GOVERNOR OF THE STATE BANK OF VIETNAM
Based on the Law on the State Bank of Vietnam dated December 12, 1997;
Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 88/1998/NĐ-CP dated November 2, 1998 of the Government on the functions, powers, and organizational structure of the State Bank of Vietnam;
Pursuant to Decision No. 195/2001/QĐ-TTg dated December 26, 2001 of the Prime Minister on the establishment of the Steering Committee for the Program on Accident and Injury Prevention;
At the proposal of the Head of the Steering Committee for Accident and Injury Prevention in the Banking Sector,
DECISION:
Article 1. This Decision promulgates the Regulation on the Operation of the Steering Committee for Accident and Injury Prevention in the Banking Sector.
Article 2. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.
Article 3. The Heads of the State Bank of Vietnam's Office, the Department of Organization and Training, the Management Bureau, the Heads of relevant units under the State Bank of Vietnam, the Chairmen of the Boards of Directors, and the General Directors of state commercial banks and members of the Steering Committee for Accident and Injury Prevention in the Banking Sector shall be responsible for implementing this Decision.

Activities of the Steering Committee for Accident and Injury Prevention in the Banking Sector
(Issued together with Decision No. 55/2003/QĐ-NHNN dated January 17, 2003 of the Governor of the State Bank of Vietnam)
Chapter I
GENERAL PROVISIONS
Article 1. The Steering Committee for Accident and Injury Prevention in the Banking Sector was established pursuant to Decision No. 1137/QĐ-NHNN dated October 17, 2002 of the Governor of the State Bank of Vietnam (referred to as the Steering Committee). The Steering Committee is responsible for advising the Governor of the State Bank of Vietnam on the development of programs, plans, and directing the implementation of the Party and State’s policies on accident and injury prevention within the banking sector.
Article 2. Organizational Structure;
- At the Central State Bank, the Management Bureau of the State Bank of Vietnam serves as the permanent office for the Steering Committee, establishing a part-time working group.
- Each branch of the State Bank of Vietnam at provincial and municipal levels, and each unit directly under the State Bank of Vietnam, shall establish a Steering Committee for Accident and Injury Prevention, headed by one member of the Board of Directors, with the Deputy Director in charge of Administrative Affairs serving as the Deputy Head, and other members including representatives from the Party Committee, Trade Union, and Youth League.
- Each state commercial bank shall establish a Steering Committee at its headquarters, headed by the General Director or Deputy General Director, with the Director of the Administrative Affairs Department or the Deputy General Director in charge of Administrative Affairs serving as the Deputy Head. Each state commercial bank shall also establish sub-committees at its branches within the system.
Chapter II
TASKS AND POWERS
Article 3. The Steering Committee has the following duties and powers:
1. Directing the development of programs, plans, and measures to implement Party and State documents on accident and injury prevention within the banking sector.
2. Directing and guiding units within the sector to implement the programs, plans, and measures mentioned in Clause 1 of this Article.
3. Directing education, propaganda, and training on accident and injury prevention for cadres, civil servants, and employees within the sector, monitoring the progress of program implementation, collecting information, summarizing situations, organizing inspections and supervision, evaluating the results of accident and injury prevention activities of units within the sector; regularly reporting to the Governor of the State Bank of Vietnam on the situation and results of accident and injury prevention activities within the sector and proposing measures for handling.
Article 4. Members of the Steering Committee include the Head, Deputy Head, and other members, who have the following duties and powers;
1. The Head has the following duties and powers: representing and being accountable to the Governor of the State Bank of Vietnam for directing and managing the implementation of Party and State documents; developing action programs and implementing plans on accident and injury prevention throughout the banking sector and being responsible for all activities of the Steering Committee.
2. The Deputy Head assists the Head in implementing and organizing the execution of the Steering Committee's programs and plans; acting on behalf of the Head when the Head is absent, performing the duties and powers of the Steering Committee according to authorization. Preparing for regular meetings of the Steering Committee and handling matters of the Steering Committee. Directly directing the Management Bureau (specialized department) to monitor, summarize the implementation of programs and plans, inspect and urge units throughout the sector to effectively implement accident and injury prevention programs.
3. Duties of Steering Committee members: Implementing tasks assigned by the Head, being responsible for directing accident and injury prevention work at their own managed units, coordinating with other Steering Committee members and units within the sector to effectively carry out accident and injury prevention work.
4. Duties of the Management Bureau of the State Bank of Vietnam:
As the permanent office of the Steering Committee, it has the following duties and powers:
- Advising the Steering Committee on the implementation of Party and State directives, assisting the Steering Committee in drafting reports on accident and injury prevention work to be submitted to the Steering Committee for the National Program on Accident and Injury Prevention.
- Studying and proposing quarterly, six-month, and annual work plans for the Steering Committee, assisting the Steering Committee in monitoring the progress of program and plan implementation by units throughout the sector; organizing inspections, summarizing situations, evaluating the results of accident and injury prevention plans to report to the Steering Committee.
- Receiving reports and information from units, advising the Steering Committee on issues related to accident and injury prevention work, preparing materials and coordinating with the State Bank of Vietnam's Office to serve Steering Committee meetings. It has the authority to request units within the sector to submit periodic and ad hoc reports.
Chapter III
IMPLEMENTING PROVISIONS
Article 5. Reporting system.
Quarterly reports, six-monthly reports, annual reports, and ad hoc reports shall be submitted by all units within the industry to the Steering Committee (General Administration Department) on time. For quarterly reports, they must be submitted before the 25th day of the last month of each quarter. Six-monthly and annual reports must be submitted no later than June 20th and December 20th of each year, respectively.
Article 6. Members of the Steering Committee who go on long-term business trips or study tours (three months or longer), or who experience personnel changes, must notify the Steering Committee's permanent office (General Administration Department) so that the permanent office can report to the Steering Committee for timely adjustments.
Article 7. The Steering Committee shall convene regular meetings once every three months to review the implementation of programs and plans. In cases of necessity, the Chairman has the authority to convene extraordinary meetings.
Article 8. Funds for accident prevention and mitigation activities, as well as activities to address the aftermath of accidents, at各单位的事故预防和应对活动经费应计入按规定制度的运营费用和管理费用。
Article 9. Awards.
Groups and individuals with outstanding achievements in accident prevention and mitigation work shall be commended according to current regulations.
Article 10. Disciplinary action.
Groups and individuals who fail to comply with the directives and adjustments of the Steering Committee and deliberately create difficulties shall be subject to disciplinary action depending on the severity of their violations, as stipulated.
Article 11. Amendments and supplements to this Charter shall be decided by the Governor of the State Bank./.
