Regulations on functions, tasks, powers and organizational structure of the Government Inspectorate

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the proposal of the General Director of the Voice of Vietnam Radio;

At the proposal of promulgates the Decree stipulating functions, tasks, powers, and organizational structure of the Voice of Vietnam Radio.

Article 1. Position and Functions

1. The Voice of Vietnam Radio is a national radio station, an agency under the Government, performing the function of providing information and propaganda on the Party's guidelines and State policies, contributing to raising public awareness, serving the spiritual life of the people and the audience through radio programs, internet broadcasting, television news, and printed publications.

2. The Voice of Vietnam Radio has the international trading name in English as: Voice of Vietnam, abbreviated as VOV.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

The Voice of Vietnam Radio performs the following tasks and powers:

1. Submit to the Government draft Decrees stipulating, amending, and supplementing the functions, tasks, powers, and organizational structure of the Voice of Vietnam Radio.

2. Submit to the Government strategic plans, planning, long-term, five-year, annual development plans, and other important projects and proposals of the Voice of Vietnam Radio; organize the implementation of these strategies, plans, projects, and proposals after approval.

3. Decide on the program, duration, production methods, and broadcast locations of the Voice of Vietnam Radio in accordance with the law.

4. Organize the production of programs and implement transmission and broadcasting; collect news, materials, audio-visual products, multimedia communication products; comply with national archive storage regulations for radio and television materials as stipulated by law.

5. Manage, exploit, and use the specialized technical system of the Voice of Vietnam Radio effectively.

6. Organize and direct scientific research, application of advanced radio technology.

7. Guide local radio stations and radio-television stations on professional training and vocational skills in radio; advise and apply radio technology and techniques.

8. Implement international cooperation in radio and television in accordance with the law.

9. Manage investment and construction projects within its authority as prescribed by law.

10. Participate in building programs, projects, and proposals related to the functions, tasks, and powers of the Voice of Vietnam Radio at the request of the Government and the Prime Minister.

11. Participate in developing strategic plans and planning for the national radio system.

12. Exercise the rights of state ownership over state-owned enterprises under the Voice of Vietnam Radio as prescribed by law.

13. Decide and direct the implementation of the administrative reform program of the Voice of Vietnam Radio according to the goals and content of the administrative reform program approved by the Prime Minister.

14. Manage organization, staffing, civil servant positions, job positions, personnel structure by profession and number of employees in public service units; decide on rotation, transfer, appointment, reappointment, dismissal, demotion, commendation, disciplinary action; implement systems, policies, training, and professional development for cadres, civil servants, officials, and workers under the Voice of Vietnam Radio.

15. Organize the implementation of the annual budget estimate of the Voice of Vietnam Radio after approval; manage financial resources and assets assigned in accordance with the law.

16. Manage and use the budget and assets assigned both domestically and internationally; coordinate financial resources among subordinate units of the Voice of Vietnam Radio in accordance with the Law on State Budget and relevant regulations.

17. Organize service activities in accordance with the law.

18. Implement reporting requirements to the Government, the Prime Minister, and competent state agencies as prescribed by law.

19. Perform other tasks and powers assigned by the Government, the Prime Minister, or as prescribed by law.

Article 3. Organizational Structure

1. Units assisting the General Director of the Voice of Vietnam Radio:

a) Editorial Board and Listener Department;

b) Organization and Cadre Department;

c) Planning and Finance Department;

d) International Cooperation Department;

đ) Inspection Department;

e) Office.

2. Program Production Units:

a) Current Affairs - Politics - General News System (VOV1);

b) Culture - Life - Education System (VOV2);

c) Music - Information - Entertainment System (VOV3);

d) Ethnic Radio System (VOV4);

đ) National Foreign Service Radio System (VOV5);

e) News Center;

g) Radio Technology Center;

h) Sound Center;

i) Advertising and Multimedia Communication Services Center (VOV AMS);

k) Information Technology Application and Radio Technology Development Center (RITC);

l) Voice of Vietnam Electronic Newspaper (VOV.VN);

m) Voice of Vietnam Newspaper (VOV Newspaper);

n) National Traffic Voice of Vietnam Channel (VOVGT);

o) National Assembly Television Channel;

p) Voice of Vietnam Radio Television Channel (VOVTV);

q) Northwest Region Permanent Bureau;

r) Central Region Permanent Bureau;

s) Central Highlands Region Permanent Bureau;

t) Ho Chi Minh City Permanent Bureau;

u) Mekong Delta Region Permanent Bureau;

v) Overseas Permanent Bureaus decided by the General Director of the Voice of Vietnam Radio after obtaining permission from the Prime Minister.

3. Units under paragraph 1 and paragraph 2 of this Article shall be organized into departments.

4. The General Director of the Voice of Vietnam Radio stipulates the functions, tasks, powers, and organizational structure of subordinate units; appoints and dismisses heads and deputy heads of subordinate units.

Article 4. Leadership

1. The Voice of Vietnam Radio has a General Director and not more than four Deputy General Directors.

2. The General Director is appointed and dismissed by the Prime Minister and is responsible to the Government and the Prime Minister for all activities of the Voice of Vietnam Radio.

3. Deputy General Directors are appointed and dismissed by the Prime Minister upon the recommendation of the General Director; assist the General Director and are responsible to the General Director for the tasks assigned.

Article 5. Effectiveness and Responsibility for Implementation

1. This Decree takes effect from July 20, 2014.

2. This Decree replaces Decree No. 16/2008/NĐ-CP dated February 4, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Voice of Vietnam Radio.

3. The General Director of Vietnam Radio, ministers, heads of ministerial-level agencies, heads of government agencies, Chairpersons of People's Committees of provinces and centrally governed cities shall be responsible for implementing this Decree./.
