of the Forestry Sector Project and Upstream Forest Management Project
THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Credit Agreement No. 1515-VIE (SF) between the Government of Vietnam and the Asian Development Bank (ADB) dated June 11, 1997;
Pursuant to Decision No. 22/TTg dated November 1, 1997 of the Prime Minister approving the feasibility study project of the Forestry Sector and Upstream Forest Management;
Pursuant to Circular No. 26/1999/TT-BTC dated March 10, 1999 of the Ministry of Finance guiding the financial management mechanism for the Forestry Sector and Upstream Forest Management Project;
Pursuant to Circulars No. 93/1998/TT-BTC and No. 94/1998/TT-BTC dated June 30, 1998 of the Ministry of Finance on conference and travel expenses;
Considering the report No. 191/CV/DALN-ADB dated March 23, 2000 of the Forestry Projects Management Board;
Pursuant to the letter No. 851/BXD-VKT dated May 12, 2000 of the Ministry of Construction regarding agreement on the cost of preparing the feasibility study for village sub-projects under the Forestry Sector Project;

Article 1. Approving the cost standards for preparing the feasibility study for village sub-projects under the Forestry Sector Project and Upstream Forest Management Project (as attached). These maximum cost standards apply to work items including: Surveying natural conditions - social - economic - social, Protective zoning, Classification of three types of forests, and Activities for planning development of village sub-projects.
Article 2. Based on the cost standards set forth in Article 1, the Forestry Projects Management Board shall guide the technical procedures according to the project requirements and detailed costs attached.
Article 3. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
Article 4. The Director of the Office, Heads of Departments, Bureaus, and related functional Boards of the Ministry of Agriculture and Rural Development, members of the Central Project Management Board, Provincial Project Management Board, Central Project Director, and Provincial Project Director are responsible for implementing this Decision.
