RESOLUTION
Regarding the issuance of the Regulation on Implementing Democracy in the Activities of State Agencies
NATIONAL ASSEMBLY STANDING COMMITTEE
To promote the role of leadership of cadres and civil servants in state agencies, implement the principle of "people know, people discuss, people act, people inspect," reflecting the nature of the Socialist Republic of Vietnam as a state of the people, by the people, and for the people;
Pursuant to the Constitution of the Socialist Republic of Vietnam in 1992;
Pursuant to Article 56 of the Law on Issuing Legal Normative Documents;
Based on the Report of the Government No. 786/CP-CCHC dated July 13, 1998, and the opinions of the Standing Committee of the National Assembly's Legal Affairs Committee

Article 1.
1. The Government shall issue the Regulation on Implementing Democracy in the Activities of Administrative State Agencies with the following contents:
a. Provisions on the scope of implementing democracy within the agency including:
Responsibilities of the Head of the Agency; - Responsibilities of cadres and civil servants;
Matters that cadres and civil servants must be informed about;
Matters that cadres and civil servants participate in giving opinions, which the Head of the Agency decides; Matters that cadres and civil servants supervise; inspect;
The matters that officials and civil servants supervise; inspect;
b. Provisions on the scope of implementing democracy in relations and handling matters outside administrative agencies including:
Relations with citizens, agencies, organizations;
Relations with superior agencies; - Relations with subordinate agencies.
2. Heads of other state agencies shall base this Resolution and the Regulation issued by the Government to formulate regulations on implementing democracy in the activities of their agencies.
12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThe President of the Supreme People's Court shall issue the Regulation on Implementing Democracy in the Administrative Activities of the Supreme People's Court; the Minister of Justice shall coordinate with the President of the Supreme People's Court and the Minister of Defense to issue the Regulation on Implementing Democracy in the Administrative Activities of Local Courts and Military Courts at all levels.
Article 3. The Prosecutor General of the Supreme People's Procuracy shall issue the Regulation on Implementing Democracy in the Administrative Activities of People's Prosecution Offices at all levels; the Prosecutor General of the Supreme People's Procuracy shall coordinate with the Minister of Defense to issue the Regulation on Implementing Democracy in the Administrative Activities of Military Prosecution Offices at all levels.
Article 4. The Government, the Supreme People's Court, and the Supreme People's Procuracy shall be responsible for organizing the implementation of this Resolution within their respective functions and powers.
Based on this Resolution, political organizations and socio-political organizations shall guide agencies under their organizational systems to develop Regulations on Implementing Democracy in the Activities of their agencies.
