DIRECTIVE
OF THE MINISTRY OF CULTURE - INFORMATION AND SPORTS
REGARDING INSPECTION WORK IN 1992 AND SUBSEQUENT YEARS
Pursuant to the Inspection Ordinance issued by the State Council on April 1, 1990, the Ministry's inspection has the duty to conduct inspections of state agencies, economic and social organizations, and citizens within the scope of the Ministry’s administrative management authority. Inspectors implement policies and laws concerning culture, art, information, and sports throughout the country.
Recently, the Ministry's inspection activities have shed light on many cases with conclusions regarding certain matters of units and individuals under the Ministry's jurisdiction, handling violations and recovering money and assets, contributing to the implementation of policies, combating corruption, and maintaining internal stability. However, these activities remain limited, lacking coordination, and have not achieved high effectiveness. There have been no comprehensive inspections at the sector level, especially in localities.
To address these shortcomings, to advance inspection activities to meet the requirements of the tasks, to satisfy the legitimate aspirations and demands of a large number of cadres and staff in the sector for inspection and supervision work, and to resolve public concerns and opinions within the cultural and artistic, film, publishing, journalism, and sports sectors, the Ministry proposes to strengthen the organizational structure of the Ministry's inspection, enhance the professional skills of the inspection team, establish an inspection program for 1992, specifically as follows:
I. STRENGTHENING THE ORGANIZATIONAL STRUCTURE OF THE MINISTRY'S INSPECTION
In 1991, the Ministry's inspection retired eight officials. The remaining officials have accumulated experience in management and inspection work, but some have limited health and professional capacity. Generally, the quantity and quality of the inspection cadre still fall short of the assigned task requirements.
Starting from 1992, it is necessary to supplement capable personnel with knowledge of professional duties and financial expertise to replace retiring officials and take on new responsibilities. Creating conditions for the Ministry's inspection force to be the core and lead sector-wide and local inspections; in addition to professional inspectors, there should be a number of part-time inspectors.
It is necessary to quickly stabilize the leadership structure of the Ministry's inspection. Gradually promote inspector ranks.
The Cadre and Personnel Department will coordinate with the Ministry's inspection to develop specific programs and measures and report to the Ministry's leadership for consideration.
The Ministry's inspection will cooperate with the Ministry's Trade Union and grassroots trade unions to build and organize training courses to enhance the professional skills of the people's inspectors.
II. INSPECTION PROGRAM FOR 1992 AND SUBSEQUENT YEARS
AND FUTURE YEARS
Organize inspections on a broad scale in 1992 and subsequent years as follows:
1. Film Industry Inspection
a. On the occasion of organizing events in the film industry, it is necessary to promptly conduct an inspection to examine and clarify issues reflected by society, the press, and cadres about the film industry. The inspection focuses on four issues:
Management and use of film funding
Reasons for losses in the film industry over recent years
Issues in film industry management and individual responsibility
Recommendations to the Ministry and the State
This inspection will be led by the Ministry's inspection, coordinated with the Finance and Accounting Department, the Cadre and Personnel Department, and the film management agency.
b. The Ministry's inspection will guide and direct provincial Culture and Information Departments and grassroots film industry units to self-inspect on four issues:
Revenue from film activities in the locality and unit (production, distribution, screening)
Expenditures
Video film situation
Recommendations to superiors
2. Inspection of Book and Newspaper Publishing Activities
The Ministry's inspection will collaborate with the Publishing Bureau to conduct an inspection. Focus on three areas:
Implementation results of higher-level policies, directives, and resolutions on book and newspaper publishing
Organization and management of publishing work (content control, procedures, inspection, supervision, and handling of violations)
Current negative issues requiring resolution and recommendations for handling
The Ministry's inspection will guide and direct central and local publishers to self-inspect on four issues:
Results of publishing functions in the past two years. Strengths and weaknesses
Number of books and cultural products published in 1990-1991
Income, expenditure, tax payments, and financial issues of the publisher
Violations and weaknesses in publishing activities
Publishers will report the inspection results to the Ministry. The Ministry's inspection will base its re-inspection rights on these reports.
3. Construction Project Inspection
The Ministry's inspection will collaborate with the Planning Department, the Finance and Accounting Department, and seek assistance from the State Inspectorate to inspect three aspects of construction project management:
Total investment capital for construction projects in 1990-1991 and the use of construction funds
Quality assessment of ongoing and completed construction projects
Violations in construction projects
The Ministry's inspection will guide construction units to self-inspect and report on the following issues:
Unit functions
Capital management and development
Projects undertaken by the unit (funding, quality, time, acceptance results, strengths and weaknesses of the project after use)
The Ministry's inspection will base its re-inspection rights on the self-inspection results of the units.
4. Inspection of the Implementation of the Law on the Protection of Historical Sites and Scenic Spots
The Ministry's inspection will collaborate with the Conservation and Museum Department to inspect the following issues:
Total number of historical sites ranked by the Ministry in 1990-1991
Political, cultural, and social benefits of historical sites and their sustainability
Current status of historical sites
Protection and restoration results of historical sites
Violations against historical sites and scenic spots
Recommendations to the State
The Ministry's inspection will guide and direct provincial Culture and Information Departments to inspect and report on the management of historical sites and scenic spots within their jurisdiction.
5. Mountain Area Cultural Inspection
The Ministry's inspection will collaborate with the Masses Culture Department and the Ethnic Culture Department to inspect the cultural situation in northern and southern mountainous provinces.
Content:
Current cultural situation of ethnic minorities in key mountainous provinces: Lang Son, Lao Cai, Cao Bang, Ha Giang, Kon Tum
Local policies, guidelines, and implementation results
Recommendations.
6. Depending on the actual situation of activities within the industry and the situation of complaints and petitions, organize inspections with limited scope to conclude specific cases within the authority of the ministry.
7. Direct and guide the heads of units to perform their tasks of examining complaints and petitions according to the units' authority - do not allow complaints and petitions to be delayed excessively.
8. Hold a conference to review the implementation of Decision 240-HĐBT on combating corruption and measures to continue the anti-corruption struggle within the industry.
The Ministry Inspectorate bases this program to establish a plan and progress schedule for implementation. Report on the results of implementing the program to the ministry leadership in January 1993.
Heads of units, Directors of Provincial Departments of Culture, Sports, and Tourism base this program and the guidance documents of the Minister of the Inspectorate to develop plans and measures for implementation in their units and localities, then report the results back to the ministry.
