DIRECTIVE
Regarding Strengthening Traffic Safety Assurance Work
Recently, following the traffic accident caused by a tugboat colliding with a barge damaging the Ben Luc bridge pillar in Long An province on January 26, 2000, resulting in significant property damage to the State and people, causing severe traffic congestion for many days; especially after the Tet holiday of the Year of the Metal Dragon, several bus accidents occurred consecutively in Bac Can, Ha Nam, Nghe An provinces, including five incidents involving buses, one involving a motorcycle, and particularly a serious incident in Nghe An that killed 17 people and injured 15.
The above accidents indicate a very worrying situation regarding traffic accidents that require special attention and measures to address.
The Minister of Transport issues the following directive:
Heads of units throughout the industry must seriously study and fully implement the contents of Circular No. 65/GTVT-PCVT dated January 10, 2000, issued by the Minister of Transport regarding the implementation of Directive No. 33/1999-CT-TTg of the Prime Minister to strengthen state management responsibilities in traffic safety assurance work. At the same time, units must immediately carry out the following tasks:
1/ Vietnam Highway Administration, Vietnam Inland Waterway Administration, based on their respective functions and responsibilities, must strictly review individual and collective responsibilities assigned and propose appropriate handling measures for the Ben Luc Bridge pillar damage incident in Long An on January 26, 2000. The results of the review shall be reported in writing to the Ministry.
2/ Vietnam Highway Administration.
- Must clearly define the responsibility for protecting bridges and roads according to Decree No. 72/1999/NĐ-CP dated December 7, 1999 of the Government. It is necessary to proactively coordinate with Vietnam Inland Waterway Administration, Provincial Departments of Transport (Transportation and Communications) in protecting bridges.
- Develop plans and clearly assign responsibilities for ensuring material infrastructure and building traffic assurance plans when bridge failures occur, strictly review the coordination with police forces and other forces in managing and resolving the recent Ben Luc Bridge incident in Long An.
- Regularly inspect bridge maintenance and repair work.
- By March 2000, report to the Ministry the data on the classification and load capacity of bridges on national highways and provincial roads to inform transport vehicles.
- Re-inspect all weak bridges to develop immediate reinforcement plans for 2000 and subsequent years, particularly focusing on Dong Nai Bridge, Ben Luc Bridge, Tan An Bridge, Binh Phuoc Bridge, inspect mountainous and steep road sections, conduct repairs and maintenance to meet technical standards, install sufficient signposts and road signs for bridges under its management and inform Vietnam Inland Waterway Administration about the plan to coordinate traffic regulation for inland waterway vessels passing through these bridges.
- Develop plans to deploy driving test centers in various regions in 2000.
3- Vietnam Inland Waterway Administration:
- Check the implementation of Circular No. 186/1999/CT-BGTVT dated May 5, 1999 of the Ministry of Transport.
- Review the coordination work in traffic assurance during the Ben Luc Bridge incident in Long An to draw lessons and determine responsibilities.
- Immediately improve signaling at bridges, especially those with high traffic density.
- Coordinate with Vietnam Highway Administration to identify bridges requiring traffic regulation and control (both direct regulation and weight restrictions), and issue notifications to prohibit nighttime operations for vessels that do not ensure safety on such bridges.
- Organize regular inspections of inland waterway traffic activities at river ports near bridges, particularly sand-carrying vessels.
- Inspect training institutions for ship captains and engineers, and the standards for opening classes and issuing boat licenses by Provincial Departments of Transport (Transportation and Communications).
4- Vietnam Vehicle Inspection Bureau
Direct inspection stations to strictly follow technical procedures and standards for inspecting the quality of motor vehicles, inland waterway vessels, and marine vessels.
The Director of Vietnam Vehicle Inspection Bureau shall bear joint responsibility if substandard vehicles are found participating in traffic despite failing inspections.
5- Vietnam Railway Corporation:
Complete the project on the construction and management of railway crossings on the Unified Line by March 2000 and submit it to the Ministry for approval.
Coordinate with local authorities and relevant agencies to develop plans to clear railway safety zones, organize railway crossings from Khanh Thien Street to Van Dien Station and complete the work by the end of 2000.
6- Quality Control and Supervision Bureau:
Inspect the progress of reinforcing weak bridges, initially focusing on major bridges on main routes, and propose technical solutions, construction, and investment plans.
Report to the Ministry to announce the load capacities of upgraded bridges so that transport vehicles can comply.
7- Provinces and centrally-administered cities
Based on Clause 6 of Directive No. 33/1999/CT-TTg dated December 27, 1999 of the Prime Minister. Request Chairmen of People's Committees of provinces and centrally-administered cities to instruct Provincial Departments of Transport (Transportation and Communications) and related agencies to develop detailed plans to ensure traffic safety in their areas, particularly focusing on preventing traffic congestion in cities and towns, and preventing encroachment on sidewalks for business and market activities; especially in Hanoi and Ho Chi Minh City.
- Directors of Provincial Departments of Transport (Transportation and Communications) should develop specific inspection plans.
- Training institutions for drivers and boat operators must strictly adhere to current regulations on driver training and boat operation. Improve the quality of traffic inspectors to fully perform their duties.
- Inspect weak bridges managed by localities to develop maintenance and repair plans.
- Report traffic accidents occurring in their areas promptly to the Ministry of Transport via the fastest communication means.
8- Legal Affairs Department of Transportation:
- Lead and coordinate with Vietnam Vehicle Inspection Bureau, Vietnam Highway Administration, Vietnam Inland Waterway Administration, and the Department of Organization and Labor to organize inspections of grassroots units' implementation of issued documents, particularly driver training and vehicle inspection work.
- Monitor and compile the implementation status of units and localities and report to the Minister in a timely manner.
