DIRECTIVE
Regarding the continued promotion of propaganda work to prevent and combat drug abuse and prostitution among the people
In recent times, the Party, the State, various sectors, levels, and the whole society have paid great attention to preventing and combating social evils in order to limit and curb the situation of producing, storing, transporting, buying, selling, and using drugs and prostitution in the country.
The Ministry of Culture and Information has made efforts in propagating the prevention and control of drug abuse through various forms and rich contents, contributing to the initial effective implementation of Directive No. 23-CT/TW dated March 1, 1994 of the Central Committee of the Communist Party of Vietnam on leading the prevention and control of social evils, Resolution No. 06-CP dated January 24, 1993 of the Government on strengthening guidance for the prevention, control, and supervision of drug abuse, and Decree No. 87/CP dated December 12, 1995 on urgent measures to eradicate serious social evils.
However, the current situation of social evils has not been reduced significantly and has become more complicated. The cultivation of opium in some mountainous regions and among ethnic minorities has not been thoroughly eradicated. The situation of producing, processing, storing, transporting, and trading in drugs within the country, from abroad into Vietnam, and from Vietnam to other countries has not decreased, and there have even been many very serious cases. The use of drugs among young people is at risk of increasing, particularly dangerously entering schools. Prostitution is occurring with sophisticated and cunning methods.
Propaganda work to prevent and combat social evils, carried out by multiple sectors and forces, although having made efforts, has not been closely coordinated. The Ministry of Culture and Information's implementation of this work also has many limitations in terms of guidance and organization, thus generally it has not been strong, deep, consistent, or regular.
To continue promoting the implementation of the Central Committee of the Communist Party of Vietnam's Directive on strengthening leadership in preventing and combating social evils, the Government's Resolution, and the National Program 06/CP on preventing and controlling drug abuse until the year 2000, the Minister of Culture and Information issues the following directive:
1. The entire culture and information sector must recognize that preventing and combating social evils, especially drug abuse and prostitution, is an important, urgent, persistent, and complex issue, greatly affecting the revolutionary cause, directly impacting the construction of new people and a new cultural foundation for the nation and the ethnic group, as well as the industrialization and modernization of the country.
2. The entire culture and information sector, from central to local levels and grassroots, state management units, public service units, and production and business units, must coordinate with other sectors and forces to actively and regularly carry out propaganda work among the people regarding the prevention and control of social evils.
Specifically:
- Each level and unit must have specific plans for propaganda on preventing and controlling social evils and implement them effectively.
- Direct and manage the units and forces of the sector to perform the following tasks:
+ Organize the creation, compilation, printing, and publication of materials and contents in various forms and genres about the prevention, control, and supervision of drug abuse and prostitution to distribute to institutions and households.
+ Organize the creation, compilation, printing, and publication of materials and contents in various forms and genres about the prevention, control, and supervision of drug abuse and prostitution to distribute to institutions and households.
+ Organize special sections on mass media about the prevention and control of social evils.
+ Draw up and set up propaganda posters in public places, residential areas...
+ Develop appropriate programs and organize mobile communication teams, mobile projection teams, shock troops, mass art teams, cultural houses, clubs... to propagate the prevention and control of drug abuse and prostitution in various lively and dynamic forms for different target groups.
+ Actively guide the building of cultural villages and families, where an important criterion is not engaging in drug abuse, prostitution, and other social evils.
+ Organize training sessions and festivals on the content of preventing drug abuse and other social evils for cultural and information sector cadres and grassroots units...
3. Cadres in the culture and information sector need to understand the harms of drug abuse and prostitution, manage and educate their children not to violate these evils in any form.
4. Every six months and annually, the Departments of Culture and Information of provinces and cities and subordinate units must report on the implementation of the Minister's Directive to the Steering Committee and the Ministry's Office.
Directors of Provincial Departments of Culture and Information throughout the country, heads of units under the Ministry, and the Steering Committee for Propaganda to Prevent Drug Abuse have the responsibility to implement this directive.
