RESOLUTION OF THE NATIONAL ASSEMBLY
ON THE ECONOMIC AND SOCIAL DEVELOPMENT PLAN FOR THE 2006-2010 PERIOD
OF THE NATIONAL ASSEMBLY SOCIALIST REPUBLIC OF VIET NAM
WHEREAS Article 84 of the Constitution of the Socialist Republic of Vietnam promulgated in 1992, as amended and supplemented by Resolution No. 51/2001/QH10 dated December 25, 2001 of the 10th National Assembly, 10th Session;
BASED ON THE CONSIDERATION OF THE REPORT OF THE GOVERNMENT, THE REPORTS OF THE NATIONAL ASSEMBLY’S ORGANIZATIONS, THE RELATED ORGANIZATIONS, AND THE OPINIONS OF THE MEMBERS OF THE NATIONAL ASSEMBLY;
RESOLVES
THE NATIONAL ASSEMBLY APPROVES IN PRINCIPLE THE GOVERNMENT’S REPORT ON THE ASSESSMENT OF THE IMPLEMENTATION OF THE ECONOMIC AND SOCIAL DEVELOPMENT PLAN FOR THE 2001-2005 PERIOD AND THE DIRECTION FOR THE ECONOMIC AND SOCIAL DEVELOPMENT PLAN FOR THE 2006-2010 PERIOD WITH THE OVERALL OBJECTIVES, TASKS, KEY INDICATORS, AND MAJOR SOLUTIONS; AND RESOLVES AS FOLLOWS:
I. GENERAL OBJECTIVES AND KEY INDICATORS
1. General objectives:
TO ACCELERATE THE RATE OF ECONOMIC GROWTH, IMPROVE THE EFFICIENCY AND SUSTAINABILITY OF DEVELOPMENT, AND SOON BRING THE COUNTRY OUT OF THE LOW DEVELOPMENT STATUS. TO SIGNIFICANTLY IMPROVE THE MATERIAL, CULTURAL, AND SPIRITUAL LIVING STANDARDS OF THE PEOPLE. TO PROMOTE INDUSTRIALIZATION, MODERNIZATION, AND THE DEVELOPMENT OF KNOWLEDGE-BASED ECONOMIES TO ESTABLISH A FOUNDATION FOR THE COUNTRY TO BECOME A MODERN INDUSTRIALIZED NATION BY 2020. TO MAINTAIN POLITICAL STABILITY AND SOCIAL ORDER AND SECURITY. TO STRONGLY DEFEND NATIONAL INDEPENDENCE, SOVEREIGNTY, TERRITORIAL INTEGRITY, AND NATIONAL SECURITY. TO CONTINUE TO CONSOLIDATE AND EXPAND FOREIGN RELATIONS, AND TO ENHANCE VIETNAM'S POSITION IN THE REGION AND ON THE INTERNATIONAL STAGE.
2. KEY INDICATORS FOR THE 5-YEAR PERIOD AND UNTIL 2010:
a) On Economy
- DOMESTIC GROSS PRODUCT (GDP) IN 2010 AT CURRENT PRICES IS MORE THAN 2.1 TIMES THAT OF 2000. ANNUAL GDP GROWTH RATE OF 7.5 - 8%, AIMING TO REACH ABOVE 8%. GDP PER CAPITA AT CURRENT PRICES IS EQUIVALENT TO 1,050 - 1,100 USD.
- SECTOR STRUCTURE IN GDP: AGRICULTURE SECTOR ABOUT 15 - 16%; INDUSTRY AND CONSTRUCTION 43 - 44%; SERVICES 40 - 41%.
- EXPORT VALUE INCREASES BY 16% PER YEAR.
- ANNUAL GDP FUNDED INTO THE BUDGET IS 21 - 22%.
- TOTAL SOCIAL INVESTMENT EACH YEAR IS ABOUT 40% OF GDP.
b) On Society
- POPULATION GROWTH RATE IS ABOUT 1.14%.
- AGRICULTURAL LABOR FORCE IS LESS THAN 50% OF THE TOTAL LABOR FORCE.
- CREATE JOBS FOR OVER 8 MILLION WORKERS; UNEMPLOYMENT RATE IN URBAN AREAS IS UNDER 5%.
- POVERTY HOUSEHOLD RATIO REMAINS AT 10 - 11%.
- COMPLETE UNIVERSAL MIDDLE SCHOOL EDUCATION; LABOR FORCE WITH TRAINING ACCOUNTS FOR 40% OF THE TOTAL LABOR FORCE.
- CHILDREN UNDER 5 YEARS OLD WITH MALNUTRITION RATES FALL BELOW 20%.
c) On Environment
- FOREST COVERAGE RATES 42 - 43%.
- CLEAN WATER USE RATES IN URBAN AREAS IS 95%, IN RURAL AREAS IS 75%.
- ALL NEW PRODUCTION FACILITIES MUST APPLY CLEAN TECHNOLOGY OR BE EQUIPPED WITH POLLUTION REDUCTION AND WASTE TREATMENT DEVICES AT 100%; MORE THAN 50% OF PRODUCTION AND BUSINESS FACILITIES MEET ENVIRONMENTAL STANDARDS; BUILD WASTEWATER TREATMENT SYSTEMS IN ALL URBAN AREAS OF TYPE 3 AND ABOVE, 50% OF URBAN AREAS OF TYPE 4, AND ALL INDUSTRIAL ZONES AND EXPORT PROCESSING ZONES; COLLECT AND TREAT 80 - 90% OF SOLID WASTE AND 100% OF MEDICAL WASTE TO MEET ENVIRONMENTAL STANDARDS.
II. MAJOR TASKS AND SOLUTIONS OF THE ECONOMIC AND SOCIAL DEVELOPMENT PLAN FOR THE 2006-2010 PERIOD
1. TO FULLY UTILIZE ALL POTENTIALS AND RESOURCES TO ACCELERATE THE RATE OF ECONOMIC GROWTH; TO MAKE BREAKTHROUGH PROGRESS IN INFRASTRUCTURE CONSTRUCTION, SIMULTANEOUSLY TRANSFORM THE STRUCTURE AND IMPROVE THE COMPETITIVE CAPACITY OF THE ECONOMY.
TO PERFECT MANAGEMENT MECHANISMS AND POLICIES ON DEVELOPMENT INVESTMENT, ELIMINATE THE APPLICATION PROCEDURE, CORRECT THE SPREAD OF INVESTMENTS, PREVENT WASTAGE AND BAD DEBTS, AND STRENGTHEN QUALITY CONTROL OF INVESTMENT PROJECTS.
TO INCREASE DEEP INVESTMENT, BRING ABOUT QUALITATIVE CHANGES IN AGRICULTURAL PRODUCTION, AND PROMOTE COMPREHENSIVE ECONOMIC DEVELOPMENT IN RURAL AREAS. TO TRANSFORM THE AGRICULTURAL AND RURAL ECONOMIC STRUCTURE TOWARDS INDUSTRIALIZATION AND MODERNIZATION; TO RAISE THE LEVEL OF RESEARCH AND APPLICATION OF SCIENTIFIC AND TECHNOLOGICAL ADVANCES IN PRODUCTION, STORAGE, AND PROCESSING. TO FORM HIGH-TECH AGRICULTURAL PRODUCTION ZONES AND EXPAND THEM ON A LARGE SCALE.
TO CONTINUE TO MAINTAIN A HIGH GROWTH RATE WHILE IMPROVING THE QUALITY OF PRODUCTS AND THE EFFECTIVENESS OF INDUSTRIAL PRODUCTION, AND TO INCREASE THE COMPETITIVE CAPACITY OF THE INDUSTRY TO MAINTAIN AND EXPAND MARKETS BOTH DOMESTICALLY AND INTERNATIONALLY. TO FOCUS ON SELECTIVELY DEVELOPING INDUSTRIES WITH GREAT POTENTIAL, PRODUCTS WITH HIGH TECHNOLOGY CONTENT. TO PROMOTE THE DEVELOPMENT OF ENERGY INDUSTRY, INDUSTRY FOR PRODUCTION OF IMPORTANT MEANS OF PRODUCTION, AND TO PAY ATTENTION TO DEVELOPING INDUSTRIES THAT EMPLOY MANY LABORERS, TO PROMOTE THE DEVELOPMENT OF ECONOMIC INFRASTRUCTURE FOR THE PROCESS OF INDUSTRIALIZATION AND MODERNIZATION.
TO ACHIEVE A SIGNIFICANT DEVELOPMENT IN THE SERVICE SECTOR. TO IMPROVE THE QUALITY OF TRADITIONAL SERVICES. TO DEVELOP NEW TYPES OF SERVICES. TO DEVELOP AND INCREASE THE COMPETITIVE CAPACITY OF SERVICES WITH GREAT POTENTIAL. TO REVOLUTIONIZE THE MANAGEMENT MECHANISM AND DELIVERY METHODS OF PUBLIC SERVICES - A BREAKTHROUGH TO PUSH FORWARD THE SOCIALIZATION PROCESS IN CULTURAL AND SOCIAL AREAS TO A NEW LEVEL OF DEVELOPMENT.
2. TO ACTIVELY INTEGRATE DEEPER INTO THE REGION AND THE WORLD ECONOMY. TO EFFECTIVELY IMPLEMENT COMMITMENTS WITH OTHER COUNTRIES AND INTERNATIONAL ORGANIZATIONS REGARDING TRADE, INVESTMENT, SERVICES, AND OTHER FIELDS. TO PREPARE WELL FOR THE IMPLEMENTATION OF COMMITMENTS AFTER VIETNAM JOINS THE WORLD TRADE ORGANIZATION (WTO). TO TAKE ADVANTAGE OF FAVORABLE CONDITIONS, EXPLOIT ADVANTAGES, LIMIT NEGATIVE IMPACTS FROM INTEGRATION TO INCREASE THE ATTRACTION OF CAPITAL, TECHNOLOGY, AND ADVANCED MANAGEMENT EXPERIENCE.
3. TO CREATE A FAVORABLE ENVIRONMENT FOR BUSINESS DEVELOPMENT; TO FOCUS ON IMPROVING THE QUALITY AND EFFECTIVENESS OF BUSINESS OPERATIONS; TO INCREASE EXPORTS, ATTRACT CAPITAL AND TECHNOLOGY, ESPECIALLY HIGH-TECHNOLOGY, TO REDUCE PRODUCTION COSTS AND INCREASE THE COMPETITIVE CAPACITY OF BUSINESSES. TO COMPLETE THE REORGANIZATION, MODERNIZATION, AND LISTING OF STATE ENTERPRISES IN ACCORDANCE WITH THE ENTERPRISE LAW. TO STRONGLY DEVELOP PRIVATE ENTERPRISES WITHOUT SIZE LIMITATIONS, REACHING ABOUT 500,000 ENTERPRISES BY 2010.
4. Continue to innovate and improve the institutional framework and respect the objective requirements of the market economy in economic activities. Focus on improving the institutional framework for the development of various types of commodity and service markets, real estate, labor, finance, and science and technology markets. Innovate planning and economic-social development plans towards maximizing the positive impacts of the market.
5. Strengthen the national financial capacity. Mobilize and utilize state and social financial resources effectively both domestically and internationally for investment and development.
Reform the mechanism for managing state finances and the state budget to ensure the central budget's leading role, enhance decentralization while increasing authority and responsibility at all levels of the budget and budget-using units. Enhance the effectiveness and transparency in the use and management of state funds, creating significant changes in control, strengthening state audit work to prevent waste, loss, and corruption of state money and assets.
Build and implement flexible monetary policy to ensure macroeconomic stability, control inflation, and guarantee the safety of the banking system, improve credit quality. Effectively mobilize capital sources linked to innovation, enhancing the ability to supply capital for development. Implement flexible exchange rate policies; reform payment methods towards increasing non-cash payment means, enhancing the convertibility of the Vietnamese currency.
Improve the quality and effectiveness of analysis and forecasting work; strengthen measures to manage and control market fluctuations and prices, proactively address adverse impacts of global price fluctuations on key raw materials and consumer goods prices, ensuring integration requirements while controlling inflation, creating a stable environment for production development and improving people's living standards.
Continue implementing salary reform. Study and uniformly apply the minimum wage level between domestic enterprises and foreign-invested enterprises. Address unreasonable aspects of salaries and income of civil servants and employees in state agencies, political organizations, and socio-political organizations; income of retirees and beneficiaries of state policies.
6. Develop the economy and society of territorial regions in a direction that leverages each region's advantages and competitiveness regarding natural resources, geographical location, human resources, inter-industry, and inter-regional connections. Enact transparent policies to develop key economic zones as driving forces for the national economy. Pay attention to developing mountainous areas, border regions, ethnic minority regions, and other difficult areas through state mechanisms and direct support to narrow the gap in development levels, income, and living standards between regions and ethnic groups.
7. Organize the effective implementation according to schedule of important national projects and programs approved by the National Assembly and those already approved. The implementation of these projects, programs must achieve the set goals for economic and social development in the 2006-2010 five-year plan; focusing on growth targets, economic structure transformation, poverty reduction, job creation, education and training development, disease prevention, and public health care...
8. Continue comprehensive educational and training reforms. Develop a reasonable scale while promoting socialization, standardization, and modernization to improve the quality of education and training. Ensure the quality of educational program reforms at all levels of general education; reform higher education; prioritize the development of vocational education to ensure a reasonable human resource structure, meeting the needs of industrialization and modernization of the country and labor export. Concentrate investment on priority objectives, national programs for education and vocational training; support policy beneficiaries, ethnic minorities, disabled children, people in particularly difficult economic and social conditions, mountainous areas, islands, and border regions. Emphasize nurturing talented students in science. Continue building a progressive Vietnamese culture rich in national identity - the goal and spiritual foundation of society. Preserve and promote the value of traditional culture. Encourage, mobilize, and create conditions for the whole society to participate in sports activities and development; ensure conditions to promote physical education in schools and armed forces; develop various forms of mass sports, focusing on improving health for the elderly, disabled, and children. Continue implementing and expanding the process of professionalizing high-performance sports.
9. Enhance capabilities and reform management mechanisms and organizational activities in science and technology. Accelerate technological innovation in economic sectors, develop high-tech industries, and modernize traditional technologies. Gradually develop information technology and biotechnology into fast-growing industries meeting domestic needs and exports. Harmonize economic and social development with rational and efficient use of natural resources, environmental protection, and improvement; focus on solving pollution problems in industrial zones, residential areas, craft villages, and major cities; enhance the effectiveness of state management over environmental protection. Implement the sustainable development strategy orientation in Vietnam. Organize the implementation at all levels and sectors of Agenda 21 on sustainable development.
10. Implement measures to control population growth rates. Improve population quality and rationalize population distribution among regions. Develop appropriate planning and policies to respond to the trend of structural changes in the rural and urban populations.
Prioritize state investment funds and social capital mobilization for job creation. Improve the quality and efficiency of labor force utilization. Continue to adjust the labor structure towards reducing the proportion of agricultural, forestry, and fishery workers, increasing the proportion of industrial and construction workers, especially service sector workers in the total workforce. Focus on vocational training and job creation for farmers. Effectively implement the overseas labor export program, increase the ratio of skilled workers. Collect social insurance premiums accurately and fully, prepare and implement voluntary social insurance and unemployment insurance for workers.
Diversify resources and methods, effectively implement national target programs to eliminate poverty and create jobs; encourage legitimate wealth accumulation. Concentrate investments in building economic and social infrastructure and assist the poor in self-improvement. Vigorously implement special support policies for production development, particularly agricultural land; provide housing land, houses, clean water, vocational training, and job creation for impoverished ethnic minorities, remote areas, and extremely difficult regions; prevent re-poverty; strengthen socialization in poverty alleviation work.
Upgrade and develop primary healthcare networks, preventive healthcare, provincial and district general hospitals, regional health centers, and specialized medical facilities based on promoting socialization in healthcare activities. Enhance surveillance, detection, and control of diseases, especially HIV/AIDS and newly emerging diseases. Effectively implement free healthcare policies for children under six years old, health insurance for the poor, elderly, and policy beneficiaries. Through health insurance, reduce hospital fees for children over six years old from poor families. Develop and improve the quality of health insurance, effectively implement voluntary health insurance, gradually advance towards universal health coverage.
Implement preferential policies for those who have made contributions to the nation, families of war invalids and martyrs, policies for the elderly, disabled, and other social welfare recipients. Develop the social security network. Prevent and gradually eliminate social evils such as drug abuse, prostitution, and trafficking in women and children.
11. Enhance the education level, material and spiritual life of women. Train and nurture women's participation in social activities, leadership, and management at all levels; create conditions for women to play roles in all aspects of political, economic, cultural, and social life. Combat domestic violence. Respect and ensure that children fulfill their rights and obligations before their families and society according to international conventions on children's rights and Vietnamese laws on child protection and care.
Implement the Youth Law and the National Strategy on Youth Development, creating conditions for young people to play a proactive and voluntary role in completing tasks. Implement policies and laws ensuring freedom of belief and religion. Create conditions for religious organizations to participate in social activities, contributing to the country's construction and development.
12. Strengthen defense and security capabilities, be proactive in all situations, firmly protect national independence, sovereignty, territorial integrity, and security, contribute to maintaining political stability and social order and safety. Vigorously develop the defense industry, linking defense requirements with civilian needs. Build comprehensive strength in foreign activities to serve the goal of maintaining political and security stability, economic development, enhancing competitiveness domestically and internationally, and promptly and effectively responding to emerging international issues.
13. Promptly complete and ensure the consistency of the legal system to meet the requirements of building a socialist rule-of-law state. Continue to innovate and enhance the quality of legislative work, ensuring legal provisions are specific, clear, and transparent to gradually reduce the issuance of detailed regulations and implementation guidelines. Regularly and effectively organize the inspection, audit, and supervision of the issuance of detailed regulations and implementation guidelines for laws, ordinances, and resolutions; compliance with laws in all social activities.
14. Accelerate administrative reform; implement democracy in all fields. Review and promptly remove administrative procedures that cause inconvenience to organizations and individuals, hindering national development. Improve the organizational structure of state agencies towards leaner operations, effective performance, and suitability with new requirements; clearly define the functions, responsibilities, and duties of each agency and unit. Maintain strict discipline, rules, and service systems. Enhance the moral character, capacity, responsibility, and service awareness of the cadre, civil servant, and public official corps, especially leaders and heads of units. Timely detect and strictly handle cadres and civil servants who violate laws, degenerate, corrupt, bureaucratize, and exercise arbitrary power.
Continue to implement the judicial reform strategy, perfect the organization and operation of investigative agencies, prosecution offices, courts, enforcement agencies, and judicial auxiliary organizations, effectively combat various types of crime, especially organized crime, creating a healthy environment for economic and social development.
Organize the implementation of the reasonable expansion of county court jurisdiction through the establishment of regional courts according to the Judicial Reform Strategy.
15. Implement effectively the Anti-Corruption Law and the Law on Thrift and Combating Wastefulness. Ensure transparency in financial and state budget decisions. Resolutely handle individuals engaging in corruption regardless of their positions, take measures to resolutely recover assets for the State, and minimize losses in corruption cases. Timely and appropriately reward and protect whistleblowers and those who contribute to the fight against corruption. Emphasize the responsibility of leaders of agencies, organizations, and units in preventing and dealing with individuals engaging in corruption, shielding, obstructing anti-corruption efforts, or misusing whistleblowing to defame others, causing internal discord, and hindering management.
III. IMPLEMENTATION
The implementation of the five-year socio-economic development plan from 2006 to 2010 is the responsibility of all levels, sectors, agencies, units, and strata of the people.
The Government shall develop specific action programs, submit them to the National Assembly for approval of annual plans; direct relevant sectors and levels to proactively organize the successful achievement of the goals and tasks of the five-year socio-economic development plan from 2006 to 2010.
The Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Delegations of the National Assembly, the National Assembly deputies, the People's Councils at all levels, and the People's Council deputies shall enhance their oversight responsibilities over the implementation of this Resolution.
The Vietnam Fatherland Front and its member organizations shall carry out supervision, encourage all strata of the people to play their role as masters, actively implement the socio-economic development plan.
The National Assembly calls upon all compatriots, cadres, and soldiers throughout the country and overseas compatriots to raise the spirit of patriotic emulation, demonstrate dynamism and creativity, overcome all difficulties and challenges, contribute to the comprehensive and synchronized renewal process, and successfully achieve the goals and tasks of the five-year socio-economic development plan from 2006 to 2010.
This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the eleventh session, ninth meeting, on June 29, 2006.
