CIRCULAR
Regulations on the list of certificates and documents for Vietnamese merchant ships, government service ships, submarines, diving vessels, floating cranes, floating storage units, and mobile platforms
Pursuant to the Vietnam Maritime Code on November 25, 2015;
Pursuant to Decree No. 12/2017/NĐ-CP dated February 10, 2017, issued by the Government on the functions, tasks, powers, and organizational structure of the Ministry of Transport;
At the proposal of the Director of the Legal Department, the Director of the Vietnam Maritime Administration, and the Director of the Vietnam Ship Survey Bureau;
The Minister of Transport hereby issues this Circular to regulate the list of certificates and documents that Vietnamese merchant ships, government service ships, submarines, diving vessels, floating cranes, floating storage units, and mobile platforms must carry during their operations both domestically and internationally.
Article 1. Scope of Regulation
This Circular stipulates the list of certificates and documents that Vietnamese merchant ships, government service ships, submarines, diving vessels, floating cranes, floating storage units, and mobile platforms must carry during their operations both domestically and internationally.
Article 2. Applicability
This Circular applies to organizations and individuals, both domestic and foreign, related to the certificates and documents that Vietnamese merchant ships, government service ships, submarines, diving vessels, floating cranes, floating storage units, and mobile platforms must carry during their operations both domestically and internationally.
Article 3. List of Certificates and Documents
Clause 1. The list of certificates and documents for Vietnamese merchant ships and government service ships is specified in Appendix I attached hereto.
Clause 2. The list of certificates and documents for Vietnamese submarines and diving vessels is specified in Appendix II attached hereto.
Clause 3. The list of certificates and documents for Vietnamese floating storage units and mobile platforms is specified in Appendix III attached hereto.
Clause 4. The list of certificates for Vietnamese floating cranes is specified in Appendix IV attached hereto.
Article 4. Implementation provisions
1. This Circular takes effect from March 1, 2020.
Clause 2. Repeal Circular No. 41/2016/TT-BGTVT dated December 16, 2016 issued by the Minister of Transport regarding the list of certificates and documents for Vietnamese merchant ships, government service ships, submarines, diving vessels, floating storage units, and mobile platforms.
Clause 3. In cases where legal normative documents cited in this Circular are amended, supplemented, or replaced, they shall be implemented according to the provisions of the amended, supplemented, or replaced legal normative documents.
Clause 4. The Head of the Ministry's Office, the Inspector General, the Directors of Departments, the Directors of the Vietnam Maritime Administration, the Director of the Vietnam Ship Survey Bureau, and the Heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
