Considering the proposal of the Ministry of Industry in the report No. 5286/BCN-KH dated September 20, 2006 and the report No. 7062/TTr-BCN dated December 22, 2006,

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Approving the List of Priority Industries and Leading Industries for the Period 2007-2010 with Vision to 2020 (Annex attached).

Article 1. Providing certain encouragement policies for the development of priority industries and leading industries:

Article 2. 1. For priority industries:

a) Regarding land: prioritizing allocation of sufficient land requirements in industrial zones, clusters, and points when new production investment projects, expansion investment projects, and deepening investment projects (including projects combined with relocation of production sites) have been approved by competent authorities.

b) Regarding trade promotion:

- Prioritizing inclusion in the annual program for building and developing brands;

- Supporting enterprises with funding to establish international quality management standards (through industry associations);

- Free product introduction on the website of the Ministry of Industry and Provincial Industrial Departments;

- Free product display and introduction at national and local trade fairs and exhibitions.

c) Regarding research and implementation: budget support up to the maximum amount according to current regulations to carry out research and implementation activities related to key industries, including:

- Central budget support:

+ Technology transfer (including pilot production according to transferred technology),

+ Establishing and enhancing the capacity of scientific and technological agencies (laboratories, calibration centers, research and implementation agencies...);

+ Research and application of modern technology and equipment to increase productivity, quality, and reduce product costs.

- Local budget support:

Pilot production (new products; raw materials, components replacing imported goods) to perfect new advanced technology and equipment before applying them in large-scale industrial production.

2. For leading industries: applying the policies for priority industries and receiving state support for a portion of environmental protection project costs (up to 50% of investment capital) at production facilities.

1. Responsibilities of Ministries and Sectors:

Article 3. Implementation Organization

a) The Ministry of Industry is responsible for guiding, urging implementation, and inspecting the execution of this Decision; monitoring and recommending to the Government,

b) The Ministry of Planning and Investment shall coordinate with the Ministries of Industry, Finance, Trade, Labor, Invalids and Social Affairs, Science and Technology, Natural Resources and Environment, Agriculture and Rural Development, Fisheries, State Bank of Vietnam, and other relevant ministries and sectors to issue guiding documents to implement specific policies within their respective areas of management to serve the development of priority industries and leading industries in annual and five-year plans. Coordinate to handle issues as proposed by the lead agency.

2. Responsibilities of People's Committees of provinces and centrally governed cities: establishing and publicizing the List of Priority Industries and Leading Industries of the locality and incorporating it into annual and five-year plans for implementation.

This Decision takes effect 15 days from the date of publication in the Official Gazette.

Article 4. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.

Article 5. The Ministers, Heads of agencies equivalent to ministries, Heads of government agencies, Chairpersons of People's Committees of provinces and centrally governed cities shall be responsible for implementing this Decision./.
