DECISION OF THE MINISTER OF FINANCE
Regarding the regulation on the level of collection, collection system, payment, management, and use of road usage fees at My Loc toll station, Nam Dinh province
using the Tan Son fishing port, Thai Thuy district, Thai Binh province
THE MINISTER OF FINANCE
Pursuant to Decree No. 57/2002/NĐ-CP dated June 3, 2002 of the Government detailing the implementation of the Ordinance on Fees and Charges;
Pursuant to Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to the proposal of the People's Committee of Thai Binh province (in document number 01/TT-UB dated January 7, 2005) and the proposal of the Director of the Tax Policy Department,
DECISION:
Article 1. This Decision promulgates the schedule of fees for using the Tan Son fishing port, Thai Thuy district, Thai Binh province (hereinafter referred to as the Tan Son fishing port).
The objects subject to the fee rates prescribed in this Decision are fishing vessels and road transport vehicles and goods passing through the port.
Article 2. The unit entrusted by the competent state authority to organize the management of the Tan Son fishing port has the responsibility to collect the Tan Son fishing port usage fee (hereinafter referred to as the fee collection unit) according to the prescribed fee rates in this Decision.
Article 3. The revenue from the Tan Son fishing port usage fee prescribed in this Decision is a state budget revenue item, managed and used as follows:
1. The fee collection unit is entitled to retain 70% of the collected fee revenue to cover expenses related to the fee collection process as stipulated in point 4-b, section C, part III of Circular No. 63/2002/TT-BTC dated July 24, 2002 issued by the Ministry of Finance guiding the implementation of laws on fees and charges;
2. The fee collection unit is responsible for declaring, paying, and settling accounts for 30% of the collected fee revenue into the state budget in accordance with the current State Budget Classification.
Article 4. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Other issues related to the collection, payment, management, and use of fees not addressed in this Decision shall be implemented in accordance with the guidance provided in Circular No. 63/2002/TT-BTC dated July 24, 2002 issued by the Ministry of Finance guiding the implementation of laws on fees and charges.
Article 5. Organizations and individuals subject to the obligation to pay fees, units entrusted with the task of organizing the collection of the Tan Son fishing port usage fee, and relevant agencies are responsible for implementing this Decision./.
