- Pursuant to Decree No. 187/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
- Pursuant to Decision No. 39/2007/QĐ-TTg dated March 21, 2007 of the Prime Minister on managing tariffs for postal and telecommunications services;
- Pursuant to Decision No. 155/2008/QĐ-TTg dated December 1, 2008 of the Prime Minister approving the adjustment plan for fixed-line telephone service tariffs within the local calling area and the correction document No. 2147/ĐC-TTg dated December 8, 2008 of the Prime Minister correcting Decision No. 155/2008/QĐ-TTg;

DECISION:
Clause 4 of Article 6Scope of Application
This applies to fixed-line telephone services within the local calling area at subscriber premises, including standard telephone services, fax services, and data transmission services over standard telephone channels within the local calling area, regardless of transmission technology and payment methods.
Article 2. Local Calling Area Tariff Zone
The local calling area tariff zone is the administrative boundary of the entire province or centrally-administered city.
Article 3. Tariff Calculation Method
The tariff calculation method is 01 minute + 01 minute; It shall be applied according to the following principle: A call lasting less than one minute shall be charged as one minute; Any remaining fraction of time at the end of a call that is less than one minute shall be rounded up to one minute.
Article 4. Local Calling Area Tariffs
When making calls from subscriber premises, subscribers using the services specified in Article 1 of this Decision must pay the service provider of fixed-line telephone services within the local calling area the following tariffs:
1. Monthly subscription fee: 20,000 VND per month per device or daily subscription fee: 667 VND per day per device.
2. Call charge: 200 VND per minute.
Article 5.The tariffs prescribed in this Decision do not include value-added tax.
Article 6.This Decision takes effect from January 1, 2009. Decision No. 809/2000/QĐ-TCBĐ dated September 15, 2000 of the General Post Office on setting fixed-line telephone subscription fees and local calling charges at subscriber premises and other provisions contrary to this Decision are hereby repealed.
Article 7. The Head of the Office, the Director of the Telecommunications Department, Heads of units under the Ministry of Information and Communications, Chairmen of Management Boards, General Directors, and Directors of enterprises providing fixed-line telephone services within the local calling area, and Heads of relevant agencies are responsible for implementing this Decision./.
