CIRCULAR
Issuing Regulations on the minimum volume of knowledge and requirements for competencies that students must achieve upon graduation at the intermediate and advanced vocational levels in fields related to health and social services
persons who have obtained the intermediate and college level qualifications upon graduation fields and trades within the healthcare and social services sector
Pursuant to the Vocational Education Law dated November 22, 2014;
Pursuant to the Government Decree No. 14/2017/NĐ-CP dated February 17, 2017 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids and Social Affairs;
Pursuant to the Prime Minister's Decision No. 1982/QĐ-TTg dated October 18, 2016 approving the National Qualification Framework of Vietnam;
Pursuant to Circular No. 12/2017/TT-BLĐTBXH dated April 20, 2017 issued by the Minister of Labor, Invalids and Social Affairs stipulating the minimum volume of knowledge and requirements for competencies that students must achieve upon graduation at the intermediate and advanced vocational levels;
At the proposal of the Director General of the Vocational Education Department,
The Minister of Labor, Invalids and Social Affairs hereby issues this Circular on the minimum volume of knowledge and requirements for competencies that students must achieve upon graduation at the intermediate and advanced vocational levels in fields related to health and social services.
Article 1. Accompanying this Circular are the Regulations on the minimum volume of knowledge and requirements for competencies that students must achieve upon graduation at the intermediate and advanced vocational levels for fields related to health and social services to be applied to intermediate vocational schools, advanced vocational schools, and universities offering advanced vocational training programs (hereinafter referred to as "schools"), including:
1. Field, profession: Traditional Medicine;
2. Field, profession: Physiotherapy and Rehabilitation Technology;
3. Field, profession: Medical Laboratory Technology;
4. Field, profession: Medical Imaging Equipment Technology;
5. Field, profession: Pharmacy;
6. Field, profession: Pharmaceutical Testing Technology;
7. Field, profession: Pharmaceutical Production Equipment Technology;
8. Field, profession: Nursing;
9. Field, profession: Midwifery;
10. Field, profession: Social Work.
Article 2. Delegating authority to the Director of the General Department of Vocational Education to issue detailed regulations on the minimum volume of knowledge and requirements for competencies that students must achieve upon graduation at the intermediate and advanced vocational levels for each job position according to the fields and professions specified in Article 1 of this Circular for schools to use as a basis for organizing the development, review, and approval of training programs and curricula applicable to their institutions.
Article 3. This Circular shall take effect from February 10, 2019.
Ministries, ministerial-level agencies, government agencies, political-social organizations, provincial people's committees directly under the central government with affiliated schools; schools registered to operate vocational education and training programs at the intermediate and advanced vocational levels for the fields and professions specified in Article 1 of this Circular, and other relevant organizations and individuals are responsible for implementing this Circular./.
