Pursuant to Decree No. 151/2006/NĐ-CP dated December 20, 2006 of the Government on state investment credit and export credit;
Considering the proposal of the Minister of Finance,
Article 1. Amending and supplementing some articles of Decision No. 13/2009/QĐ-TTg dated January 21, 2009 of the Prime Minister on the use of credit investment capital for development by the State to continue implementing programs to reinforce irrigation canals, develop rural roads, rural infrastructure for aquaculture, and rural craft village infrastructure during the period 2009 - 2015 as follows:
1. Economic organizations conducting foreign exchange trading agency activities; economic organizations conducting foreign currency receipt and payment service provision activities; economic organizations conducting border country currency exchange agency activities.
"Continue using credit investment development capital of the State to support localities in implementing programs to reinforce irrigation canals, develop rural roads, rural infrastructure for aquaculture, and rural craft village infrastructure until the end of 2015. At the same time, provinces and centrally governed cities may use state credit investment development capital to invest in electric pumping stations serving agricultural irrigation when necessary."
2. Supplementing Clause 4a as follows:
"Article 4a. Based on the total amount of preferential credit loan capital allocated for 2009, in cases where there is a need to invest in electric pumping stations serving agricultural irrigation, the Chairperson of the People's Committees of provinces and centrally governed cities shall decide on the specific allocation of capital for investing in electric pumping stations serving agricultural irrigation."
Article 2. This Decision takes effect from the date of issuance.
Article 3. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the direct jurisdiction of the central government shall be responsible for implementing this Decision./.
