||| Issuing Regulations on the minimum amount of knowledge and requirements for competence that

in technical fields

vocational training programs in the fields of transportation services, environment, and security must have.

Pursuant to the Law on Vocational Education dated November 27, 2014;

Pursuant to Decree No. 14/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids and Social Affairs;

Pursuant to Decision No. 1982/QĐ-TTg dated October 18, 2016 of the Prime Minister approving the National Qualifications Framework of Vietnam;

Pursuant to Circular No. 12/2017/TT-BLDTBXH dated April 20, 2017 of the Minister of Labor, Invalids and Social Affairs stipulating the minimum amount of knowledge and requirements for competence that graduates of secondary vocational education and college-level vocational education must achieve;

At the proposal of the Director General of the Vocational Education General Department,

The Minister of Labor, Invalids and Social Affairs issues this Circular stipulating the minimum amount of knowledge and requirements for competence that graduates of secondary vocational education and college-level vocational education in the fields of transportation services, environment, and security must achieve.

Article 1. Attached to this Circular are the Regulations on the minimum amount of knowledge and requirements for competence that graduates of secondary vocational education and college-level vocational education in the fields of transportation services, environment, and security must achieve, applicable to secondary vocational schools, college-level vocational schools, and universities offering college-level vocational education (hereinafter referred to as "schools"), including:

1. Profession: Inland Waterway Transport Management;

2. Profession: Marine Vessel Operation;

3. Profession: Inland Waterway Vessel Control;

4. Profession: Marine Vessel Control;

5. Profession: Combined Cargo Handling Mechanization;

6. Profession: Logistics;

7. Profession: Air Traffic Control;

8. Profession: Environmental Engineering Technology;

9. Profession: Water Resources Engineering Technology;

10. Profession: Water Supply and Drainage;

11. Profession: Sewerage and Wastewater Treatment Technology;

12. Profession: Industrial Wastewater Treatment;

13. Profession: Aviation Security Inspection;

14. Profession: Fire Prevention, Fighting, and Rescue.

Article 2. Delegating authority to the Director General of the Vocational Education General Department to issue detailed regulations on the minimum amount of knowledge and requirements for competence that graduates of secondary vocational education and college-level vocational education must achieve for each job position according to the vocational training professions specified in Article 1 of this Circular for schools to use as a basis for organizing the development, evaluation, and approval of training programs and curricula applicable to their institutions.

Article 3. This Circular takes effect from February 10, 2019.

Ministries, ministerial-level agencies, agencies under the Government, political-social organizations, provincial people's committees, and city people's committees directly under the central government with affiliated schools; schools registered to provide secondary vocational education and college-level vocational education for the professions specified in Article 1 of this Circular, and other related organizations and individuals are responsible for implementing this Circular./.
