Chapter I
SCIENCE TECHNOLOGY AND ENVIRONMENT). FUNCTION TASKS AND POWERS
Article 1.The Journal of Standards Measurement Quality (hereinafter referred to as the Journal) is a self-financing public service unit under the General Bureau of Standards Measurement Quality (hereinafter referred to as the General Bureau); it is directly guided by the leadership
of the General Bureau in terms of professional and business standards, measurement, quality, consumer rights protection; its activities comply with the Press Law and other current regulations of the State;
The Journal has legal personality, a separate seal, and financial level 8, which can open a bank account at the State Treasury and the State Bank.
Article 2.The Journal is responsible for promoting the policies and guidelines of the Party and the State, the Ministry of Science, Technology and Environment, the General Bureau's guidance on standards, measurement, quality, consumer rights protection, and related areas.
Article 3.The Journal has the following main tasks:
1. Organizing the regular publication of the Journal, special issues, and other publications according to the laws on standards, measurement, quality, and consumer rights protection.
2. Organizing the distribution of the Journal to management agencies, research institutions, teaching institutions, and enterprises across the country through direct distribution or through the press distribution system.
3. Serving as the liaison with media agencies, coordinating with relevant units to organize publicity on standardization, measurement, quality, consumer rights protection, and related activities of the General Bureau through mass media.
4. Managing the staff, reporters, editors, distributors, and contributors; managing the files, documents, and assets of the Journal.
Article 4.The Journal may enter into advertising and distribution contracts with domestic and foreign agencies, units, and individuals in accordance with current state regulations.
Chapter II

Article 5The Journal operates under a directorate system. 'The Editor-in-Chief of the Journal is responsible to the Director-General and state management agencies for all aspects of the Journal's operations. The Editor-in-Chief and Deputy Editor-in-Chief are appointed and relieved of their duties in accordance with the Press Law and implementing regulations.
The Deputy Editor-in-Chief is responsible to the Editor-in-Chief for the assigned work and makes decisions within the scope of their assigned tasks.
The Editorial Secretary assists the Editor-in-Chief in organizing and managing certain Journal tasks as assigned by the Editor-in-Chief.
The Journal enters into labor contracts with employees based on the financial balance of a self-financing public service unit in accordance with the Labor Code.
Reporters and editors are selected according to the criteria set forth in the Press Law and implementing regulations.
Article 6.The organizational structure of the Journal includes:
1. Management Board (administration, management, finance, publishing, distribution);
2. Editorial Board (reporters, editing, relations, cooperation);
3. Representative Offices.
Specific responsibilities and working relationships of these departments are determined by the Editor-in-Chief in accordance with the law.
Chapter III
WORK RELATIONSHIPS
Article 7.The Journal collaborates with units within the General Bureau, provincial and municipal Standard Measurement Quality Inspection Centers, media agencies, and other related agencies to fulfill the tasks outlined in Article 3 of this Charter.
Article 8. The Journal is responsible for implementing financial regulations in accordance with current state regulations.
Annually, the Journal receives a budget allocation from the General Bureau according to the approved plan to fulfill its professional tasks, while also generating additional revenue to expand its scope of activities and improve the quality of the Journal.
Article 9. The Journal is permitted to join the Vietnam Journalists' Association. During its operations, the Journal is guided on journalistic practices by the Ministry of Culture, Sports and Tourism.
Chapter IV
IMPLEMENTING PROVISIONS
Article 10.The Director-General of the General Bureau of Standards Measurement Quality and the Editor-in-Chief of the Journal are responsible for implementing this Charter.
Article 11This Charter takes effect fifteen days after the date of signature.
Any amendments or supplements to this Charter shall be proposed by the Director-General of the General Bureau of Standards Measurement Quality in consultation with the Head of the Department of
