Pursuant to the Government Decree No. 15/CP dated March 4, 1994, stipulating the functions, tasks, and organizational structure of the Ministry of Construction;
Pursuant to the Government Decrees No. 42/CP dated July 16, 1996, and No. 92/CP dated August 23, 1997, supplementing certain articles of the Investment and Construction Management Charter issued together with Decree No. 42/CP dated July 16, 1996;

Article 1.- Permits domestic construction contractors to enter into economic contracts regarding the warranty of construction works with investors having foreign-invested projects to apply the Warranty Regulation for Construction Works issued pursuant to Decision No. 499-BXD dated September 18, 1996, of the Ministry of Construction.
Article 2.- This Decision shall be uniformly implemented throughout the country and take effect fifteen days from the date of signature.
Article 3.- The Ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally governed cities are responsible for organizing the implementation of this Decision.
