CIRCULAR

Guidelines for the allocation, management, use, and settlement of the budget for the comprehensive survey of economic, administrative, and public service units in 2002

Implementing Decision No. 05/2002/QĐ-TTg dated January 4, 2002 of the Prime Minister on organizing the Comprehensive Survey of Economic, Administrative, and Public Service Units in 2002; After reaching consensus with the General Statistics Office, the Ministry of Finance provides guidelines for expenditures, allocation, management, use, and settlement of the budget for the Comprehensive Survey of Economic, Administrative, and Public Service Units in 2002 as follows:

- The budget for the Comprehensive Survey of Economic, Administrative, and Public Service Units in 2002 shall be guaranteed by the State Budget and managed uniformly from central to local levels.

I. GENERAL PROVISIONS:

- The General Statistics Office is responsible for managing, accounting, and settling the budget according to current financial management regulations and specific provisions set forth in this Circular.

1. The Comprehensive Survey of Economic, Administrative, and Public Service Units in 2002 shall cover the following items:

II. SPECIFIC PROVISIONS:

- Expenses for developing plans, forms, procedures, and guidance materials for the survey.

- Training expenses for survey staff.

- Publicity expenses.

- Printing and transportation expenses for survey forms, questionnaires, and guidance materials.

- Listing expenses.

- Payment for survey, re-survey, translation, and guiding staff at the units.

- Data verification and cleaning expenses.

- Acceptance and handover expenses for survey results.

- Operational expenses for steering committees at all levels.

- Data processing and result analysis expenses.

- Summary and award expenses.

The expenditure levels for these items shall be implemented according to current financial expenditure regulations and the provisions of this Circular.

2. For civil servants participating in the Comprehensive Survey of Economic, Administrative, and Public Service Units in 2002, travel and meeting allowances shall be applied according to regulations stipulated by the Ministry of Finance.

3. For surveyors not receiving state salaries, the expenditure regulations are specified as follows:

a. Delegates not receiving salaries who attend meetings and training sessions organized at the district level from their communes shall be entitled to the following:

+ Daily food allowance of 15,000 VND;

+ Accommodation rental fee for delegates traveling from distant areas requiring overnight stays of 20,000 VND per day;

+ Travel allowance for attending a single training session from commune to district and back, amounting to 30,000 VND for delegates in highland, remote, and island regions; 20,000 VND for delegates in low mountainous, midland, and plain regions without public transport; Travel allowance of 5,000 VND per trip (round trip) for delegates who regularly commute without overnight stays.

b. Rental fees for surveyors conducting direct surveys at units, at a rate of 20,000 VND per day.

4. Based on the budget allocated for the Comprehensive Survey of Economic, Administrative, and Public Service Units in 2002 by the Prime Minister, the General Statistics Office will allocate funds to Provincial Statistical Offices and the General Statistics Office's Office according to the State Budget classification sent to the Ministry of Finance as the basis for issuing the budget for implementation.

5. According to the budget estimate of the General Statistics Office, the Ministry of Finance will issue the budget to the General Statistics Office according to the chapter type, item, and sub-item based on the progress of implementation. At the same time, it will coordinate with the General Statistics Office to organize inspections and supervision to ensure compliance with the prescribed expenditure regulations.

This Circular applies to the Comprehensive Survey of Economic, Administrative, and Public Service Units in 2002. In case of any difficulties during implementation, units are requested to report to the Ministry of Finance and the General Statistics Office for consideration and resolution.

III. IMPLEMENTATION:

This Circular applies to the 2002 Comprehensive Economic, Administrative, and Public Institution Census. In the course of implementation, if any difficulties arise, units are requested to report them to the Ministry of Finance and the General Statistics Office for consideration and resolution.
