities are responsible for enforcing this Circular.

c) Present the Identity Card or Citizen Identification Card of the person coming to register the vehicle; in case the vehicle owner is an individual, also present the original Household Registration Book for verification.

2. Responsibilities of the vehicle registration authority

a) Verify the vehicle registration file in accordance with Clause 1 of this Article and inspect the actual vehicle:

- If the vehicle has both engine number and frame number and matches the vehicle registration file, immediately issue the license plate and provide the owner with a notice of appointment.

- If the vehicle only has the engine number or only has the frame number; if the vehicle does not have the engine number and frame number; if the vehicle has the engine number and frame number but they are blurred or rusty, the vehicle registration authority shall issue the license plate and organize the marking of the engine number (if possible) and frame number according to the license plate number, provide the owner with a notice of appointment. No fee will be charged for marking the engine number and frame number.

b) Within two working days from the date of receiving all valid files, the vehicle registration authority shall process and issue the vehicle registration certificate to the owner. For vehicles without an engine number that the vehicle registration authority cannot mark, the phrase "none" shall be recorded in the "engine number" section of the issued vehicle registration certificate.

Article 2. Effective Date

This Circular takes effect from December 6, 2015.

Article 3. Responsibility for Implementation

1. The Traffic Police Department is responsible for directing, inspecting, and guiding local public security organs to implement this Circular.

2. The heads of the General Departments, units under the Ministry of Public Security, Directors of Public Security, Fire Prevention and Fighting Services of provinces and centrally-administered cities are responsible for enforcing this Circular.

During implementation, if there are difficulties or obstacles, units and local public security agencies should report to the Ministry of Public Security (through the Traffic Police Corps) for timely guidance./.
