REGARDING THE POSTAL NETWORK FOR PARTY AND STATE ORGANIZATIONS

Pursuant to the Law on Organization At the proposal of dated December 19 the 2015;

Pursuant to the Law on Postal Services dated June 17 the 2010;

Pursuant to the Ordinance on Protecting State Secrets dated December 28, 2000;

Pursuant to Decree No. 33/2002/NĐ-CP dated March 28, 2002 of the Government At the proposal of detailing the implementation of the Ordinance on Protection of State Secrets;

At the proposal of the Minister of Information and Communications;

Prime Minister At the proposal of promulgating the Decision on the Postal Network for Party and State Organizations.

Article 1

Scope of regulation and applicable subjects

1. Scope of Regulation: This Decision stipulates the Postal Network for Party and State Organizations including: Principles of operation; Network; objects served; services; security and safety in service provision; service quality; funding to ensure network operations; rights and obligations of relevant entities and individuals. organization Network; service recipient; service; security and safety in providing services; service quality; funding for Network operations; rights and obligations of the relevant organizationentities and individuals.

2. Objects in accordance with:

a) Central Post Office;

b) Enterprises designated to maintain and manage the public postal network;

c) Organizations and individuals related to the activities of the Postal Network for Party and State Organizations.

Article 2

Principles of Operation

The Postal Network for Party and State Organizations is established and maintained to accept, transport, and deliver mail to ensure the leadership and management of Party and State organizations and state secrets, according to the following principles: directive, management by Party and State agencies and documents containing state secrets, according to the following principles:

1. Ensuring state confidentiality.

2. Ensuring confidentiality, security, safety, speed, accuracy, and timeliness in all situations.

3. Uniformity in organization, management, operation, and exploitation.

4. Not for business purposes.

Article 3

Organization of the Postal Network for Party and State Organizations

1. The Postal Network for Party and State Organizations is a postal network assigned by the State to the Central Post Office to construct, manage, and operate, connected with the public postal network in localities where the Central Post Office has not yet established operational bases or service points to ensure the provision of postal services as specified in Article 5 for the objects specified in Article 4 of this Decision.

2. The postal network directly managed and operated by the Central Post Office includes: Operational bases and service points in Hanoi, Da Nang, Ho Chi Minh City; transportation routes and delivery routes; other areas as required.

3. The public postal network referred to in Clause 1 of this Article includes: System" foundation operational bases and service points, transportation routes, and delivery routes in localities.

Article 4

Objects Served

1. The objects served by the Postal Network for Party and State Organizations at central and local levels include:

a) Party agencies;

b) State agencies;

c) Vietnam Fatherland Front and other political-social organizations.

2. The list of objects served under Clause 1 of this Article is detailed in Appendix I and Appendix II attached to this Decision.

Article 5

Postal Services for Party and State Organizations

1. Postal services for Party and State Organizations (hereinafter referred to as KT1 postal services) are services accepting, transporting, and delivering KT1 mail including letters, packages, and parcels on the Postal Network for Party and State Organizations.

2. KT1 postal services include:

a) KT1 Service;

b) Urgent KT1 services: Express, Time-specific;

c) Confidential KT1 services: A, B, C.

Article 6

Ensuring Security and Safety in Providing KT1 Postal Services Industry and KT1 postal service

1. KT1 mail is stamped with KT1, barcoded, tracked, and strictly managed during service provision; it is handled, transported, and delivered using specialized equipment. In cases where the Central Party Office, the President's Office, the National Assembly Office, or the Government Office request, the handling, transportation, and delivery of KT1 mail will be arranged with security forces to ensure security and safety in providing KT1 postal services. ||| service; shall be exploited, transported, and delivered using specialized equipment. 4. 5. Individuals assigned to transport and deliver KT1 Mail are equipped and use support tools in accordance with the law.

Quality of KT1 Postal Services

1. KT1 postal services must meet quality and time requirements for delivering KT1 mail as stipulated by the Ministry of Information and Communications.

2. The Postal Network for Party and State Organizations must ensure continuous service provision 24 hours a day, 7 days a week, including holidays and Tet.

3. The Postal Network for Party and State Organizations is equipped with modern facilities to ensure the quality of KT1 postal services. a) For PPP projects, the tenderer shall post the selection results of investors and attach the approval decision on the System no later than ten days from the date the document is issued in accordance with point b of Clause 2, Article 4 of Decree No. 35/2021/NĐ-CP. Funding to Ensure Operations of the Postal Network for Party and State Organizations

Article 8

1. The central budget ensures investment funding for physical infrastructure and operating costs of the Postal Network for Party and State Organizations (including connection costs with the public postal network) to provide free KT1 postal services to the objects specified in Appendix I attached to this Decision.

2. Local budgets ensure funding for the use of KT1 postal services by the objects specified in Appendix II attached to this Decision according to tariffs issued by the Ministry of Information and Communications.utedRights and Obligations of the Central Post Office

1. Maintaining, managing, directing, and operating the Postal Network for Party and State Organizations to ensure continuous, confidential, secure, safe, fast, accurate, and timely provision of KT1 postal services.

Article 9

2. Issuing operational regulations on directing and operating the Postal Network for Party and State Organizations; procedures for providing KT1 postal services.

4. Organizing the implementation of regulations on ensuring confidentiality, security, and safety in providing KT1 postal services.

5. Taking the lead and coordinating with relevant units to inspect and handle security and safety incidents in providing KT1 postal services.

3. Receiving state budget funding for providing KT1 postal services based on standards issued by the Ministry of Information and Communications.

6. Taking the lead and coordinating with enterprises designated to maintain and manage the public postal network to connect the network to ensure security and safety in providing KT1 postal services.

7. Being responsible for providing KT1 postal services according to the requirements of the objects specified in Appendix I attached to this

in special cases. This Decision applies in special cases.

8. Shall be responsible for reviewing the political standards of workers selected to directly participate in the process of providing KT1 postal services and cooperate with the police agency when necessary.

9. Shall be responsible for reconciling the volume of KT1 mail and confirming the quality of KT1 postal services with the entities stipulating attached as Appendix I promulgated together with This Decision.

10. Shall be responsible for paying the costs for the connection between the Postal Network serving Party and State agencies in the Field of Teachers and Educational Institution Managers and the public postal network.

Article 10

Rights and obligations of the enterprise designated to implement the maintenance and management of the public postal network

1. Coordinate with the Central Post and Telecommunications Administration Industry and to provide KT1 postal services in accordance with the provisions of the law.

Article 11

2. The entities specified in Appendix I promulgated together with this Decision may use KT1 postal services free of charge when sending letters, packages, and documents to each other and to the entities specified in Appendix II promulgated together with this Decision.

The Central Committee Office of the Communist Party of Vietnam,

Office of the President, Government Office,

National Assembly Office, and the Office of the Government may use KT1 postal services free of charge when sending letters, packages, and documents to organizations and individuals not included in the entities specified in Article 4 of this Decision. Article 12

2. Issue postal rates for KT1 postal services after coordinating with the Ministry of Finance; regulations on services, connections, economic and technical norms, quality and delivery time, security, and safety; standards for workers selected to directly participate in the provision of KT1 postal services and

implement this Decision.

Responsibilities of the Ministry of Finance directive 1. Take the lead and coordinate with the Ministry of Information and Communications to ensure state budget funds for the operation of the Postal Network serving Party and State agencies.

3. Inspect, monitor, supervise, and direct the implementation of legal provisions governing the operation of the postal network serving Party and State agencies.

Article 13

Responsibilities of the Ministry of Public Security

1. Take the lead and coordinate with the Ministry of Information and Communications to guide the implementation of regulations on protecting state secrets; regulations on equipping, managing, and using support tools; handling cases of violations of these regulations in the activities of the Postal Network serving Party and State agencies as prescribed.

2. Reach consensus with the Ministry of Information and Communications on KT1 postal service tariff rates.

Article 14

2. Direct subordinate units of the Ministry of Public Security to coordinate with the Central Post and Telecommunications Administration and the enterprise designated to maintain and manage the public postal network in reviewing the political standards of workers participating directly in the provision of KT1 postal services when required.

2. Organize specialized forces to protect headquarters; protect the exploitation, transportation, and delivery of KT1 mail when requested.

2. Ensure local government budget funding for the provision of KT1 postal services for the entities specified in Appendix II promulgated together with this Decision.

Article 15

Responsibilities of of the National Assembly; 1. This Decision takes effect from February 25, 2017.

1. Manage the provision and use of KT1 postal services within their jurisdiction according to this Decision and relevant laws.

2. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of use People's Committees of provinces and centrally governed cities; Heads of relevant units are responsible for implementing this Decision./.
